WHEREAS, the quality of life in the United States is preserved and enhanced by the diligent efforts of
our taw enforcement personnel;and
. WHEREAS, 900,000 men and women in the United States, inctuding more than 9,500 Minnesota peace
offecers, and 41 Fridley police officers serve their fellow citizens as law enforcement of,�'icers;and
WHEREAS, Minnesota has lost 250 law enforcement of�'icers in the line of duty since 1874 and the
national toll exceeds 20,000 fallen v�cers; and
WHEREAS, 117 peace officers across the Nation were killed in the line of duty in 2014; and
WHEREAS, every year, 1 out of every 9 peace of,�'icers is assaulted, 1 out of every 25 peace officers is
injured, and 1 out of every 4,400 peace of�`'icers is killed in the line of duty; and
WHEREAS, on average nationally, over 58,000 officers are assaulted resulting in over 1 S,000 injuries;
and
WHEREAS, on May IS, 20i5, Fridley police officers will join all U.S.peace o,�cers and the families of
their fallen comrades to honor thase officers and all others who have made the ultimate sacrifice:

9. Informal Status Reports:
Fridley Drinking Water Updates
Wally Wysopal, City Manager, stated Fridley receives some of its water from the City of New
Brighton and that water gets mixed with our water. A chemical called 1,4-Dioxane was detected
in reportable levels in New Brighton's water wells, but only in trace levels in our water. When
the source of the chemical was clearly identified to be from the New Brighton water supply, we
immediately shut it off. 1,4-Dioxane has recently been identified as a risk; and the Minnesota
Department of Health has recently established health guidance. Cities across the US have only
recently begun testing for this under an EPA program. We contacted the Fridley Community
Advisory Group, Anoka County, City employees, updated our website and social media and sent
a letter to all water customers. We continue to work closely with the City of New Brighton,
MDH, EPA and the Army to develop a plan to assure the contaminants do not migrate into
Fridley. We will keep people posted through the process. We have sufficient pumping capacity
to make up for the loss of New Brighton water. The impact to the Water Department Budget
would be as high as 15% as the production of an additional 800,000 gpd will require additional
electricity, labor costs and materials.
Councilmember Barnette asked why we never hear anything about Arden Hills' water because
that is by the arsenal.
Jim Kosluchar, Public Works Director, replied their wells are east and upstream. 'The wells
have been tested at Commons Park and one trace level was found in one well and multiple times
the trace level was lower than the standard. This will be retested this week to confirm the value.
Calls received from residents have had very good questions. The City's website will have a link
on the front page or residents can call 763-572-3553 for any questions or concerns. This is an
answering service; leave a name and phone number and someone will call you back.
Recycle Day:
Mr.Wysopal stated that Fridley Recycle day is set for Saturday, May 2, from 9 a.m. to 1 p.m.

Arrive Alive event at Fridley High School:
Mr. Wysopal stated there is an Arrive Alive event at Fridley High School scheduled for
Wednesday, Apri129 between 2 and 3 p.m. H.S. students will be participating in a simulated car
crash emphasizing the dangers of impaired driving. This simulation is not open to the public.
Area residents may hear loud noises simulating a collision, and hear and see emergency vehicles
including a helicopter responding to Fridley High School. Residents are requested to not attempt
to enter the simulation area to view the activity as this is a closed event for students and staff.
Highway 65 Resurfacing Project:
Mr. Wysopal said MnDOT will be paving asphalt on Highway 65 to complete their resurfacing
project. Work will be down between 53rd Avenue and Medtronic Parkway on either May 2-3 or
May 16-17. Travel will be open but restricted through the work zones.
Emerald Ash Borer Quarantine:
Mr. Wysopal noted that residents in Anoka CounTy are invited to a public meeting on Thursday,
April 30, 2015, regarding the discovery of emerald ash borer (EAB) in Anoka County. On
March 25, 2015,the Minnesota Department of Agriculture (MDA) confirmed an EAB infestation
in Anoka County. The find was in an ash tree on private property in the City of Ham Lake. The
meeting is scheduled for Thursday, April 30 at 7:30 p.m. at the Anoka County Bunker Hills
Activity Center. Information will be posted on the City's website.
Farmers Market:
Mr. Wysopal noted that a farmers market will be held at the Fridley Community Center at 6085
7�' street every Saturday from 9 a.m. to 3 p.m., starting May 9 through October 31.
' Recommendations for Columbia Arena:
Mr. Wysopal stated four meetings were held on March 11, 25, April 8 and 22. Excellent
participation levels were at all meetings. A summary of recommendations are forthcoming.
Scott Hickok, Community Development Director, agreed that there was an excellent turnout at
the four meetings. The group has put together recommendations and presented to Council their
goals. This report will be on the website. The Planning Commission will receive a report and
discuss and pass recommendation to CiTy Council. The information will also be presented to the
HRA.
Comcast and Time Warner:
Mr. Wysopal stated that the transfer of the cable franchise will not take place. A resolution to
transfer will expire with no further action. Comcast will remain the cable provider in Fridley.
City expenses to review the transfer have been refunded.

