place. He would vote in favor.
Ms. Smith stated, when she came to the meeting, was inclined to
vote against the request. But as she looks the alternatives,
her sense is that for the public safety the foot setback would be
advantageous. It would clean up that are nd give the visibility
the sign needs to turn into there. T fic does move quickly on
East River Road. The sooner someone c ri see the sign, the safer it
would be.�

Mr. Kuechle concurred. Of allie possibilities that are there,
moving the curb back would Dave a negative impact. He can see
moving the monument out and;putting the sign there. He would like
to see the sign self supporting rather than between the posts.
That would narrow the s' n down somewhat and perhaps bring.it in
not quite to the lot aXne.

22, BY GARY LARSON:
Pursuant to Section 205.07.01.B.(4).(a) of the Fridley City
Code, to increase the allowable square. footage of a first
accessory structure from 1,000 square feet to 1,220 square
feet, and
Pursuant to Section 205.07.03.0 of the Fridley City Code, to
increase the maximum lot coverage from 25% to 26.8%, in order
to allow the construction of an attached garage addition on
Lot 3, Block 3, Riverview Park Addition, the same being 7121
Riverwood Drive N.E.

Mr. Schneider stated the subject parcel measures 9,015.2 square
feet in area and has a current lot coverage of 19.73%. The
existing two-story dwelling is positioned 9.8 feet from the east
lot line and 21.67 feet from the west lot line. The dimensions of
the current first accessory structure are 24.4 feet by 24 feet or
585.6 square feet. The adjacent lots are occupied by residential
dwellings. The proposed addition would be'adjacent to the side
yard of a corner lot residential dwelling. The setback from the
property line would be reduced from 21 feet to 7 feet with the
addition. Two to three car garages are standard in this
neighborhood.
Mr. Schneider stated; as proposed, the 14 foot x 46 foot structural
addition increases the accessory structure size by 644 square. feet.
The total area of the first accessory structure will increase to
1229.6 square feet which is 229.6 over the standard 1,000 allowable
square feet. To satisfy the 1,000 square foot coverage
requirement, an addition of approximately 14 feet x 29.6 feet or
414.4 square feet is acceptable. The petitioner could construct an
addition to meet the 1,000 square foot maximum .without adverse
impact. There is adequate storage space provided by 1,000 square
feet. The City, however, has previously granted similar variances.
Mr. Schneider stated the current allowable lot coverage is. 25%. As
t proposed, the structural addition increases the lot coverage to
26.87%. If approved, the lot coverage variance will permit a
169.03 increase in the standard maximum allowable coverage. Code
guidelines can be met with a reduced structural addition of
approximately 14 feet x 34 feet. At this size, a variance of 61.6
square feet would be needed to satisfy the second accessory
structure guidelines.
Mr. Schneider stated both variance requests are within previously
granted requests. Staff has no recommendation. There are no
stipulations.
Dr. Vos stated the minimum lot size by code is 9, 000 square feet so
this lot is over the minimum by 15 square feet. It is not a big
lot.
Ms. Smith asked if the current garage is on the same side as the
addition.
Ms. McPherson stated yes. The petitioner has a two -car garage and
is adding a garage the entire length of the structure.
Ms. Smith asked if there was a one-hour fire wall requirement.
Ms. McPherson stated no.

Mr. Larson stated, when they drew this up, they had several plans.
They had one drawing that was within the guidelines of the code.
There is a valley created in the roof line and the design as
presented eliminates the problem of water running off the roof.
The aesthetics are also much nicer than making it shorter. If
shorter, there would be more problems with the roof lines, etc.
Dr. Vos stated this garage would be 46 feet long.
Mr. Larson stated this would be used for storage including a boat,
cars, lawn equipment, etc.
Dr. Vos asked how much space would be between the new garage and
the neighbor. He saw 5 feet between the lot line and the new
addition.
Ms. McPherson stated there appears to be 30 feet from eave line to
eave line and 14 feet would be added on.
Dr. Vos stated the neighbor then could not do any building to the
east.
Ms. McPherson stated they cannot now even without the garage. It
does affect the property owner to the west.

Ms. Smith asked if the neighbor -objected.
Mr. Larson stated he showed the plans to the neighbor and he had no -
objections.
Ms. McPherson stated she had not received any calls.
Mr. Kuechle asked the size of the current living space.
Mr. Larson stated the house is about 2,200 square feet.
Ms. Smith asked'if they were concerned that this would clutter up
their lot.
Mr. Larson stated it would even if they built a 14 foot x 22 foot
garage. From the front it will look the same. The plan as
presented turned out to be the nicest looking.
Dr. Vos asked if they would be putting.windows on the side.
Mr. Larson stated they had not yet decided whether to add windows
on that side of the garage.

