As these channels meander through private residential properties, land owners are experiencing increased bank deterioration and erosion due to upstream development and increased flows. This erosion is most pronounced on the outside curve of the meanders. As residential property is developed and improved it is extremely difficult to allow heavy construction equipment and material access to the banks thereby escalating the costs for bank repair and property restoration. I am proposing a solution to bank erosion and downstream siltation that can be accomplished with minimal equipment and reduced costs individually by property owners ie: a used tire retaining wall. Stacking tires and filling them with fill material provides a stable and long lasting wearing surface which protects and produces the vertical wall for supporting pourous filter fabric. The fabric allows water to pass through the material and retains the soil in place thereby protecting the banks and retaining the channel course. The fill material within the alternate layering of tires provide areas for vegetation to grow and maintain stability plus greatly increasing the aesthetic appearance of the construction. On Rice Creek within the City of Fridley, there is a sloping bank erosion control project previously accomplished by the District and a gabion, bank and structure protection project. These two examples are within 600 feet of my suggested site for placing the experimental tire retaining wall project. The attachments provide additional information on the wall, conditions, rationale, and costs. JGF/mc Enclosures 7/28/83 TIRE RETAINING WALL 573 Rice Creek Terrace Fridley, Minnesota 55432 This proposal is a pilot project to establish a procedure that property owners can undertake to retain their property and recon- struct the alignment of,meandering creeks and streams. Many ditches, streams and creeks transverse private property but serve as public storm water systems. As a result of development and upstream improvement, residential property owners are experiencing bank erosion and real estate loss. Economics and property improve- ments do not facilitate major construction actions to correct the damage resulting from storm flows. Accordingly, some solution must be found that a property owner can economically accomplish to save and protect his investment. I am proposing a simple retaining wall procedure that can be implemented by any property owner. It consists of using automobile tires stacked vertically and offset horizontally. The tires are vertically pinned together and secured with tire deadmen and filled with backfill material. The secret of the system is in the place- ment of a porous filter fabric behind the tires. This fabric allows any water to pass through while retaining the soil fines in place. The advantages of this proposal are: 1. No major skills required. 2. Availability of used tires at no or low cost. 3. Reduction of tires from the waste stream. 4. Flexibility in alignment. 5. Allows for vegetive growth. 6. Easy maintenance. 7. Long life 8. Boaters and canoeist safety. 9. Low cost. 10. Phased construction. The disadvantages of this proposal may be: 1. Aesthetics. The proposal site is within 600 feet of a gabion protection project and a sloping bank rip -rap project completed by the Rice Creek Watershed District. This project will provide an example and ready comparison of alternative methods for sloping banks, vertical banks and structural protection of creeks. Site and thickness variations did not cause any difficulties, even though the tires cone from small can as well as light commercial vehicles. The wall was built by four men ming a loader and a vibrating roller. Their best production rate was 360 tires per $•hour day. An analysis of the various tasks involved revealed this breakdown: approximately lit% of the time was spent in filling tires with dirt; 15% In laying them; and 3% In compacting w ith the roller. The major time -consumer was the tier -filling process, but filling time nn be dramatically reduced by cul• ling the tires. At their September 15, 1983, Projects Meeting, the Board of Managers discussed at length your request as referenced above. I reported on my inspection of the work in progress, and diagrammed the project for the other Managers. Based on this report, the Board wants to commend you for your good initiative in effecting a retaining wall from used auto tires, considered waste by most of us. The Board is very much interested in observing the results under Spring flows in Rice Creek and also whether the wall vegetates in the summer. If the wall holds up well and the tires become well covered with vegetation, this is a type of wall that might be well used by others with bank erosion prob- lems, and especially so given the inexpensive materials. Your request arrives at a time when the Board