SUBJECT: LOT 11, BLOCK 20, FRIDLEY PARR ADDITION

I got a call from Mrs. Nielson concerning the acquistion of the above noted
property from the City of Fridley. Clyde indicated that the City owns Lots 11,
12 and 13, Block 20. Lots 12 and 13 were given as easement to the County for
road right-of-way. Lot 11 is presently not committed by the City for any
purpose.
Mrs. Nielson presently owns Lots 4 through 10 and wants to add Lot 11. From my
initial investigation, it doesn't appear like the City has any reason to hold
Lot 11 and would suggest that the City declare the property as access and sell
it to Mrs. Nielson. I suggested that she write a letter to the City with her
reasoning for acquiring the lots in requesting this action. If you have any
problem with this, please let me know so that I can communicate this to her.

Dear Maynard:
On September 24, 1984 the Fridley City Council approved the rezoning of your
property located off East River Road from R-1 to R-3. Ordinance 817 rezoning
your property was published on October 1, 1984 and the rezoning became offical
fifteen days after that date. There is no expiration date on this action,
however the property was rezoned for the purpose of constructing the proposed
loft homes on this site. Therefore any changes in the proposed development of
this property would need City Council approval. Please inform the City of
your intended use of the property as soon as it becomes known.
An additional issue that needs to be resolved is whether or not you wish to
purchase Lot 11, Block 20, Fridley Park. The City has agreed to the sale of
this property to you for $1,000. Please inform us of your decision on this
matter so that the City Attorney can draft the appropriate documents to
transfer title.

RE: Vacant Property at Northeast Corner of 61st Way and East River Road
Dear Mr. and Mrs. Nielsen:
Fridley City Code 506 (copy enclosed) restricts display of vehicles for sale to
those instances in which the vehicle is parked on a paved service and is
registered to the owner or occupant of the property. As indicated in this code
section, part of the purpose of these requirements is to prevent unauthorized
use and trespass on vacant property.
During my five years of employment as the City's Code Enforcement Officer, I have
often received complaints of vehicles being displayed for sale on the above
referenced property. I have always assumed that they have been placed there
without your permission and have directly contacted the owners of these vehicles
to request that the vehicles be removed immediately. Although the owners have
typically removed their vehicles, this problem appears to have been increasing
during recent months.
At this time, I can requesting that you consider further action to reduce or
eliminate this problem. Perhaps you may wish to place signage on this site
indicating that displaying vehicles for sale at this location is not permitted
and the property owner will remove such vehicles. In addition, you may want to
check this property periodically and take the necessary followup action to ensure
that the site is kept clear of vehicles since it is also in your best interest
to keep unauthorized persons from using your property.
