PRE 2010 DOCSGEOTECHNICAL ENGINEERING 1925 Oakcrest Avenue Roseville, Minnesota 55113 PROJECT: REPORT OF SUBSURFACE INVESTIGATION W0WQ1VVD1 PROPOSED RESIDENCE ROTTLUND COMPA-M,-, INC. VILE 8100 RUTH STREET P.O. BOX 32082 FRIDLEY, MINNESOTA FRIDLEY, MINNESOTA 55432 GEC JOB IVO. 1083 CC: SUBURBAN ENGINEERING DATE: MAY 28, 1976 INTRODUCTION As requested by Suburban Engineering, we conducted a subsurface investigation at this project on May 25, 1976. Three test borings were drilled. Based on the results of the borings, we have provided recommendations for design and construction of the building foundation and floor slab. The location of the building and general site conditions are illustrated on the attached drawing. We understand that the building will be two story. The lower level will be a walk -out to the west. This level will be approximately 20" below Ruth Street. There is a terrace retaining wall system west of the house. The wall is constructed of railroad ties. The wall leads down to a creek. We assume that the building will be of conventional design, with normal tolerance to settlement, and constructed in accordance with applicable building code requirements. Deviations from the above design information and assumptions could necessitate altering our recommendations. HYDROLOGY • SOIL AND FOUNDATION ENGINEERING • TEST BORINGS MATERIALS TESTING • PERCOLATION TESTING • ENGINEERING GEOLOGY • CONSTRUCTION INSPECTION GEC #1083 Page 2 TEST BORINGS The boring locations are shown on the attached sketch. The borings were made using the standard penetration - split spoon, thin wall tube, and static cone methods. Additional information regarding the test boring procedure is on the attached sheet. The soils were classified in accordance with the ASTM Visual - Manual Method (ASTM D 2488). Logs of the borings are attached. Each log shows: the depths to the boundaries between the soil layersT the description, classifica- tion, and geologic identification of the sails; the surface eleva- tion at the boring; water level measurements; the standard penetra- tion resistance (N column), the results of laboratory tests; the results of static cone tests; and other information. Sheets describing terminology used on the logs are attached. The elevation of the ground surface at the borings was determined in reference to the centerline of Ruth Street. An assumed bench mark elevation of 100.0' was used there. SUBSURFACE CONDITIONS The soil profile encountered in the borings consists of fill over sandy coarse alluvium over sandy clay and clayey sand glacial till. (Refer to the attached sheet for a description of geologic termin- ology.) The fill is mostly silty sand. Leaves were present in the fill in Boring #2. Based on the presence of the leaves and low penetration resistance, it is apparent that the fill is uncontrolled. Geotechnical Engineering Corporation The ground water table was encountered in the borings at about elevation 89. Water was seeping out through the retaining wall. The elevation of the water surface at Rice Creek was at 828. Apparently the ground water table slopes down steeply toward Rice Creek and, in fact, intersects the surface along the retaining wall. DISCUSSION AND RECOMMENDATIONS The natural soils should provide suitable support for the building and floor slab. Based on the results of the field and laboratory information, we recommend a design bearing pressure of up to 1000 psf for footings. All fill should be removed from below the proposed building. The surficial fill should be replaced with compacted fill. The excava- tion should be oversized on a 1 : 1 ratio beyond the edge of proposed footings. The fill material should be sandy, compacted to at least 95% of standard proctor density. Footing elevations can be lowered to reduce the amount of excavation and filling in the oversized area. As discussed with Suburban Engineering, consideration should be given to evaluating the stability of the slope behind the retaining wall. As requested, we have not conducted such an analysis in the present investigation. Subsurface conditions can vary from that encountered in the borings. Depending on the extent of the variability, this could necessitate altering our recommendations and the cost of construction. Additiona.' exploration will be needed to evaluate the extent of the variability. CLOSURE Report Prepared By: 4 Robert E. Pendnrgast, P.E. Minn. Reg. BORT N G TERMINOLOGY COMPLETED: 5/25 76 ON THIS LOG CREW CHIEF: 8 • B RIG: Bomb C TEST BORING AND SAMPLING PROCEDURES STANDARD PENETRATION - SPLIT SPOON (ASTM D 1586) A 1-3/8" ID, 2" OD steel sampling tube is.driven into