is looking closely at the proposed Budget for 1984, and like many other governmental agencies finds financial constraints. It has become, increasingly evident that the high water level of the creek, following moderate to heavy rainfall, has elevated over the past few years. The high water condition that existed in 1965 after the tornado has now become a comm occurence, following most heavy rains. The properties most adversely affected, by this condition, are the ones located at a relative low elevation to the creek, and those located at the outside of sharp bends in the channel. The properties at low elevation experience routine flooding of yards which severely reduces their utility and also brings in an infestion of weeds seeds. The properties located on bends suffer severe bank erosion, with some to the extent that foundations are threatened with underrining. V.ith these conditions showing a worsening pattern each year, it seers evident that any preventative activity, that may be taking place upstream, is not totally effective. This, therefore, has a very negative economic effect on properties that suffer, regularly, fror,. these adverse conditions. In response to this situation, the Assessor's office first needed to identify those properities immediately affected. The criteria for this selecticn is as follows: 1. Structures whose lowest finished floor elevation is less than 4' above flood stage at any point along creek route. and/or 2. Structures located at a point where progressive bank erosion obviously threatens structured integrity (raw edge of erosion within 215' of structure.) and/or 3. Property where a 2" rain fall of at least 6 hour -duration causes flood water to reduce the unflooded portion of a lot to less than a 135' depth. The Assessor's office, secondly, needed,to adopt a basis upon which to rrake any market value adjustment. Loss of value in these cases is primarily measured as cost to cure and/or market perception. In the instance of a property threatened by a serious erosion problem, a cost to cure, if indeed locally applied remedy will cause a sufficiently duratle cure, is fairly simple to obtain. This type of cure would typically be the construction of an irpervious buffer structure between the water and the erodable soil ma s. This buffer structure must be of sufficient designtoprovide a long lasting and esthetically conpatable cure. ` Page #2 How a potential buyer of an affected property would react, is more difficult to evaluate. They would most likely look hard at the cost to cure. However, if prospective buyers perceive a stigma to the property, because of its inherant involvement, they will want further discount as an incentive to buy or for their added future risk. Theoretically, the appraiser would analize sales of properties, in similar situations, as compared to sales of similar properties without this condition. As a practical matter, this method would not provide a reliable basis because of the lack of sales to use as a benchmark. The appraiser must, therefore, hypothesize a model subject and project the market reactions to be expected. The appraiser can compare costs to cure of other similar properties, as well as do an engineering breakdown of actual estimated costs. The appraiser can compare market reactions observed in other kinds of cases, to the subject at hand. The following 4 properties were identified as meeting the criteria for having evidence of econcru c obsolesence created by high water conditions: 567 Rice Creek Terrace Pin #14-21-0062 573 Rice Creek Terrace 14-21-0068 577 Rice Creek Terrace 14-21-0067 593 Rice Creek Terrace 14-21-0063 567 Rice Creek Terrace is situated such that a moderately heavy rain, while ca;:sing the creek to overflow its' banks, will send water across the drivew;:y, in effect creating an "island" of the property. At this point the main floor level of the house is approximately 2' above the water level. A certain ar,iount of debris, such as ice or fallen trees, caught in the strea., flow coulu cause a very rapid rise in the water level, causing flooding and serious: da.age to the house. A certain amount of bank erosion is also taking place on this property. Some berrsng around ti,e house could extend the elevation of water needed to cause flooding of the structure. Also, some bank protection needs to be done. The estinated cost of this work is $10,000. Additionally, it must be assumed that a good deal of buyer apprehension would be expected in the atter.,pted sale of this property. This could cause an additional $10,000 reduction in the highest potential sale price of the property. Total estimated econarsc obsolescence is $20,000 as of January 2, 1986. 