RE: Intersection Vision Safety Zone Obstruction
Dear Mr. Dahlquist:
A complaint was received concerning visual obstruction of traffic at
the intersection of Riverview Terrace and 71-1I2 Way. An inspection
was made to determine the proper sightline for the intersection. It
appeared that the corner Spruce trees on your property are rapidly
approaching the size when the trees will completely block the vision
of the intersection and bring about noncompliance to the City of
Fr�dley's Zoning Code.
Secton 205.03.78 of the Fridley City Code requires that, . "the
triangular area of a corner lot beginning at the intersection of the
street surface edge or curb lines, . thence forty (40) feet along each
carb line, . thence a straight line between the two (2) points, but
never more than the triangular area measured from twenty five (25)
feet from the intersection of the right-of-way lines."
Therefore the City is requesting that you should correct this
situation before the trees grow much larger. Possibly the trees could
be transplanted back from the corner before thL-1 become much larger.
We are confident in your cooperation to correct this problem, but if
there is any problem with the interpretation of this letter, . please

In the enclosed letter, Mr. Dahlquist is requesting that he be
allowed to place a portion of a fence he is building 3-1/2 feet
inside City right-of-way in order to save four mature trees. He
states in this letter that if the City has to have access to this
easement he would be responsible for any costs associated with
removing and reinstalling the fence. John Flora and I suggest
that he simply be allowed to do this unless there is some
objection from you or the City Council.

Dear John:
I am planning to install a six foot redwood fence around my
backyard in preparation for a swimming pool. I have enclosed
drawings which display the backyard in detail and the entire lot
with only the fence.
There is a 7-1/2 foot easement between the street (71 1/2 Way) and
my property line on the north. Prior to the street being put in,
I had planted three spruce trees and an apple tree which have now
matured and are infringing over the property line. It is not
economically feasible to move them and it would pain me deeply to
cut down these mature and beautiful trees. Therefore I am
requesting a variance to allow me to place a portion of the fence
along the north side around these trees. The portion of the fence
outside the property line would extend for approximately 40 feet
and would be 3-1/2 feet outside the property line. There would
still be a 4 foot easement outside the fence for these 40 feet. I
realize that if for some reason the city would have to access this
easement, I would be responsible for any costs associated with
removing and reinstalling the fence.
I would appreciate your prompt review and decision regarding my

Dear Sirs:
This letter is to make clear this department's requirements for the swimming
pool construction at the above address.
1. As indicated, two (2) skimmers approved by the National Sanitation
Foundation will be provided.
2. As indicated, one (1) inlet of approved design for fresh and/or
repurif ied water will be provided.
3. As indicated, a main drain of approved construction will be provided.
4. The f it ter and pump shall be approved by the N. S.F. and be of suf f ici ent
capacity to provide a minimum turnover of at least two (2) times in 24 hours.

5. A deck of at least three (3) feet wide, measured from the pool waters
edge, shall be provided which extends completely around all private
residential pools. Above ground private residential pools may be provided
with decking of a minimum size of 4 feet by 4 feet at pool entry points and
provided that such decking has the approval of the City.
6. The diving area will be acceptable provided there is no overhead
obstruction.
7. Fencing or other effective means including but not 1 imited to wall s or
buildings, acceptable to the City, shall be provided to positively control
all access to public and private residential swimming pools. Fencing shall
meet the following criteria:
(a) The fencing shall prevent the entrance of children and be without
hand or foot holds that would enable a person to climb over it.
(b) The fencing shall be at least 6 feet high and entrances shall be
equipped with self-closing and self -latching gates capable of being
locked.
(c) Self-closing and self -latching devices shall be placed at the top of
the date_ or otherwise inac oeessible to small children.
(d) The opening between the bottam of "the fence and the ground or other
surface shall be not mcr a than four inches.

8. An automatic chlorinator should be provided with a suitable test kit.

9. All electrical and plumbing installations shall be inspected and approved
by the City Inspecticn Department.
10. All overhead electrical lines must be a minimum of 10. feet horizontally
from the pool surface, and 18 feet straight line distance from the waters
edge. An alternative is to buiy said lines.
11. 7he pool fill spout must be protected by a vacuum breaker or air -gapped.
12. Suitable safety equipment to include but not limited to a ring buoy and
rope that is 1-1/2 times the pool diameter and shepherds crook pole must be
provided and maintained with the pool at all times.
Furthermore, these and any other requirements must meet the provisions of the
Fridley City Code, Section 115, Swimming Pools. The building permit is
approved contingent on final inspections and approval of the City.
