Dear Mr. Ali,
Please be advised, as of the check #608 in the amount of $160.00 has been
cancelled due to the problems involved with our building and surrounding
grounds.
The grounds adjacent to our building are hazardous due to the debris left
from construction. We understand that due to the inclamate weather dur-
ing the winter months, it is sometimes impossible to adequately clean up
the mess left from the construction crew. Spring is now upon us and the
construction of the yard area remain the same. We would expect that this
problem be taken care of promptly.
In addition to the above listed problems, our apartment #1290 is in need
of the following repairs:
1). The drainage system from the sink and dishwasher, which are
interconnected, leak excessively upon use. Which we notified
you by telephone on February 6, 1984.
2). The connections on the bathroom faucets are faulty, needing
minor maintenance. Without maintenance, this could lead to
damaged walls, cabinetry and tiles, for which we will not be
responsible.
3). There are no telephone outlet plates installed on the walls
which is the owners responsibility to supply, please reference
attached bill in the amount of $6.66.
4). There is a question as to the function of the rectangular
holes in the ceiling below the heating ducts.
We would appreciate your immediate response to the above noted problems.
In response to the above letter we will make good of the $160.00 owed.

A complaint from one of your tenants (unit 1290) prompted an inspection
of the above noted property. The tenant requested correction of the
following four items:
1. Cover the phone outlet in their bedroom. This is not a Code
violation, however the covering of the boxes would improve the
appearance.
2. Cover the access holes in the ceiling which are for access to the
heat duct balancing dampers. This again is not a Code violation but the
covers would certainly improve the appearance.
3. Repair the cold water faucet in the bathroom sink. We did find that
it does leak around the faucet control handle when the faucet is turned
to the slow position. This is a Code violation and should be repaired no
later than March 23, 1984.
4. Repair the drain pipe on the kitchen sink. This was found to be in
very bad condition as the pipes are very loose and are leaking. This
must be fixed as soon as possible and no later than March 16, 1984.
We were also told that there may be a heating problem in unit 1294 and a
plumbing problem in units 1288 and 1294.
Your attention to these items will be appreciated and if you have any
questions, please feel free to contact me at 571-3450. Reinspections
will be conducted on the scheduled dates to -determine compliance.

During the past few weeks, we have been addressing numerous
problems at the above referenced apartment building. Through
previous correspondence, the property owner was required to correct
numerous code violations by April 12, 1993.
An inspection conducted on April 13, 1993, revealed that a
substantial amount of progress had been made toward resolving the
issues. As a result, court action has been delayed at this time,
and a meeting with the property owner has been scheduled for April
22, 1993. A deadline for final completion of all items will be set
at that time.

The City of Fridley has established a City Code for the purpose of promoting
a pleasant and attractive suburban environment. A recent inspection of the
property at 1284-96 Norton Avenue revealed that not all Code requirements are
presently being met. Listed below are items which do not comply with the
City Code:
1. Fridley City Code requires that all vehicles must be currently
licensed/street operable and kept on a hard surface parking area if they
are stored outside. I observed two vehicles (856 -DMB and 028-GTV)
located in the parking lot which do not fully meet these requirements.
2. Discontinue outside storage of tires located at the southwest corner of
the parking lot.
3. Cut weeds scattered across various portions of the property.
Your prompt attention in correcting this situation would greatly assist us
in helping make Fridley a better place to live. An inspection will be
conducted on or about August 23, 1993, to determine compliance.

area if they are stored outside. I observed three vehicles
(RV69429, a red Datsun, and a Chevrolet, station wagon without
license plates) located in the parking lot which do not fully
meet these requirements.
2. Discontinue outside storage of tires and carpeting located
adjacent to the rear parking lot and dumpster area.
A final inspection to determine compliance will be conducted on or
about May 16, 1994. You should arrange to complete an approved
plan for compliance before that date. Should this inspection
confirm that this deficiency still exists, legal action will be

A recent inspection of the above referenced property revealed conditions
which are not in compliance with this ordinance. It is important that you
take appropriate steps to correct this situation immediately.
I will conduct a reinspection on or shortly after June 24, 1994, at which
time full compliance is expected. Should this deficiency still exist, I will
instruct the City's weed contractor to abate the condition.
In the event the City abates the condition, you will be served a notice in
writing indicating the work performed and the costs and expenses involved.
The total amount must be paid to the City within 30 days after this notice
or before the following October 1, whichever is later. If this is not done,
the costs and expenses shall become a lien in favor of the City; and a 15%
penalty will be added to the amount due as of the date, with the total costs,
expenses, and penalty thereupon to be certified to the County Auditor for
entry on the tax books as tax against the land.

To Whom it may concern:
I am writing this letter to you regarding the property that I own at 1284 Norton Avenue NE.
My brother and I purchased this property last July and it was immediately brought to our attention that the
way the units are numbered is extremely confusing to police, delivery persons, utilities and the lice. This
building, a seven unit apartment building, is numbered with no fewer than eight separate street addresses.
We would lice to correct this problem with re numbering the units to a more conventional apartment
system.
Currently the building apartments are numbered 1284,1288,1290,1292, 1294, 1296 and 1298 Norton. The
house gas and electric meters are numbered 1286 Norton.
We propose changing the numbering as follows:
1284 would become Apt. 102
1288 would become Apt. 202
1290 would become Apt. 204
1292 would become Apt. 101
1294 would become Apt. 103
1296 would become Apt. 201
1298 would become Apt. 203
The house gas and electric metas would be numbered Apt. 104 instead of 1286.
All units would therefore have the single street designation of 1284 Norton. If implemented, we could
erect temporary signage on the building as the city directed.
This numbering system would assign apartments stacked on top of each other with similar numbers. For
example, currently 1290 is over 1284, making no sense.
We feel Wet overall safety could be improved with this revised system.

REGARDING: Rental Inspection at 1284 Norton Avenue NE
Kevin Hanson, City of Fridley Building/Mechanical Inspector along with Pat Wolfe, Section 8
Coordinator, noted the following life/safety issues and/or Code corrections during the inspection
on January 31, 2002 at 9:00 am of the above noted address:
1. UBC 713.10.2: Smoke dampers shall be installed in openings at penetrations of horizontal
exit walls or corridors.
2. UMC 504 (b): Furnaces not listed for a closet installation shall be installed in a room having
at least 12 times the total volume of the furnace.
3. UMC 703: An unobstructed working space not less than 30 inches in depth and the height of
the furnace, but not less than 30 inches shall be provided along the entire front of every furnace.
4. UMC 1205: Condensate Control - A secondary drain pan under the furnace and A -coil to
catch condensate due to a clogged primary drain to a point readily observed.
5. UMC 510 (a): Condensate shall be discharged to an approved plumbing fixture.
6. MN 12346.068.2: If the floor area is less than twice the floor area of the equipment - room
ventilation is required.
7. MN 1346.0607: Combustion air ducts shall not be less than the minimum required common
flue size.
8. UBC 602 (c): Combustion air openings shall be covered with 1/4 -inch mesh. In calculating
the free area, consideration shall be given to the blocking effect of louvers, grilles, or screens.
9. UFC 11.403: Gas meters shall be protected in an approved manner.
10. UMC 703: Air filters shall be accessible for replacement.
11. UMC 603: Combustion air shall not be obtained from a hazardous location or any location
from an area where lint is released.
12. UMC 706: Bedroom doors need to be cut off to allow return air to get out of said room and
allow a path back to the central return air in the dining room.