SOth Anniversary of 1965 Tarnado:
Mr. Wysopal announced there will be an event at Fridley High School on Wednesday, May 6, at
6 p.m. An agenda is established with guest speakers and open mike time for those to share
stories from the tornadoes. KSTP Channel S will have something on May 2. Anoka Library
Mississippi branch will have a nice display. Two books were also written by Al Taylor and he
will do a book signing.

R_ EQUEST
The current City code has fence regulations both within Chapter 213 Fences and Chapter 205 Zoning. At
times this has been confusing for residents, business owners as well as staff. For simplicity sake, staff is
proposing a text amendment that will repeal and replace Chapter 213 Fences so that any code language
related to fences is in this one section of code.
We have consolidated all existing language into this one section of code. We have also revised some of the
language to make it clearer and added some regulations;specifically related to permit requirements and
fence location. Lastly,we've created fence placement diagrams to make the code language more
understandable.
PREVIOUS COUNCIL/COMM15SlON ACTION
At the March 18, 2015 Planning Commission meeting, a public hearing was held for TA#15-01. No one
from the public addressed the Planning Commission on this amendment. After a b�ief discussion,the
Planning Commission made a motion to approve TA#15-01.
The motion was approved unanimously.
The City Council held a pubtic hearing for TA#15-01 Fences on April 13, 2015.The 15t Reading of ordinance
TA#15-01, Fences was held on April 27,2015.
STAFF RECOMMENDATION
City staff recorr�mends concurrence with the Planning Commission and that the Counci{hold the second
and final reading of ordinance TA#15-01.

fence that has become a nuisance shall be renaired or removed. Anv violation of this section
shall be subject to the abatement nrocess as set forth in Chanter 128.
213.05 PERMITTING
Buildin�nermits are required for fences over 7 ft. in hei�ht.
213.06 PROHIBITION
The followin� fences are prohibited within the Citv.
1. Any fence of inetal construction or otherwise which is char�ed or connected with an
electrical current in such a manner as to transmit said current to versons, animals or
objects which mi�ht come in contact with same.
2. Anv fence constructed within or upon any public ri�ht-of-wav.
3. Any fence constructed within unon or throu�h a draina�e areas,ponds, or wetlands.
4. Anv fence that encloses hinders or restricts access to above �round utilitv boxes, fire
�drants or other above �round utility structures or comvonents.
5. Anv fence located within a Vision Safetv Zone.

Re: Resolution Supporting a City of Fridley Restrictive Declaration for Locke Park
Anoka County Parks was awarded a State Bonding grant in 2011 and made significant
improvements to Locke Park. When State money is used for park projects, a restrictive
declaration must be approved by the property owner and recorded with the Property
Records Department at the County offices. After the improvements were made in 2012,
the required declaration did not get approved and recorded. .
I have been asked by Karen Blaska of the Anoka County Parks Department to have our
City Council pass a resolution supporting this restrictive declaration, so the State
requirement can be met. This declaration will not impose any additional barriers to the
concept plans related to the redevelopment of the Columbia Arena area.
I would recommend that our City Council pass the attached resolution authorizing you as
City Manager to sign the declaration on behalf of the City and have it recorded at the
Anoka County Property Division offices.

