MOTION by Councilman Breider to receive the communication from Donald H. Brett,
6701 Overton Drive N. E., dated October 16, 1972, concerning Lot 3, Registered
Land Survey #3, Seconded by Councilman Utter. Upon a voice vote, all ayes, Mayor
Ltebl declared the motion carried,
Councilman Utter said that the reason for the request was that they felt that
the cost was prohibitive, but according to the projection, it did not seem too out
of lin€-. The City Engineer said that actually the whole question becomes moot
as the Metropolitan Sewer Board has adopted the requirement that there will be
no more wells and cesspools by the end of 1973 and then the municipalities will
not have the power to waive that requirement. A well system and gesspool would
probably cast About the same as the sewer and water line would, the only trouble
is that the other property owners would object to its being run now. This man
wants to develop, but the other property owners do not.
Toa City_ Attorney said that as soon as the Metropolitan Sewer Board has juris-
diction the water and sewer line would have to be run anyhow, so it would be
nep less expense fQr him to go ahead with a well and cesspool now, He may as
do the job right,

MEMORANDUM
TO: Scott Erickson, Asst Public Works Director PW94-161
Paul Lawrence, Public Works Superintendent
FROM: John G. Flo jPublic Works Director
DATE: May 9, 1994
SUBJECT: Meadowlands Park - Jim Golden Property
On Monday, May 9, 1994, 1 met with Councilman Billings, Jim Golden and his neighbor
regarding standing water on their property. It appears that when the bike path was constructed
behind their lots, the boulevard restoration resulted in a berm which backs up the water onto
the abutting residential properties.
On Lot 10 (Golden property), approximately 9 feet east of the tree and for an additional distance
of approximately 25 feet, we should scrape back from the bike path approximately 4 feet of the
boulevard area so that it slopes directly to the bike path. I would suggest we undercut the bike
path just a little bit so that when sod is placed in that area, the top of the sod will be just at the
bike path level.
On Lot 9 it appears that quite a bit of sediment has washed onto the bike path. We need to
verify the swale along the south side of the Meadowlands Park bike path to ensure that the
water will flow over the path and into the swale. In the process, cleanup the path of dirt and
ensure that we have a positive slope into the pond.
Request both of these to be accomplished within the next two weeks.

MEMORANDUM
TO: William W. Burns, City Manager PW94-171
FROM: John G. Flora! Public Works Director
DATE: May 19, 1994
SUBJECT: Meadowlands Park
On Monday, May 9, 1994, Councilman Billings and I met with Jim Golden and his neighbor
regarding flooding of their property associated with the improvement of Meadowlands Park.
Based upon our discussions, the City agreed to remove a portion of the windrow along the bike
path to allow the water to flow from the properties onto the path and into the drainage swale.
On Monday, May 16, 1994, the improvement to the Golden property and the drainage swale
was accomplished. The results of this work should allow the water to sheet from the properties
into the swale along the south side of the bike path, draining into the Meadowlands pond.

the State Building Code.
Per Section 1402, 1997 Uniform Building Code, requires that a weather
resistive barrier be placed over exterior sheathing to protect the interior
wall covering. Exceptions for this provision would be if sheathing is an
approved weatherproof panel or when the siding is an approved weather
barrier. Vinyl siding is not a weatherproof covering unless the manufacturer
states this in their application guidelines. Call for inspection of wrap
before covering.
