August 5, 1971. In that letter, we asked that yougive us a. call and
make arrangements to meet with the Park Foreman and myself, regarding
your Easterly boundary and the adjoining park property. We have not
heard from you and inspite of the considerable lapse of time between
the first and follow-up letters, we are still in need of discussing our
common problem.
.We would also request' that you remove your vehicles and debris from
the park property, in order that we can get our park shaped up to the
degree that it will be an asset to the neighborhood.
We will be waiting for your call next week, and hope we can work
together for the betterment of the neighborhood.

The Fridley Parks and Recreation Department are•in the process o£ expanding
Flanery Park.
We find that over the past few years the property (that is park property)
along your easterly boundary has been our responsibility and we have done
nothing about maintaining it or keeping it clean.
At this writing, we have already started to trim trees and clear some of
the under brush to the northeast of your home.
It is the desire of the undersigned and my foreman to meet with you some
day as soon as possible and determine lines and complete the boundary of our park.
We have also noted many cars -and items that we feel should be moved and then
our work can be completed and this will make yours and our areas more attractive
to the eye.

Dear Mr. Bourgeois:
It was again brought to the City's attention and confirmed by an on-site
inspection on May 8, 1980 that you were maintaining your property in
violation of Section 113, Refuse Disposal, and Section 110, Public
Nuisance, of the Fridley City Code.
Said inspection found junked, street inoperable vehicles, wheels, tires,
engines, transmissions, -rear ends, wire, dire shafts, exhaust parts,
scrap metal and wood, bed springs, bicycle parts, junked snowmobiles and
motor bikes, a trailer full of refuse and debris, yard wastes, and other
miscellaneous refuse and debris littering the ground adjacent to your
garage and in your rear yard. This is creating a cluttered apperance,
a nuisance, and is detracting to the neighborhood. The appearance of
your property is inconsistant with the accepted conspet of a residential
neighborhood.
Therefore, the City must require you to dispose of in a sanitary manner,
e.g. at a sanitary landfill, all of the.refuse and debris found on your
property. Also you will be required to provide and maintain weekly
pick-up of all waste materials from your residence and prevent further
accumulations. An alternative would be to place this material within
the confines of a building.
A reinspection will be conducted on or about May 27, 1980 to determine
compliance. We are confident in your cooperation and are hopeful that
in the future your property would be maintained as a credit to yourself
and the City. If any questions or problems result from this letter,

It was brought to the City's attention and confirmed by an on—site
inspection on September 9, 1982 that you were maintaining on your
property, varying amounts of construction equipment and materials, wood,
garage doors, Junked vehicles, numerous vehicle parts, Junked
snowmobiles, scrap metal, pipe and other misceLLaneous debris and
refuse. This is creating a cluttered appearance and a detractant to the
neighborhood.
At this time, the City would remind you that the purpose of an R-1 zoned
single family residential district, is to provide a living setting away
from the clutter, noise and traffic of a commercial area.
Therefore, it is the City's feeling that this accumulation of equipment,
material, Junk, debris and refuse is creating a nuisance in the
neighborhood and must be corrected by removing said materiel and debris
to an appropriate disposal site, e.g. sanitary LendfiLL. An alternative
would be to store these items within the confines of a building.

Enclosed you will find this department's letter dated August 22, 1984 which
brought to your attention the fact that you were maintaining the above listed
property in violation of Chapter 113, Refuse Disposal, of the Fridley City

As indicated, a reinspection was conducted on September 26, 1984 and it was
determined that although there was some improvement in the property's

of the refuse and debris found on your property. In addition, you must
provide and maintain a sufficient number of approved covered containers to
store all refuse inside, between collections, and have all refuse removed
from your premises at least once a week.
Finally, any accumulations of discarded material and refuse is declared to be
a public nuisance and is subject to abatement under Chapter 110 of the
Fridley City Code.
To determine compliance, a reinspection will be conducted on or about

RE: Second Notice of Non -Compliance of the Fridley City Code at 1483 Onadaga
Street N.E.
Dear Mr. Bourgeouis:
On April 30, 1986 a second inspection of your property at 1483 Onadaga Street
N.E. revealed that it still does not comply with the performance standards
established within the City Code. The following items still do not comply
with the City Code:
1. Dispose of or store in an enclosed facility the tires, articles in the
trailer in the back yard and the other loose debris.
2. Do not store trailers and vehicles in the back yard.
3. Store the boat and trailers in the sideyard or in an enclosed garage.
4. License, -dispose of properly, or store in an enclosed garage: the Brown
Toyota Corana without license plates, the 1967 Blue Mercury Courgar
license number AYV 410 registered to Roger Bourgeouis, and the 1973 black
E1 Camino license number LOK 413 registered to Steve Bourgeouis.

REGARDING: Follow-up on Tags Issued to Francis Bourgeois who
Resides at 1483 Onondaga Street N.E. II
Mr. Bourgeouis was issued two tags, #545-966 and #545-967 on July
21, 1986. The tags were issued for possession of junk vehicles and
for outside storage. I had started the process with him in February,
so he had six months in which to comply. On August.8, 1986 he was
fined $110 for each violation and given stayed sentences with the
condition that he clean up his yard in 30 days. I first found out
about his fines when he called on August 8, 1986 in the afternoon
and made veiled threats to me.
On September 8, 1986 I made an inspection and found that there were:
* six tires laying in.the yard
* a street inoperable (rear wheel missing) blue Charger with expired
license CJG 564
* a street inoperable (front end hoisted on a tree) brown Mercury
Montego
* a boat and a couch in the front driveway
* a vehicle in the back yard viewable from the public park
He has begun construction of a privacy fence but it doesn't completely
cover the back yard.

On March 25, 1987, I inspected Francis Bourgeois' property at 1483 Onondaga
Street N. E. for compliance with tags that were issued for possession of junk
vehicles and for outside storage. Zb the best of my knowledge, Mr. Bourgeois
never contacted City Hall for this inspection of his property.
While the front yard of Mr. Bourgeois' property has basically been cleaned -up,
the rear yard of his property remains in non-compliance. In the rear yard I
observed two trucks stored off -pavement and miscellaneous debris, including:
metal barrels, tires, wood and a propane gas tank, among other things. All of
these items are visible from Flanery Park, which abuts the rear of Mr.
Bourgeois' property.
