Dear Mr. & Mrs. Rolli & Mr. & Mrs. Rubel:

This is not a very nice way to welcome you to the City of Fridley, however,
after my visit with Mrs. Rolli and Mrs. Rubel last Friday, April 29, I met
with. various City Administrators and the City Attorney. We all agree that
your situation, two families, totally more than five people, does.constitute
a City Zoning Code violation.
Your home is located in a R-1 zoned district (single family dwelling). The
Zoning Code definition for a family is, "An individual, or two or more persons
related by blood or marriage, or a group of not more than five persons
(excluding servants) who need not be related by blood or marriage, living
together as a single housekeeping unit in a dwelling unit".
The City Code does permit two family dwellings in a R-1 zoned district but
only after the City Council has approved a Special Use Permit.
The Special Use Permit process is started by filling out an application (one
is enclosed), filing the completed form with us with the accompanying fee of
$120.00. The process takes from 4 to 8 weeks.
The City has no choice in this matter as we must request you to reduce the
number of families living in your home or obtain the approval of a Special
Use Permit. If you choose to file an application for the Special Use Permit
there is no assurance that we can give you that it will be approved.
We will expect that you will either have made the proper application or
reduce the number of families in your home by June 1, 1977. Your cooperation
in this matter will be appreciated.
