Harris On May 20, 1985 I received a complaint concerning the dumping of materials into Rice Creek. The eomplaintant felt that the tree limbs which were put in the creek were diseased. I inspected the site and informed Elm Watch, 348- 4448. On May 21, 1985 I sent a letter to the resident at 347 Rice Creek Terrace. A copy of the letter is attached. On May 23, 1985 Ms. Lindsey, the resident at 347 Rice Creek Terrace visited me at the office. Ms. Lindsey informed me that the tree was not diseased. Elm Watch later confirmed that there is no danger of disease spread. I informed Ms. Lindsey that a permit from Rice Creek Watershed is necessary, and that she should cover the materials until Rice Creek approves the materials. If approval is not obtained, the materials are to be removed. My memo to file summarizes my meeting with Ms. Lindsey. Today, May 29, 1985 I was at the site and viewed Ms. Lindsey removing materials from the creek. Apparently Rice Creek Watershed did not approve the reclaiming of the creek with the materials used by Ms. Lindsey.
