REGARDING: SP #84-18 for Lewis Farr
On October 15,.1984 City Council granted Lewis Farr a special use permit to
allow the construction of a second accessory building, a 20' by 30' structure
to be used for a workshop, at 157 River Edge Way N.E.
On September 19, 1986 I inspected the workshop and the site, and I talked to
Mrs. Farr. She stated that they have not received any complaints due to noise
since the workshop was built, that the structure is being used only as a work-
shop and that it is not being used to run a home occupation.
She also stated that Mrs. Olga Pragal, 152 River Edge Way N.E., was opposed to
the workshop at the October 3, 1984 Planning Commission meeting but that she
called City Hall the next day to withdraw her opposition. Mrs. Pragel is the
neighbor to the .immediate south of the Farr's.
The workshop in it's present location is actually farther away from nearby
houses than the attached garage where Mr. Farr used to do his woodworking. It
appears to be very solid and well insulated. I feel that the workshop is being
used in the spirit intended when the special use permit was granted.

expand their parking by 250 spaces. Mr. Flora stated the City"'has worked
with the hospital to provide a better traffic flow in the parking lot.

Mr. Flora stated the Planning Commission recomended approv. of this special
use permit with the stipulations that an approved landscaping plan, lighting
plan, signage plan and drainage plan be submitted, and the posting of a
$15,000 performance bond.
Mr. Howard Rolsath, 7534 5th Street, stated Unity Hospital wishes to add on
a double row of parking on the west side of their property. He stated he
would like some guarantee that they couldn't ad' on to the parking lot at
scene future date. He thought perhaps some of the parking on the west side
could be moved to the south of the property,;,but felt residents could live
with this, as long as parking isn't extended in the future.
Mr. Rolsath also asked about the playground on the corner of the hospital
property which was owned or leased by the City.
Mr. Flora stated he thought the City,' a temporary lease which has since
expired.
M:)TION by Councilman Schneider to"`concur with the unanimous recommendation
of the Planning Coamission and,,Vrant special use permit #84-17 with the
following stipulations: (1) an approved landscaping plan; (2) an approved
lighting plan; (3) an approved signage plan; (4) an approved drainage plan;
and (5) a $15,000 performance bond. Seconded by councilman Barnette. Upon
a voice vote, all voting, -"aye, Mayor Nee declared the motion carried
unanimously.

Mr. Flora, Public Works Director, stated this is a request to allow the
construction of a second accessory building, 20 x 30 feet, to be used for a
workshop at 157 Rivers Edge Way N. E. He stated this addition would be in
the rear yard and attached to an exiting shed.
Mr. Flora stated this property is in the critical area which necessitates
the need for the special use permit. He stated the Planning Commission has
reoommended approval with the stipulation that staff review this permit in
two years.
MOTION by Councilman Fitzpatrick to concur with the unanimous recommendaion
of the Planning Commission and grant special use permit #84-18 to allow the
h construction of a second accessory buildng, 20 x 30 feet, at 157 Rivers Edge
Way with the stipulation that staff review this permit in two years.
Seconded by Councilman Schneider. Upon a voice vote, all voting aye, Mayor
Nee declared the motion carried unanimously.

Commission meetingb�of September 26 and October 3, 1984. Seconded by

Councilman Schneider stated he reviewed this site and there is a rather deep
holding pond the proposed park. He stated his intention in asking for a
staff report is to inform eveyone what- 4as happened.
Mr. Flora, Public Works Director, stated, in conjunction with developments
of Mr. Brickner' s and Mr. Blanberg' s plats, the City acquired the Gena Rae
Addition for a park, and a certain amount of storm water had to be handled
on this site. He stated, during construction of the streets, dirt was moved
to level off most of the terraces and provide a dividing berm between the
Gena Rae Addition park land and other properties. He stated a piping system
was also installed, and the plan is to fill in this area';;to the bottom of
the exit pipe. '
He stated the berm at this corner of the Gena Rae Addition will,retain water
for periods of heavy rainfall up to a maximum of about 2 1/2 feet and then
allow the water to be filtered and enter into the storm system. He, stated,
upon completion of the Construction, the pipe will be at the botom and the
earth sloped uphill towards the softball area, but the berm would preclude
any water going to the south.
