Main St. Anoka, Minn. 55303 Re: Lot 6, Block 2, Spring Valley Addition Dear Mr. O'Bannon, As you requested on August 13, 1 am enclosing a preliminary grading plan to alleviate the drainage problem that was brought to your attention by Mr. & Mrs. H.W. Lennox of 1461 Rice Creek Road. It appears that Lot 6, Block 2, Spring Valley Addition is situated higher than the adjacent properties and consequently restricts the drainage from the Lennox property on the East. Since the present status of this lot is tax forfeit, now is the time for corrective measures to be taken in the form of grade adjustments and easement dedication. If this plan is followed, a 15' drainage and utility easement should be dedicated adjacent to the easterly property line. Since this parcel of property is tax forfeit and under county jurisdiction, the City of Fridley will need an official request to do any pertinent grading and your approval to assess the appropriate costs against the property. CONSIDERATION OF-A LOT SPLIT REOUEST ON LOT 6, BLOCK 2- SPRING VALLEY ADDITION AT Y Mr. Flora, Public Works Director, stated this is a request to split off the rear portion of this lot at 1443 Rice Creek Boulevard. He stated the Planning Commission reviewed this request and had some concern because there is not a road to the rear of this property to allow it to develop. He stated the Commission recommended approval with the stipulation the City is not obligated to furnish a road for this parcel. Councilman Schneider stated his concern, if this property was to develop in the future, is that all costs for necessary improvements would have to be borne by the owner of this property. Mr. Qureshi, City Manager, stated in 1974 the Council adopted a plan for this area where all properties would be assessed a total of $8/100 square foot for storm sewer. He stated the City would not be making any committment to put in a road by splitting the lot. He also pointed out the City has only a road easement and an additional 20 feet should be obtained for a drainage easement. 4. 4A. Mr. Flora, Public i8"Ap Director, stated Redeemer Lutheran Church as requested a special use pet to allow an addition to their facilities. He stated they currently have the��=lurch and a building behind it and propose to remove a portion of that buil& and combine the entire facility in order to provide a fellowship hall an?handicap, access. Mr. Flora stated they have 259 parking stalls arx with this construction, it would eliminate 16, but they will still be within l— code requirements. Mr. Flora stated the Planning Commission recommended approval`of the special use permit with three stipulations regarding an approved landscape plan, the new building should be compatible with the existing building and in<,harmony -2- 1. 2.
