ADMINISTRATIVE STAFF REVIEW: The South wall of 6548 Channel Road {which is the garage wall} is 16.2 feet from the living area of the house to the South• The owner intends to remove his existing garage door and driveway, and build a new double garage in the rear• The actual hazard of a garage is greater than that of a.family room• Therefore, converting this garage to living area would reduce the fire hazard exposure to the neighboring house to the South• The typical separation of two living areas is 20 feet• Mr. Bona, Mr. Holden, and the Appeals Commission discussed Mr. Bona's plan. He had a picture of the home as it presently appeared. He indicated on the.picture the area where he planned to build a double car garage. Chairwoman Schnabel asked Mr. Bona when he planned to begin construction. Mr. Bona replied that he would start in about six months• He said that he would build the double car garage first and then the family room. Mr. Holden indicated that the two projects would have to be done at the same time, or at least within a short time of each other. Chairwoman Schnabel indicated that the intent of requiring the simultaneous construction would be so the requestor would not have two garages at the same time. Mr• Bona indicated to the Appeals Commission that the present driveway and.curbing would be removed soon and the driveway would be moved to the new position. Chairwoman Schnabel wanted to know how Mr. Bona intended to heat the new addition• Mr. Bona had no idea at the time. Also to avoid excess burden on the existing water and sewer services. 2. Section 205.053, 4C, minimum rear yard setback of 25% of lot depth with minimum of 25 feet. Public purpose served by this section is to provide desired rear yard space to be used for green areas which add to the attractiveness of the neighborhood. It also provides needed space for the mental well being of the family. 3. Section 205.053, 4A, front yard setback of 35 feet. FRIDLEY•APPEALS COMMISSION MEETING OF MAY 112 1976 - PAGE 12 Public purpose served by this section is to allow for off-street parking without encroaching in the public right of way. Also the aesthetic consideration of the neighborhood to reduce the "building line of sight" encroachment into the neighbor's front yard. B. STATED HARDSHIP: Lot as platted is unbuildable. Setback variances required to build a 20 X 3h' house, with a 201 X 22' attached garage. C. ADMINISTRATIVE STAFF REVIUi: Checking surrounding properties, Staff finds that several other houses in the area have been built on 60 foot and even 50 foot lots. 698 Janesville is bordered on the East and South by vacant lots. This address is serviced with sewer and water. Staff cannot comment on the house design or size until plans are provided. Mr. Williams explained to the Commission he would be using the same house plan. He showed to them the survey and a photograph of the lot. Mrs. Gabel asked T,Ir. Williams if he would be able to save some of the trees, and he replied he wouldn't be able to save too many, but they were box elder trees. He stated he didn't take any trees down that didn't have to come down. Chairwoman Wahlberg asked if the entrance to the garage would come off of Janesville, and Mr. 4illiams replied it would. She asked Mr. Holden what constitutes making a front yard, and he replied that it was a yard extending across the full width of the lot and lying between the front line of the lot and nearest lirie of the building. Mrs. Gabel asked if the neighbors had any objections, and'NIr. Williams replied they did not. MOTION by Mr. Barna, seconded by Mr. Kemper, to close the public hearing.
