Fridley, Mn. 55432 Re: Leakage Problem at 1590 Rice Creek Road N.E. Dear Mr. Kahler: I met with you on July 15, 1976 to discuss your roof vent leakage problem. You stated that last winter a leakage problem appeared next to your ceiling - on the south end of the center (kitchen) wall. You said that winter snows had apparently entered two roof air vents and saturated the insulation. The water spots are still visable. Mr. Ed Dropps, the builder, remembers the incident and says he sent out one of his construction foremen to investigate. Apparently the vents were intact and not leaking themselves, but unusually light snow and swirling winds had caused snow to enter the vents and melt. The foreman placed polyethelene sheeting under the problem areas to collect the snow. You said that this did not solve the problem. This type of problem is not a specific Code violation and doesn't appear to be due to faulty flashing or caulking because it doesn't.- show up during rains. This situation would more properly be termed an "Act of God". After checking our files for similar cases, and discussing it with other inspectors, I feel it is a matter to be solved between yourself (the owner) and Mr. Ed Dropps (the builder). Recently, the use of decorative rock and stone in the yard and boule- vard areas has become increasingly popular as a landscaping technique. Although its use does provide an interesting addition to the more routine landscaping, it can result in maintenance problems and possibly dangerous situations. The decorative rock that does end up in the street can be thrown by the car and truck tires. They are also picked up and thrown by the children, which can injure people and damage property. It should also be noted that materials and debris deposited on roadways is a violation of Minnesota Statutes 169.42. (See attachment) It is the responsibility of the home owner to contain the rocks in the designated area to ensure they don't end up in the street.
