The project he proposed was to place a rip -rap wall along his bank, extending into the abutting properties on either end. Mr. St. Cyr had received an estimate from the Anoka County Soil & Water Conservation District of approximately $28,000 for the work as well as a grant of $9,000 from the SACWD for this improvement. In accordance with City policy, there remains $19,000 of which the City would participate in 50% or $9,500, leaving that same amount to be paid by the benefitting parties. On Tuesday, June 6, 1995, I contacted Mr. St. Cyr indicating the cost participation and asking if he was still interested in the project, assuming that the residents involved with this improvement would have to participate to the amount of $9,500. He indicated that he was the primary beneficiary and would be responsible for the total cost. He also indicated that this estimate was excessive and, therefore, would not propose continuing with the project unless additional funds could be obtained. I suggested that he either look at expanding the project with other neighbors in an attempt to obtain magnitude efficiencies or consider alternate solutions. I again reinforced that the City's participation is maximized at 50% of unfunded cost for the project. JGF:cz t June 2, 1995.
