At your request on 18 November 1977 we drilled 4 hand auger holes
and on 21 November 1977 we drilled one (1) truck mounted power auger
hole on the above subject property. The soils encountered were visually
identified by our Technician at the time of the borings. The water
table was checked immediately after withdrawal of the auger allowing
little or no time for stabilization, and therefore should not be
depended upon for setting basement elevation. Fluctuations in the
level of the hydrostatic ground water table can be expected.
The following is a log of the borings:

The peat soil ranging in depth from one foot to 5.5 feet is not
suitable for foundation material. In the area of proposed construction,
we would recommend removal of all deleterious materials and backfilling
with clean mineral soils placed with side slopes of one foot vertical
to one foot horizontal, starting two feet outside of the proposed
footings, whereby the pad increases in size with depth. Accordingly,
the bottom dimension would exceed the footing length by 4 feet plus
two times the depth, with the structure then being centered on it.
At the time of excavation and prior to placing fill material, the site
should be inspected to check for adequate oversizing and also hand

probings should be taken to see that the excavation is clean of deleter-
ious materials. The fill material should be compacted to a minimum of
90% of modified Proctor and two #4 reinforcement bars placed in the
footings. We also recommend that drain tile and sump be provided in
case a wet basement condition developes due to the fluctuation of the
ground water and characteristics of the soils.
Enclosed please find a sketch plan showing the approximate location
of the borings.

At the request of Tom Brickner on August 15, 1978 we
examined the foundation soils and backfill material on the
above captioned property. Topsoil was found below the front
garage footing area. This was removed and replaced with sand
fill.
On August 16, 1978 we took a density test in the compacted
sand fill. The density test result was 99% being well above the
minimum recommended of 90%.
Based on the above, it is our opinion the foundation fill
is satisfactory to support this dwelling, with two #4 reinforce-
ment bars in the footings. Although no water was encountered
in our probings, our past experience in this area has shown
drain tile may be necessary.
If you have any questions, please call.

Dear Mr. Jordahlz.
TELEP"ONE ( 612)579-3450
I am returning your plans for the above proposed construction for two
reasons; 1) I would like to clear up some old business so I am house
cleaning, and 2) Zb remind you that we will require the excavation
for this structure to be filled back in until you decide to develope
it. We will expect this to be done immediately due to the attractive
nuisance being maintained. However, if you intend to build in the
near future, fencing th.e entire perimeter to prevent easy access will
also be acceptable.
If neither of the above alternatives is taken by 11:00 A.M. on Friday,
July 28, 1978 we may be forced to issue a citation for maintaining a
public nuisance.
Please contact me immediately if you leave any questions. I realize
the rains this summer have been "monsoon like" but the complaint
status of this problem requires that action be taken now.
Sincerely,

MEMORANDUM

fL
TO: John Flora,
I Director of Public Works
FROM: Paul Lawrence, Public Works Superintendent
DATE: May 21, 1993
SUBJECT: Sewer Repair on 1441 Rice Creek Road
The Sewer Division has coppleted repair to a house service at 1441 Rice Creek
Road, that had failed between the curb line and the sewer main. The property
owner confirmed the location of the failure by television inspection of the
service connection. The failure appeared to be at an elbow where the service
dipped down to connect to the City main. Me television inspection of the
service clearly showed a void around the service at the point of failure.
The decision was made to relocate the sewer manhole on the east lot line of 1441
Rice Creek Road by jacking a casing under the road for the following reasons:
1. The sewer main at this location is 17 feet deep and approximately 6-8 feet
below the water table, requiring dewatering and a large excavation in a
heavily traveled, recently constructed street.
2. Jacking a casing to the manhole allowed the work to be ccupleted without
