Clyde Wiley, Acting Building Official, inspected the above - referenced home recently and I have attached a copy of his report. While there are no structural defects, the cost to rehabilitate the home would be fairly close to 500 of the home's value. Clyde and I recommend that prior to the sale of the home, the owner execute documents guaranteeing that the necessary code improvements be completed prior to relocating the home to another site in Fridley. While the rehabilitation costs would be substantial, there may be persons who are interested in completing such work. If there is minimal interest to buy the house, demolition may then be warranted. One final check with Steve Klein of ACCAP may also be in order. I do not know who will have the keys to this property once it is vacated; however, we could have someone from ACCAP come and make an inspection to determine their interest. Arany trim boards on the outside are rotted. 2. Some windows are cracked or broken. 3. Some ceilings show signs of roof leaks. 4. I couldn't determine if the house is as originally built or if there have been additions added. 5. It has a partial basement and it was not possible to view the crawl space. 6. If moved, the house would have to be brought up to Code, except insulation, but it would require an energy audit. To summarize, I see no structure failure, however some floors seem warped and spongy. There would need to be considerable work done to have the house brought up to Code. One big .item would be adding egress windows and upgrading the electrical wiring. Perhaps one way would be to see it to a mover. This way it would be moved at no cost. Please contact me if you have any further questions. This morning Steve Barg and I met with Steve Klein of ACCAP to inspect 5720 Polk St NE and discuss possible options for the site. After a walk through of the home, Steve Klein indicated they weren't interested in the property in terms of moving the structure to another site; first, he felt there were very few buildable sites in the County where a home of this design could be relocated, and second the costs of buying a parcel and moving it would be prohibitive. One possibility he suggested would be to move the home further back on the lot onto a new foundation and complete the necessary rehabilitation. ACCAP could then sell the home to a low -mod buyer, and recoup its funds; in addition the City could net some money out of the project as well (if so desired). The other option he mentioned would be to demolish the structure and then have ACCAP build a new single-family home. In either case I got the impression ACCAP would build the home with their funds; no expenditure on the part of the City would be required. We also talked about some of the other concerns related to the property, primarily the parking problems associated with the adjacent Moore Lake Apartments. One possibility might be to reduce the width of the lot to 80 feet and convey the balance (34 feet) to the apartment complex for parking. We agreed that sufficient grading and construction of a retaining wall would be required, along with the necessary screening to protect the home. If we had interest in rehabing home, Steve Klein could call out the moving contractor they work with and secure an estimate on moving costs. The contractor started the equipment at 6:50 am and initiated demolition of the home at 7:00 am. I understand Councilwoman Jorgenson came out at approximately 7:30 am. They discussed the work and the contractor then resumed demolition of the home. There must have been a failure in communication regarding an 8:00 am start. Jon Thompson, the City inspector, did not convey to Renollett Bros that demolition was not to commence until 8:00 am. I understand the property owner had requested to be present when the demolition started. She was not present on Monday morning. Mr. Rotter stated that the materials for an $85,000 market value would be about $34,000. That would be a 1,000 square foot split level home. Mr. Rotter stated that they (Rottland Homes) has participated in these types of projects in the past. He did not know if they would have any interest at this time, but said to call them if we go with the project and he may be able -to assist with referrals.
