CITY OF FRC:-Y Fridley, MN 55432 ENGINEERNG Dear Mayor Scott Lund and Members of the City Council: My wife and I are owners of the property at 5960 and 5980 Anna Ave N.E. known as Riverwood Apartments. This is two apartment buildings tied together by a common entrance. The property is located just south of Stevenson Elementary School and just north of the Islands of Peace Park directly on the back waters of the Mississippi River. We actually have frontage on the Mississippi River every spring. We have owned the property since 1980 and I feel most of the people we deal with from the City and most of our residents would consider us responsible owners. I recently spoke with Jim Kosluchar, the City Engineer and we discussed an on going problem we have. Our rear parking lot is used for drainage for the storm water collected from Anna Ave and surrounding impervious surfaces. A portion of this water is collected from our parking lot and the surrounding street that borders our property, but the majority comes from those impervious areas around Stevenson Elementary school and other rental properties. This water was engineered to flow over our asphalt driveway from the north, through our lowering parking area and into a collection basin that supposedly traps the impurities that flow form the street. This collection basin is south of our lower parking lot on either our property, the abandoned right away for a future street south of our property or the Islands of Peace Park. We have consistently maintained our parking driveway at our expense. The most recent repair to the area where the storm water flows has again worn off by the constant flow of storm water. I hope that the pictures show this extra wear and tear on our parking lot. The parking lot is not in the best shape but it has a good usable work surface. Layne Otteson, assistant City Engineer examined the driveway and according to Jim Kosluchar and his conversation with me, has indicated that the water that flows through our parking lot has again deteriorated the asphalt and is currently flowing over the base for the asphalt to the retention basin. I would like to work with the City staff to solve this ongoing problem. It is a flaw that was created by the developer of my building in conjunction with the person that approved the plan for the City back in the late 1960's. I am not sure if a rain garden on our property with an outlet that would not allow the storm water to flow directly into the Mississippi River would be the appropriate solution. I would consider granting an easement across our parking lot if the City were to construct a concrete trough down the center of the parking lot to the collection basin. People a lot smarter than me will need to decide what solution would work best. I just want the City to know that we will cooperate. In return I would like the Mayor and City Council to agree to share one half of the cost to patch the lower parking lot. We estimate the full cost to be about $3,400.00.
