This ordinance was prepared to eliminate the discharge of clear storm water from our sanitary sewer system. As these costs of treatment are reflected in the residents billing cycle. In your letter received on April 18, 1995, you discussed a number of issues regarding storm sewers. As you indicate in your letter, when the storm sewer system was installed on Onondaga, it was an open jointed system to reduce the ground water levels within the area. As you also indicated, as a result of these open joints, ultimately the sections of the street collapsed due to the loss of material into the storm pipe system. In the recent years, the City has lined the storm sewer system on Onondaga to seal those open joints and prevent further deterioration of the street structure. Accordingly, we are no longer collecting ground water into our storm system in this area. This work was done at no cost to the residents. The sump pump ordinance is strictly a sanitary sewer issue.
