Dear Mr. Litwinczuk:
November 6, 1997
On October 27, 1997, the Fridley City Council officially approved your request for a
special use permit, SP #97-07, to grant approval to maintain an existing 18' x 20'
garage on Lot 17, except the South 55 feet thereof, Auditor's Subdivision No. 22,
generally located at 6291 Central Avenue N.E.
This special use permit is contingent upon the following stipulations:
1. All grading, drainage, and downspout locations shall be designed in a manner to
prevent detrimental runoff impacts to adjacent properties.
2. All necessary permits shall be obtained from the City prior to construction.
3. The structure shall not be used for a home occupation.
4. All vehicles shall be stored on a hardsurface as approved by the City.
5. The siding and roof materials shall match the exterior of the new dwelling. An
overhead garage door shall be installed.
6. A letter of credit of $20,000 shall be submitted prior to issuance of a building permit
to insure timely completion of the project.
7. Failure to complete the project by October 1, 1998 shall constitute a basis for
establishing a public hearing to revoke the special use permit.

You have one year from the date of City Council action to initiate construction. If you
cannot begin construction in time, you must submit a letter requesting an extension at
least three weeks prior to the expiration date.

Subject: Land Alteration Permit Stipulations
Dear Mr. Litwinczuk:
Stipulation 1: The total volume of fill to be placed needs to be identified to determine the permit cost.
Stipulation 2: Fill material should be slopped from the south to the north with the low point being at
the northwest corner of the property. The fill material should be slopped so as not to allow water to
drain to adjoining properties to the south and east.
Stipulation 3: The fill material currently available must be covered with a minimum of 4 inches of
black top soil to support vegetative growth.
Stipulation 4. The shaping and placement of top soil and seed should be completed by May 30, 1998.

1. A surety bond or certified check in the amount of $ 0 a(

completed) must be submitted after approval of application and prior to any work commencing. This
bond or check is to ensure satisfactory performance and compliance with the below stated
stipulations. The surety bond or check shall be kept active until the completion of work and/or
expiration of permit and can only be released by written notification of the City after a satisfactory
final inspection has been performed by the City.
2. All access and street frontage of the land alteration site must be controlled by a fence, a minimum
of four (4) feet in height. All entrances must have gates that are capable of being locked.
I Only rock, sand, gravel, dirt, or similar natural earth fill is permitted. No. concrete, asphalt, or
demolition wastes will be permitted as fill unless a demolition landfill permit is first obtained from
Anoka County.
4. Operations shall be limited to daylight hours and shall not interfere with the health and safety:of
surrounding residents and the premises shall be maintained at all' times so as not to create a
nuisance.

5. Any explosives used must be done so in accordance with Chapter 212, subsections 212.07.5A, .513,
.5C, .513, and .517. of the Fridley City. Code and any other applicable standards, e.g. Federal, State,
Industrial, etc.
6. At the end of each season's operations and no later than the last day of December each year, the
site is to be left in a neat and orderly condition, with maximum slopes of 2:1 with no overhang or
vertical banks and with a level bottom.
7. On the Friday of each work week, or when required by the City, material from this operation that
is found to exist on City streets shall be cleaned to the City's satisfaction by the applicant.
8. Upon completion of land alteration operations, the land must be left according to the plans and
contours submitted with this application and planted with suitable vegetation to prevent erosion.
9. Upon completion of land alteration operations or expiration of this permit, an inspection will be
made by the City of the premises and adjoining streets. Any damage found to have been caused by
these operations will be corrected by the applicant upon notification by the City.

Re: Land Alteration Permit for 6291 Central Avenue NE, Fridley
Dear Mr. Litwinczuk:
On October 24, 1997 you applied for the necessary land alteration
permit to change the elevation and grade on your lot at the above
address. At that time you did not have the required information
which includes a grading plan showing the existing and proposed
finished contours and elevations and a drainage plan showing
existing and proposed drainage of the lot.
The City of Fridley also requires a surety bond or certified check
in the amount of $20,000 to ensure satisfactory performance and
compliance with the Cities stipulations.
As of this date the above stated requirements have not been
fulfilled. The lot is unsightly and we have received numerous
complaints on it. You will be given two weeks from the time of
receiving this notification to submit the necessary information and
complete the grading of your lot along with removing the tree
stump. If this work is not completed within two weeks, a citation
will be issued for failure to obtain a land alteration permit.
