On September 4, 1975 you sent us a letter with pictures
indicating a drainage problem on your rear yard. A few weeks
later I contacted you regarding the problem and indicated
that we would construct a drainage swale along your West
property line and lower the existing culvert. This letter
is to inform you that our crews have lowered the culvert and
constructed a ditch so that it is feasible for the low point
in your rear yard to drain into the City's system. I am also
returning your pictures as requested.

When the Barris Lake development was approved, it was
proposed that a road be constructed on Arthur St. between
Rice Creek Road and Camelot Lane. This I protested and
it was laid aside.
However an embankment was constructed on the West side of
my lot em the lot on the Fast of mewas filled ma and the
road behind. me (Camelot Lane) is about four fret above my
lowest lot level making a pot hole of my land.
Fridley Engineering put in a culvert on the NW corner of
my lot, at such a level, however, that the water would have
to be three feet deep before it drained into the culvert.
I enclose pictires of June 3nth rain which illustrates the
problem. From E to 18 inches of water covered half of our
land. Fridley Engineering pumped out same a few days later.
I would like the pictures returned."
A1so'when water and sewer were put in at Harris Lake, a
water stand pipe was installed at the rear of our lot. It
was not requested by me, nor is it necessary.
Therefore, this is notice that I do not intend to pay for
any storm sewer, water, or sewer assessment on the property
I occupy® If I am assessed in spite of this letter, 1 will
take proper legal action.

The City of Fridley has established a City Code for the purpose of
promoting a pleasant and attractive suburban environment. A recent
inspection of the property at 1501 Rice Creek Road N.E. revealed
that not all Code requirements are presently being met. Listed
below is an item which does not comply with the City Code:
1. Discontinue outside storage of boat displayed for sale on
grass in boulevard area. (Fridley Zoning Code permits storage
of boats in side or rear yard.)
Your prompt attention in correcting this situation would greatly
assist us in helping make Fridley a better place to live. An
inspection will be conducted on or about October 15, 1990, to
determine compliance.

On July 23, 1996, you were informed by the City of Fridley Building
Division that a building permit needed to be obtained for the deck
that you were building at the above noted address. You were asked
to come into City Hall to submit the building plan and apply for
the building permit for this deck. As of this date, you have failed
to apply and obtain a building permit for this work.
We will expect you to correct this violation on or before January
1, 1997 and a special investigation fee will be added equal to the
permit fee. If the permit is not obtained by January 1, 1997, this
matter will be turned over to the City Prosecutor for his legal
consideration.
