1 have been going through my files regarding suggested hazardous
building actions. I notereference in your letter of December 9, 1966,
to three properties. These are:_.

My present understanding is that the dwelling at 5436 Fifth Street
Northeast has been taken down by the owner.
I have talked to Mrs. Simco in regerd to 1329 Rice Creek Road. It
is my understanding that we will work with Mrs. Simco to see that
she meets some minimum qualifications.
Do you --still want to proceed with a hazardous building action on
7639 Arthur Street Northeast? I have not been able to find your
report on this building.
In addition to the above, I note in the report of the Health Inspector,
references to 5809 Second Street and 7890 Apex Lane. This report
indicates th6t photos to en o these res -fie been submitted to
the City Attorney and that I have been requested to start action under
the hazardous building statute. To the best of my knowledge, this
information has not reached my office as of this time.
Please advise me as to these properties.

Dave Ballstadt, Mayor,and LeRoy Vick, Councilman, from the Village of
Spring Lake Park, appeared before the Board in regards to a proposed
pedestrian crossing for a school on Highway Yr65 in the village. A re-
quest was made for county involvement in the costs of this project.
Chairman Turnquist referred the matter to the Transportation Committee.
Commissioner Johnson made motion to accept the low bid of Gile-and
Nelson Const. Co. in the amount of $141,27.0.94 for S.A.P. 02-611-10,
said award subject to the concurrence of the City of Coon Rapids and
approval of the County Attorney as to form and legality. Commissioner
Peterson seconded the motion. Motion carried.

Commissioner K6rdiak made motion to authorize Commissioner Peterson
to withhold or release properties for the upcoming tax forfeited land
sale as requested by the City of Fridley and authorize easements per
the City of Fridley's request. Commissioner Burman seconded the
motion. Motion carried.
Commissioner Johnson made motion to authorize withdrawal from the tax
forfeited land sale properties, per list on file in the County Auditor's
office, which the City of Coon Rapids desires to acquire for public
purposes. Commissioner Kordiak seconded the motion. Motion carried.
Commissioner Burman made motion to authorize withdrawal from the tax
forfeited land sale properties, per lists on file in County Auditor's
office, which the Villages of Lexington and Lino Lakes desire to
acquire for public purposes. Commissioner Johnson seconded the motion.

Commissioner Burman moved adoption of the following resolution:
BE IT HEREBY RESOLVED thati•the Chairman of the County Board and the
County Auditor are authorized to execute for and on behalf of Anoka
County an agreement proposal for some specialized engineering work
to be performed on County State Aid Highway No. 7 in Anoka, the cost
f of which is not to exceed $1,800.00. Commissioner Kordiak seconded
the motion. Motion carried.
Commissioner Burman made motion to authorize the issuance of a County
On -Sale Liquor License and a Special Sunday On -Sale Liquor License to
Mrs. Marie Peterson dba Dolphin Restaurant, Dolphin Building, Ham Lake
Township.
Commissioner Kordiak seconded the motion.
Commissioner Kordiak moved to amend the motion to read as follows:
Motion to authorize the issuance of a County -On -Sale Liquor
License and a Special Sunday On -Sale Liquor License to Mrs. Marie
Peterson dba Dolphin Restaurant, Dolphin Building, Ham Lake Township.
That the effective date for the granting of the license will be
stayed until the following conditions have been met. The. determination
f� of.whether and when the following conditions have been met will be made
by the Law Enforcement Committee of the County Board, the conditions
are as follows:
1. That certain plans and specifications for the remodeling
of the present Dolphin Restaurant have been presented to and
are now in the possession of the County Law Enforcement Com-
mittee. That a financial commitment be secured by the applicant
of an amount to be determined by the Law Enforcement Committee.
The commitment shall be sufficient to insure appreciable ful-
fillment of the plans and hereinabove described.
2. That the applicant would have entered into a contract with
a contractor to accomplish such remodeling as would be possible
with the financial commitment hereinabove referred to and in
accordance with the plans and specifications on.file with the
Law Enforcement Committee
Commissioner Johnson seconded for amendment, voting "yes", four; voting
"no "Commissioner Burman. Amendment carried.
Chairman then called for vote on amended motion, voting "yes", all,
voting "no", none. Motion carried.
There being no further business to come before this meeting, Chairman
adjourned meeting at 12:05 P.M.