573 Rice Creek Terrace is situated such, that the creek water level, following a moderately heavy rain, is approximately 2' below the finished basement floor level of this walkout house. The lot is 225' deep to the normal bank of the creek. Moderately heavy rains elevate the creek to a point that the dept, of the lot, to the water, is reduced to 901. Therefore, by applying our depth factor for 90', in the process of valuing the lot, the land value woula be reduced by 19% or $6200 for January 2, 1966. 577 Rice Creek Terrace is situated, similar to 573, however at an additional 2' in elevation, and at a 95' effective lot depth, after heavy rain. Using depth factor of 951, in the land value process would cause a reduction of 14.3% or $4700 for January 2, 1986. 593 Rice Creek Terrace is situated on the outside of a sharp bend in the creek, and at an elevation of approximately 15' above the creek. The increased water flow over the past few years has accelerated and intensified the erosion process of this lot. Fairly extreme measures will be required to abate this erosion, which has progressed to within 20' of the house foundation as of January 2, 1986. At that time, I coordinated with the Anoka Soil and Water Conservation District, the City of Fridley, the Rice Creek Watershed District, the Minnesota Pollution Control Agency and the Department of Natural Resources. While not obtaining any funding support, I did obtain either verbal or written approval for the project. Based upon your meeting of February 10, 1988 in the City of Fridley and your request, I am submitting the after fact permit application form and background information on the project. The project has been in place for five and one-half years. During this period, the property has experienced five major flood events plus normal spring increase and summer drawdowns without any ill effects or loss of property. The system is relatively inexpensive, requires no equipment and can be installed with just manual labor. Accordingly, it is an economical alternative to bank stablization and erosion problems. The top of the. road where the 60" CMP culvert. goes under 79th Way between Broad and Riverview Terrace has an elevation of ± 818. Therefore the culvert will have to be sandbagged and.pumped, and the road built up 6 feet'to keep water from flooding the homes in the surrounding area. In order to build a dike across 79th Way, 675 C.Y. of fill would be necessary. The dike would be 100 feet long, 6 feet high and 40 feet wide at the bottom and 20 feet wide at the top. It would protect the 67 homes listed on page 2. RICE CREEK The homes at 470, 480, 490, 567 and 57-9 ice Creek Blvd, 6801 Channel Rd, and the home at 580 69th Ave NE seem o e uilt higher than the 100 year storm line, but their lots will have extensive flooding from the high water. See attached summation sheet and map. 52ND AVE NE The spring thaw could also affect the homes at 1280, 1298 and 1300 52nd Ave NE. This guide discusses how streambank erosion occurs, and several alternative stabilization procedures. As we have discussed previously, the District will not require permit for any of the three after -the -fact retaining walls. A review of our files has shown that the retaining wall at 573 Rice Creek Terrace was issued RCWD Permit 83-79 on August 16, 1983. It was the District's understanding at that time that the wall was proposed as a experimental bank protection project, to be compared to similar projects done in the area using gabions and rip rap. The wall cpmpleted by Mr. Blaska was not permitted by the Rice Creek Watershed District, although construction plans appear to be identical to those approved under RCWD Permit 83-79. No construction details were supplied with the request for review and comment for the Samuelson wall; therefore, we have no comments concerning this structure. Permit approval will not be required unless inspection determines that any of the walls are hydraulically unsuitable or of questionable stability. The Rice Creek Watershed District will be inspecting these retaining walls to determine how effective they have been in controlling erosion of the stream - banks. The permit applicant should be notified that further wall construction or restoration of the tire retaining walls will require District permit approval. Additional late snowfalls and the rate of snow melt will be the deciding factors. —s At 573 Rice Creek Terrace the floor elevation of 831.27 is 2.73 feet lower than the 500 year storm line elevation of 834.0 and approximately one foot higher than the 100 year line. At 567 Rice Creek Terrace the floor "elevation of 830.47 is approximately 17 hundredths above the 100 year storm elevation line. At 680.1 Channel Road the floor slab is 0.2 feet higher than the 100 year flood line. In addition, the homes at 7899 and 7895 Broad Street are behind the Mississippi River dike, but will have to have the culvert on 79th sandbagged and pumped in order to keep water from backing up from the Mississippi River and flooding them.
