The site is located in Fridley, Minnesota , near the west limits of relatively high, rolling terrain. To the west of the site the grade drops quite rapidly, approximately 40' to an extensive level area. As we. understand it, construction at the site commenced approximately two years ago. At this time, the interior and exterior strip footings and 3 1/2' high foundation walls were constructed. The structure was originally planned as a one-story rambler residence with a walkout basement on the west side. The foundation plan was 25' by 43' in addition to a 20' by 22' garage on the north end. Portions of the exterior backfill material were placed, but not completed as construction was discontinued. Recently a proposal has been made to construct a house structure on the existing footings and foundation walls. We were requested to evaluate the.site and existing construction with re- spect to suitability for the proposed construction. INVESTIGATION On November 12, 1971, we performed a visual examination of the construction. In addition, we put down several shallow hand auger borings in the underlying soils. Along the south and north foundation walls of the house and along the north garage foundation wall we observed a.t.umber of step cracks., Tho. house foundation walls were constructed of 12" masonry blocks placed in a running bond pattern, while the garage walls were constructed of 8" masonry blocks placed in a similar pattern. The step cracking ranged in size from hair- line to 3/8" in width. We_also inspected the footings in the areas where the backfill material was either missing or quite shallow. We observed only minor cracking of the perimeter and interior footings. Insufficient exterior backfill material was noted on the south side of the house and the northwest portion of the garage. In the garage foundation walls we observed anchor bolts embedded at regular intervals. How- ever, we did not observe any anchor bolts protruding from the house foundation walls. Our shallow hand auger borings revealed the soils underlying the footings in the east portion of the structure consisted generally of brown, fine-grained sands. On the other hand, the soils underlying the footings in the west portion of the site varied from brown, clayey sand near the south end to.at least 3 1/2' of miscellaneous fill in the center por'tion:. This fill material consisted generally of brown and black silty and sandy clay with a trace of organic material. If the depth of exterior backfill is increased to a minimum of 3 1/2' above the top of footing elevation and the structure is enclosed we do not anticipate future frost heaving problems. Based on our inspection, it is our opinion that the existing footings are structurally sound to transfer the structural loads to the underlying soils. In addition, it is our opinion that the existing foundation walls will be structurally adequate if the step cracks are pro- perly tuck pointed and anchor bolts are installed in the house foundation malls. Prior to installation of the floor slab, we recommend'any random areas of soft, wet interior fill be removed and:be replaced witha granular fill. We are not aware of the manner in which the soil fill materials at the site were placed, nor are we aware of any previous verification of the adequacy of the underlying soil conditions. Therefore, we cannot warrant the condition of the fill material.._in_the west portion of the site, nor can we warrant the soil conditions in the east portions of the site below the depths of our shallow hand auger borings.
