6351 QUINCY STREET FRONT YARD VARIANCE REPORT
DESCRIPTION OF REQUEST:
The petitioner is requesting a variance to reduce the front yard setback from the required 35 feet to 28.4
feet. If approved, the variance would allow the construction of a 12 foot by 24 foot addition to the front
of the attached 24 foot by 22 foot two car garage.
SUMMARY OF ISSUES:
The petitioner's request would change the existing building lines as established by the adjacent properties
and the subject property. Currently, all structures are at the same setback (reference attached aerial). The
City has granted similar requests in the past.
Alternative:
The petitioner has adequate room to construct the addition to the rear of the attached garage. The
petitioner could also add a small portion (3) to the front and the remainder to the rear of the garage.
RECOMMENDED ACTIONS:
Staff has no recommendation for the Appeals Commission.

Section 205.07.03.D.(1) requires a front yard setback of 35 feet.
The public purpose served by this requirement is to allow for off-street parking without encroaching on the public
right-of-way, and also for aesthetic consideration to reduce the building "line of site" encroachment into the neighbor's
front yard.

The petitioner is requesting a variance to the front yard setback requirements frou. 35 feet to 28.4 feet. The petitioner
is intending to add an addition to the front of the garage. The proposed addition measures 12 feet by 24 feet.
Located on the subject parcel is a single story, single family dwelling unit with an attached two car garage. The
structure was constructed in 1958. To the rear of the dwelling unit is a wooden deck built in 1987, cement patio, and
a utility shed. The cement patio and utility shed are directly behind the attached two car garage. At the very rear
of the subject property is a garden shed.
The petitioner indicated a number of reasons for requesting the variance, including ice build-up, updating the home
design, and enlarging the garage. Updating the home design could be accomplished by expanding the garage, both
toward the front and the rear. The ice build-up could be addressed through the use of gutters or other similar means.
The subject property and the adjacent dwellings are set back at 38 feet from the property line. The addition as
proposed by petitioner would change the existing lines of site by 10 feet. The structure to the south whose bedrooms
are adjacent to the proposed addition, would receive the greatest impact. The dwelling to the north is separated from
the addition by the subject dwelling, and its own detached garage. The petitioner has adequate room to construct the
addition off the rear of the garage, as opposed to the front. The City has, in the past, granted similar requests.