Mr. Kuechle stated he would recommend approval. Although there are
some deviations from the code, in general the spirit is met. One
will not really notice the difference in the front. There is not
much visible pollution whether it extends or not. To ask the
petitioner to take off 12 feet or 16 feet to get into compliance
wouldn't make much difference anyway.
Dr. Vos stated he thought it covered the lot. If the neighbor to
the west has shown opposition, he would have recommended denial.
If the neighbor can live with it, he can to.
Ms. Smith agreed. The plan makes sense but it fills up the lot.
It gives the sense that there is a lot of house there and little
green space. The neighbor is not objecting, not that someone won't
in the future. But, she would be inclined to vote for approval.

19.73%. The existing two story dwelling is positioned 9.8
ft. from the east lot line and 21.67 ft. from the west lot
line.
The dimensions of the current first accessory structure are
24.4 ft. by 24 feet, or 585.6 square feet.
The adjacent lots are occupied by residential dwellings.
The proposed addition would be adjacent to the side yard of
a corner lot residential dwelling. The setback from the
property line will be reduced from 21 feet to 7 feet with
the addition. Two to three car garages are standard in this
neighborhood.
ANALYSIS•
First Accessory Structure
♦ Section 205.07.01.B.(4).(a) requires that a first accessory
building shall not exceed 100% of the first floor area of

the dwelling unit or a maximum of 1,000 square feet.
Public purpose served by this requirement is to maintain the
residential quality of a neighborhood by limiting the size
of accessory structures.
As proposed, the 14 ft. by 46 ft. structural addition
increases the accessory structure size by 644 square feet.
The total area of the first accessory structure will
increase to 1229.6 square feet.
To satisfy the 1000 square feet coverage requirement an
addition of approximately 14 ft. by 29.6 ft., or 414.4
square feet is acceptable.
The petitioner could construct an addition to meet the 1,000
square feet maximum without adverse impact. There is
adequate storage space provided by 1,000 square feet. The
City, however, has previously granted similar variances.
Lot Coverage
♦ Section 205.07.03.0 requires that not more than 25% of the
area of a lot shall be covered by the main building and all
accessory buildings.
Public purpose of this requirement is to eliminate the
condition of overcrowding of residential areas.
Current allowable coverage of 25% is equal to 2,253.8 square
feet. As proposed, the structural addition increases the
total lot coverage to 2,422.83 square feet, or 26.87% of the
9,015.2 square feet lot. If approved, the lot coverage
variance will permit a 169.03 square feet increase in
standard maximum coverage.
Code guidelines concerning lot coverage can be met with a
reduced structural addition of approximately 14 ft. by 34
ft. or 474 square feet. At this reduced size a variance of
61.6 square feet would be needed to satisfy second accessory
structure guidelines.
RECOMMENDATION/STIPULATIONS:

APPEALS COMMISSION
Notice is hereby given that the Appeals Commission of the City of
Fridley will conduct a Public Hearing at the Fridley Municipal
Center at 6431 University Avenue N.E. on Tuesday, August 23,
1994, at 7:30 p.m. for the purpose of:
Consideration of Variance request, VAR #94-
22, by Gary Larson, pursuant to Section
205.07.01.B.(4).(a) of the Fridley City Code,
to increase the allowable square footage of a
first accessory structure from 1,000 square
feet to 1,220 square feet, and pursuant to
Section 205.07.03.0 of the Fridley City Code,
to increase the maximum lot coverage from 25%
to 26.8%, in order to allow the construction
of an attached garage addition on Lot 3,
Block 3, Riverview Park Addition, the same
being 7121 Riverwood Drive N.E.
Any and all persons desiring to be heard shall be given the

On August 23, 1994, the Fridley Appeals Commission officially
approved your request for a variance, VAR #94-22, to increase the
allowable square footage of a first accessory structure from
1,000 square feet to 1,220 square feet, and to increase the
maximum lot coverage from 25% to 26.8%, in order to allow the
construction of an attached garage addition on Lot 3, Block 3,
Riverwood Park Addition, the same being 7121 Riverwood Drive N.E.
You have one year from the date of Appeals Commission action to
initiate construction. If you cannot begin construction in time,
you must submit a letter requesting an extension at least three
weeks prior to the expiration date.
