Fridley, Minnesota 55432 29 January 1973 �b Attached are letters defining, as realistically as possible, the damage to our Chinese Elm fence that borders on Mississippi Street. For several past winters the City sidewalk snowclearing equipment snowblows the snow deposited onto the sidewalk, from plows clearing Mississippi, onto our lot and for those same several springs we have seen a progressive kill of this 135 -foot natural fence. Samples of the plants have been sent to the University of Minnesota for analysis and the resultant prognosis is attached. I might add that the natural fence (established for now 8 years) experienced no type of progressive demise until the city started blowing the excess plowed snow from Mississippi Street, and then the sidewalk, onto our property. The majority of the fence (about 70% of the bushes) are now dead and will have to be replaced. Attached is an estimate of the replacement costs of which I would request the City to consider $307.50 as reasonable reimbursement costs for complete replacement with bushes that have an exhibited higher tolerance to salt kill. The result is the opening of long vertical fissures in wood and bark. Frost cracks.may occur in succeeding years in the same place, causing excessive formation of callus tissue or swelling on one side of the tree. WATER DEFICIT INJURIES Drought In years when rainfall is low, many tree species can be substantially weakened or killed by drought. Introduced species, like Colorado blue spruce, and recently planted trees are very susceptible to drought injury. Branch dieback may be the direct result of drought but weakened trees also are susceptible to attack by insects an disease -causing parasites. J Species such as box elder, green ash, hack berry, locust, ponderosa pine, red cedar, and siberian elm are fairly drought resistant. Howey obtain seed of these trees from relatively dry areas because strain differences occur within species. Leaf Scorch A sudden and rapid loss of water from maple leaves during hot dry weather may cause leaf scorch. Affected leaves have yellow or brown margins and remain on the tree. Or, the affected tree may just lose its leaves prematurely. Water- ing during hot dry weather may prevent or alle- viate the problem on small trees. ROOT DAMAGE Transplant Injuries Transplant injury is a major cause of tree loss; many roots are lost during digging. So, to compensate, in the case of broad-leaved trees, a proportional amount of the top must be removed. By root pruning, nurserymen train tree roots to form more compact masses so that a greater percentage of roots can be taken up when trees, especially evergreens, are transplanted. Early spring generally is the preferred time for trans- planting trees.' Oxygen Deficit A deficit of oxygen in the root zone inter- feres with normal life processes; dieback of branches often occurs. Extensive flooding or soil fill on top of existing soil reduces the oxygen supply to roots. After this occurs, trees may not show symptoms of oxygen deficiency for 2 or 3 years. Frequent use of paths compacts soil and reduces oxygen and water movement through it. 14B 4 Sidewalks, driveways, and streets also limit oxy- gen and water uptake by roots. CHEMICAL DAMAGE Herbicide Damage Tree damage from hormone herbicide sprays often results, even if they are used several hundred feet away. Salt applied to streets in winter is abso ed later by roots of boulevard trees during the rov- ing season. This results in varying degrees of marginal browning of leaves. Dieback may ccur in trees damaged in successive years; so mg trees have died. Other Chemical Injuries ``�PPes+irotga-�oxti'e`friciustrial processes can cause chlorosis, spotting of foliage, and, in severe cases, defoliation of trees. Damage from dog urine on conifers, especially arborvitae, is evidenced by black needles. Foliar sprays, normally considered nontoxic to trees, may cause leaf injury if applied during hot weather. Also, a spray concentration recom- mended for one species may be toxic to another. MPECHANICAL INJURIES Mechanical injuries to trees can be• cAused by ice, hail, lightning, machinery, wind, and other agents. These injuries may or may not kill a tree, depending on the severity. But wounds can be entrance points for disease -causing para- sites. LACK OF NUTRIENTS Soils deficient in nutrients do not support normal tree growth. Know the fertility of your soil by having it tested; then adjust nutrient levels accordingly. Trees growing on nutrient -deficient soils may be more subject to attack by parasites. MELCHER On January 29, 1973, Mr. Melch-&r wrote a letter to the City requesting reimbursement in the amount of $307.50 for shrubs which are dying on his property. These are shrubs located immediately adjacent to the sidewalk on Mississippi Street. It is Mr. Melcher contention that the the shrubs are dying because of salt deposited on his property by City snow removal equipment. The claim was turned over to the City's insurance company. The insurance company has informed the City that the claim has been denied. This matter was originally brought to the Council's attention on March 19, 1973. Mr. Melcher also appeared at the April 2, 1973 Council meeting concerning the shrubs. Mr. Melcher has offered to settle the claim for $120.00. Mr. Melcher stated he would do most of the work if the City would haul away the dead shrubs after they have been taken out. Attached is a release form which the City would have Mr. Melcher sign .if the Council approves the payment of $120.00. The City in one other instance did offer to pay for shrubs that had allegedly been damaged by the City snowplow. The City prepared the same type of release as the one that is attached for Mr. Melcher's signature. However, the property owner in that ipstance refused to sign the release, therefore, the City did not turn the check over to the property owner. 7. GERALD R.