RECORDING THE DECLARATION AT THE ANOKA COUNTY PROPERTY
RECORDS DEPARTMENT OFFICES
WHEREAS, Locke Park is a city of Fridley Park that for many years has served as a popular
picnic and recreational destination for all residents of Anoka County, and
WHEREAS,the regional trail that runs through Locke Park is one of the most heavily used trails
in the metropolitan twin cities area, and
WHEREAS, Anoka County has operated and maintained Locke Park for the past thirty-five years
under a joint powers agreement signed in 1980, and
WHEREAS, Anoka County Parks was awarded an$850,000 State of Minnesota bonding grant
from the Metropolitan Council regional parks system capital improvements program to make
needed improvements in Locke Park in 2011, and
WHEREAS, the State of Minnesota requires that bond financed property is subject to restrictions
and cannot be sold, mortgaged or otherwise disposed of by the City without the approval of the
Minnesota Commissioner of Finance,
NOW THEREFORE, BE IT RESOLVED that the City of Fridley City Council supports the
attached Declaration drafted by the Anoka County Attorney's Office acknowledging the
restriction placed on Locke Park, and
BE IT FURTHER RESOLVED, that the City Council of the City of Fridley gives approval to the
City Manager to sign the Declaration on behalf of the City and have it recorded at the Property
Records Department of Anoka County.

Subject: 2015-2016 Minnesota Pollution Control Agency GreenCorp Grant
BACKGROUND
The Minnesota Pollution Control Agency contacted the City about the 2015-2016 Minnesota
GreenCorps grant cycle and encouraged the City to apply to become a Host Site. If Fridley is
selected,this grant will supply an 11-month funded GreenCorps Member to do projects which
will advance several initiatives from the Comprehensive Plan (Chapter Eight,Naturai Resource
Management) and GreenStep Cities Best Management Practice#16 (Urban Forestry).The
Member would function as an intern working under the supervision of the combined Public
Works and Community Development departments.The grant, if awarded, requires no financial
match. Host Sites selected for this grant provide in-kind contributions in the form of supervision,
operating costs(office space, internet,telephone), and equipment costs(car available as needed)
associated with hosting a Member.
As a result of the discovery of Emerald Ash Borer in Anoka County,wind damage from 2005
and 2011 storms, an urban forest that is increasingly senescent, and a lack of an updated Urban
Forestry Plan,the potential for existing trees to act in the interest of community energy-savings
and stormwater interception is not being maximized. Further,this grant, if awarded to the City
in July of 2415,would allow Fridley to continue the work started through the Mississippi
Watershed Management Organization's 2013 Tree Inventory Grant.
RECOMMENDATION
Staff has reviewed the Host Site agreement and has determined that any in kind requirements
such as supervisory capacity and equipment are in place and available, if the City is successful in
its application. Staff recommends that the City Council approve the Resolution in support of the
MPCA GreenCorps Host Site grant application.

A RESOLUTION IN SUPPORT OF THE GRANT APPLICATION FOR A GREENCORPS
MEMBER FROM MPCA
WHEREAS,The Minnesota Pollution Control Agency (MPCA) informed the City about the
opportunities available through its 2015-2016 GreenCorps Host Site grant program,which funds
a GreenCorp Member as an intern for the City; and
WHEREAS, Fridley staff prepared an application to become a GreenCorps Host Site for 2015-
2016 as an opportunity to accomplish Comprehensive Plan and GreenStep Cities goals working
with a GreenCorp Member; and
WHEREAS, if the MPCA selects the City of Fridley to be a Host Site,the City is committed to
having the GreenCorps Member implement the projects as described in Exhibit A,under
supervision of the Planning and Engineering Division staff; and
WHEREAS,the MPCA requires that the City of Fridley enter into a Host Site agreement with
the MPCA that identifies the terms, conditions,roles and responsibilities of the City;
NOW,THEREFORE,BE IT RESOLVED,that the City Council of the City of Fridley hereby
agrees to enter into and sign a Host Site agreement with the MPCA to carry out the Host Site
responsibilities to enable Member activities specified therein; and to comply with all of the terms,
conditions, and matching provisions of the Host Site agreement for staff supervision,reporting and
o�ce space; and authorizes and directs Mayor and City Manager to sign the grant agreement on its
behalf.

