RESOLUTION NO. 2015 - 19
A RESOLUTION ENCOURAGING AN ANOKA COUNTY APPLICATION FOR STATE
HEALTH IMPROVEMENT PROGRAM (SHIP) GRANT FUNDS
WHEREAS,
Anoka County, through its Community Health and Environmental Services Department,
has the opportunity to request State Health Improvement Program (SHIP) grant funds on behalf of the
City of Fridley from the State of Minnesota for the purpose of implementing strategies to improve the
health of Anoka County residents; and
WHEREAS,
Anoka County has subcontracted in the past with the City of Fridley to administer SHIP
Grant projects that encourage increased physical activity and healthier food consumption within the
community; and
WHEREAS,
the residents of Fridley have benefitted from past SHIP Grant programs, including:
Grant writing funding that resulted in Fridley applying for two DNR Trail grants and receiving a
$1 million Transit Enhancement grant to build a pedestrian bridge over Interstate 694 at Main
Street
$29,000 in matching funding for the East River Road Corridor Study that resulted in a plan for
sidewalks and trails along East River Road
Creation of a bike safety brochure and a bike trail map that was distributed to block captains at
Nite to Unite and at a joint City/School District/Allina Health Health Fair, which was also a
result of SHIP connections
Supplemental funding for Safe Routes to School projects

Completion of designs for safer pedestrian crossings on University Avenue at 57 and 61
Avenues
Completion of a Bike/Walk Study and then an Active Transportation Plan to guide future
sidewalk and trail construction in the City of Fridley, which yielded a new trail snowplowing
policy
Causing the City of Fridley to post all City parks as tobacco free
Surveying businesses about their bike/walk accommodations for employees
Supplemental funding to ISD 14’s Physical Education Program grant program
Healthier changes in school food service programs and snack policies; and
WHEREAS,
the City of Fridley desires to continue to partner with Anoka County, area school districts,
and area health organizations on active transportation and healthy food access initiatives that were
initiated with earlier SHIP grant projects in the community; and
WHEREAS,
Anoka County has the opportunity to restore this funding to interested partnering cities,
businesses, and school districts by submitting a letter of intent to the State of Minnesota by April 15,
2015, and pursuing the SHIP funding application thereafter;
NOW, THEREFORE, BE IT RESOLVED,
that the City Council of the City of Fridley hereby requests
Anoka County to apply for State Health Improvement Program funds and to consider partnering with the City
of Fridley to administer suitable programs that promote active transportation and access to healthy food;