RE: 1329 Rice Creek Road (Clara Simcoe)
I surveyed these premises on August 1, 1970.. The rear
screen was nailed shut with two pieces of wood, and I did not
attempt to enter the house.
The garage, the truck, and the yard are full of junk, racks
of refuse, and other litter. The garage is dilapidated. An
outdoor toilet is located on the north side of the house adjacent
to a large pile of refuse. We have a past history of problems
with this property. I was unable to check the interior of the
house. However, the exterior was in poor repair.
I recommend that a complete report be prepared and handled
in the usual manner.

has no foundation. Lower plates,
joists and siding rotted because of
inadequate height from grade, im-
proper drainage and inadequate
ventilation of crawl space.

(4). Exterior stucco is loose on older
portion or S 1/3 of house.

REPAIRS REQUIRED
(1R). No problem if no basement

deteriorated sections
of siding, plates, studs,
joists, and sub -floor.
(b). Provide 3'6" frost footings,
minimum of 8" blocks to 8"
above grade - 16 O.C.
New joisting, plates, studs,
sheathing and siding.
(c). Provide 18" crawl space
between soil and bottom
joists - ventilated and
drained of surface water.
(3R). Provide bathing facilities,
flush toilet and kitchen sink
as per code. Remove outdoor
toilet.
(4R). Remove all loose and deteriorated
stucco and replace.
(5R). Wiring to be brought up to code.
(6R). Provide two clear exits.
(7R). Clean up these conditions as
outlined in letter of December 20th.

The Inspection Department of the City of Fridley has had the above
captioned property under inspection for many years. I send you the
most recent report. There is indication that this property has been
forfeited for nonpayment of taxes so that the state or Anoka County
is now the owner. Normally we would go through the statutory proceeding
to get a court order to allow the City to demolish the building and
certify a lien for the costs on the title of the property. Since the
County of Anoka is now apparently the owner I wonder if you might have
the county board by resolution agree that the City might demolish it
without going through the Court procedure.

Dear Mr. Smith:
0 The Anoka County Board on November 30, 1970 passed the following,
motion:
D 'Commissioner Peterson made motioe that when proper legal
notices have been served.to the satisfaction of the County
Attorney, that the City of Fridley be allowed to demolish
hazardous buildings at Lot 12, Block 2, Spring Valley Addition,
a/k/a. 1329 Rice Creek Road N.E., Fridley, Minnesota, or that the
County Auditor remove said buildings under present statutory
authorities since this is tax forfeited property. Commissioner
Johnson secondedthe motion. Motion carried.
On December Sth, 1970, the Board amended the resolution to state
that the building was declared as hazardous and should be re-
moved.
The foregoing amended resolution gives the. City the authority to
demolish this property as requested in your letter to Commissioner
Harvey Peterson of November 19, 1970.

I. the undersigned, for the sum of $ agree to remove the
structures from the property known as 1329 Rice Creek Road „ the same
being Lot 12 Block 2, Spring Valley Addition ,
Fridley, Minne..ota.
For the completion of the above I, the undersigned, agree to the
following:
1. To remove from said property the dwelling, garage and outhouse and
any other structure located thereon.
2. To obtain all necessary licenses and permits required for the completion
of said work.
3. To obtain all necessary utility disconnects and present written proof
of same.
4. To locate, cave in and fill any and all cesspools, septic tanks or
cisterns located on said property.
5. To fill in all excavations with non -decomposable material.
6. To remove all debris and materials and leave the property in a clean
and orderly condition.
I further understand and agree that payment for the above.will be
withheld until an inspection of the property has been made and approval
for payment has been granted by the Building Inspection Department of the
City of Fridley.
