Enclosed please find a memo from Darrel Clark, Building Inspector
for the City of Fridley. As you will note from the memo we
are still having problems with settlement of our house.
In order to come to a decision as to what should be done it
would be helpful if you could give us any information you have
as to the correct action that was taken in 1964 or 1965. I
know that additional concrete was placed underneath the house,
but it would be helpful to be more specific as to where it was
done and how it was installed. It might also be helpful if
you could advise me as to what concrete company was used when
this correction was taken.
Any information that you can give me might be helpful in
determining what course of action should be taken to attempt
to correct the settlement problem.

A plumbing permit was issued on July 28, 2000 to install a water heater at your address.
According to section 4715.2800 of the State Plumbing Code, a final inspection shall be conducted
on the plumbing authorized by this permit. The final inspection on October 6, 2000 noted that a
listed chimney cap must be provided. We have not been called out to approve a new chimney
cap.
The permit fee that was paid covers the inspections to make sure the work was completed
according to the State Plumbing Code. We will keep your permit open for another 30 days and if

A plumbing permit was issued on December 3, 2003 to install a water softener at your
address. According to Section 4715.2800 of the State Plumbing Code, a final inspection
shall be conducted on the work authorized by this permit. As of this date the inspection
has not been requested.
The permit fee that was paid covers the inspection to make sure the work was completed

REGARDING: 477 Rice Creek Terrace N.E.
I met with Tom Brickner of Brickner Builders; Bob Johnson of DeMarais Masonry;
and Virgil Herrick, homeowner, to discuss structural problems with the house at
477 Rice Creek Terrace N.E.
The house was constructed in 1962 by Harvey Peterson Construction. A letter
dated 1/14/64 is on file indicating to Mr. Richard Donlin, homeowner at that
time, that there were serious settlement problems with the foundation along the
back of the house. The letter indicated that correction work would be completed
that following spring. There is no information in the City's files indicating
what was done to correct the settlement problem, however our current inspections
indicate that extensive work had been done along the foundation wall on the back
of the house, from the fireplace to the northeast corner.
In May, 1969, Mr. Donlin added onto the garage and basement on the southwest end
of the structure; this area of the structure appears to be still sound.
The present condition of the home is that further settlement is occurring along
the back wall of the home, from the fireplace to the most northerly back corner
of the home. The most severe settlement is occurring under the door of the
walkout basement as evidenced by the door having to be planed to fit the frame
and the threshold Ding much lower on the south end. The basement floor slopes
to the rear at a very noticeable rate.
Most all the walls in the home are covered, both upstairs and downstairs, which
makes it difficult to examine the foundation walls for possible movement. There
is evidence in the wall coverings that movement has occured since the home was
last decorated.
The addition to the home, completed in 1980, appears to be stable. The only
possible evidence of movement is where the hot tub meets the plumbing wall there
are minor separations where the tub shelf meets the plumbing wall - 1/8 to 1 1/4
inch in the ceramic the joint.
From the observation made by us, no real correction action could be determined
until further history can be collected from the former homeowner and contractors
about what repairs were done in 1964.
It may be necessary as I suggested to involve a qualified engineering company
such as Thin City Testing to determine the present cause and solution to the
problem.

I contacted Twin City Testing to find out if they would research their
records to find the 1964 test results on your property. I spoke with Mr.
Richard Dutcher a few days after my inquiry. He called Yuck on June 23, 1988
and reported that they could find nothing cn record under the address of 477
Rice Creek Terrace or the names Richard Donlin or Harvey Peterson.
Mr. Dutcher did offer their services for any new research investigation so if
you desire, you may call him at 641-9388 for further information.