GreenCorps Projects 2015-2016
1) Creation of a Fridley Urban Forestry Plan
2) The plan shall include an Emerald Ash Borer Management chapter in
the plan, using existing recommendations from staff and current best
management practices for Anoka County
3) Other projects:
• Produce information for community awareness and education
regarding sustainability
• Demonstrate cost-effectiveness for residents regarding trees and
energy saving and stormwater interception/green infrastructural
development BMPs
• Work with watershed partners to identify grants, programs and
opportunities and to guide the plan
4) Grant will provide research and help to satisfy goals contained in the
2030 Comprehensive P/an, Chapter 8, Natural Resource Management &
Sustainability. This will better position the City immediately prior to the
next round of Comprehensive Planning later in 2016.
5) The work product generated from this grant wi{I contribute toward
the achievement of GreenStep Cities Best Management Practice #16,
Urban Forestry.

since 2010 to yuantify water and energy use, waste,vehicle miles traveled and emissions data and trends
for their communities. Organization partners are the Urban Land Institute, Minnesota Dept. of
Commerce and Minnesota Pollution Control Agency. The aggregated information (begun in 2007 and
updated annually) helps participating cities achieve a more measureable approach to city efficiency—
highlighting ways to save resources and money. The metrics allow participants to see how their
resource use compares to that of similar-sized cities.Many of the MRI cities are long-time GreenStep
Cities that sought more data for benchmarking progress in resource use. City information like gallons of
water used per capita is compared with previous years with a goal of creating more targeted
programming. Consistent measurement allows participating cities to quantify their accomplishment(or
identify short-fall areas) in the indicator areas like energy use—for Comprehensive Planning purposes.
Attachment A contains a summary of Regional Indicator Initiative metrics for cities.
Funding for consultant-led Regionai Indicators Initiative in its current format ends in spring of 2015.
The Urban Land Institute is asking for support to have the Regional Indicators Initiative institutionalized
and an on-line data base established because of its value to communities. It would include a peer review
of the project's methodology,the creation of a repository for energy data to collect and manage the
information from all metropolitan area cities; and create support for energy planning in comprehensive
plans.
RECOMMENDATION
The Regional Indicators Initiative provides information to participating cities with minimal staff '
involvement. Staff recommends that the City Council approve Regional Indicators Initiative-
Institutionalization because it will expand the data base and provide continuity for member cities that
use this valuable information for resource management and to increase efficiencies. Staff further asks
that the Mayor be authorized to execute the Resolution in support of Institutionalizing the Regional
Indicators Initiative.

WHEREAS, The Regional Council of Mayars, of which Mayor Scott Lund is a member, is a
collaborative partnership which provides a non-partisan platform focused on building action
strategies to raise overall economic competitiveness, accelerate innovation and improve the
quality of life in the MSP region; and
WHEREAS,the Regional Indicators Initiative is a action strategy for cities which collects,
analyzes and make publically available citywide environmental metrics on energy,water,vehicle
miles traveled,waste and emissions for Minnesota cities; and
WHEREAS,the five-year plan for the in Regional Indicators Initiative includes: an opportunity
for peer review of project methodology,the creation of an automated on-line database,the
collection of the regional indicators data for all Minnesota cities and counties, as well as support
for cities in using regional indicators data to integrate energy planning into the comprehensive
planning process, and finally involvement will allow the establishment of a utility repository for
community scale energy data with a public tracking feature to help cities, counties, and the state
attain their goals of efficiency; and
NOW,THEREFORE,BE IT RESQLVED,that the City Council of the City of Fridley hereby
agrees to enter into and sign; and to comply with all of the terms, conditions and directs Mayor and
City Manager to sign the grant agreement on its behalf.