the soil with a 140 pound weight falling 30". The number of hammer blows required to drive the sampler 1', after an initial set of 1/2', is the standard penetration test ("N" value). The "N" value is an indication of the strength and compressibility of soil. Split spoon samples normally are taken at intervals of 22' or 5'. At 22' intervals, the depth to contacts between soil layers can be determined to an accuracy of about 1'. At 5' intervals, the depth to contacts between soil layers is determined approximately, and the type of material present between sampling intervals is inferred based on the action of drilling tools. The bore hole is advanced between sampling intervals with a plugged, hollow stem auger, with casing, or by jetting. To prevent caving, the bore hole is kept open by means of hollow stem auger, casing or drilling mud. AUGER BORINGS An auger is drilled into the soil. The auger is then spun or retracted, and samples are taken at the ground surface or off the auger. Using this method, determination of the depth to contacts between layers normally is approximate only. THIN WALL TUBE SAMPLES (ASTM D 1587) Comparatively undisturbed samples are taken with thin wall tubes which are pushed hydraulically into soil. STATIC CONE TESTS The static cone test entails measuring the force required to push a steel cone penetrometer into soil. The.cone diameter is 24" and the apex angle is 60'. The cone is pushed hydraulically at a rate of 1" per second. The static cone bearing pressure, qc, is the total load divided by the projected end area of the cone. The static cone bearing pressure is an indication of the strength and compressibility of soil. CORING (ASTM D 2113) Coring is done with a. diamond or carbide bit on a double tubed barrel. Q9otechn1i ng Corporation TERMINOLOGY ON BORING LOGS GROUND WATER The level of ground water in a boring is indicated by the water level symbol (® ), in the WB column. The purpose of the water level symbol is: first, to indicate that ground water or saturated soil was present in the boring, and secondly, to indicate the apparent upper level of the ground water. Absence of the water level symbol does not necessarily mean that ground water was not encountered, or that the water table or piezometric surface was not penetrated. The water level symbol with an arrow pointed downward indicates that the water level is at or below the level indicated. Conversely, the water level symbol with an.arrow pointing upward indicates that the water level is at or above the level indicated. The water level symbol can represent various ground water conditions. These include: a "normal" condition, in which all of the soil below the water table appears to be saturated; a "perched" condition; an artesian condition; and layers of waterbearing sandy soil contained within clayey soil. Determination of the ground water level is often an interpretive process. The determination is based on various factors, including water level measurements, the appearance of samples, overall subsurface conditions, and site conditions. Consequently, the indicated depth of the ground water level may be quite accurate, or it may be only an approximation. The presence of ground water and the level of the water table change with time. The information in the WB column is based on observations and measurements made at the time the boring was drilled and water level measurements were taken. This information could be different at other times. Other notation in the WB column describes whether soil samples appear to be waterbearing or saturated. Y means yes, N means no, and ? means questionable, marginal or indefinite. Road TERMINOLOGY ON BORING LOGS GEOLOGY The geologic description in the column "GEOLOGY", indicates the apparent depositional origin or stratigraphic name of the material. FRIDLEY, MN 55432 • (612) 571-3450 • FAX (612) 571-1287 WEED NOTICE August 20, 1991 Michael Melby 8100 Ruth Street N.E. Fridley, MN 55432 RE: Noncompliance of Fridley City Code 105 (Weeds) at the Following Property: Location: 8100 Ruth Street N.E. Legal Description: Lot 4, Block 3, Bourdeaux's Spring Brook Addition Property I.D. No.: 03-30-24-24-0041 Dear Mr. Melby: Fridley City Code 105 (copy enclosed) states that it is unlawful to maintain land in the City upon which weeds, grass, or rank vegetation exceeds ten (10) inches in height; or other noxious growth exists as outlined in the ordinance. This was enacted to protect the health and safety of the community and its residents. A recent inspection of the above referenced property revealed conditions which are not in compliance with this ordinance. It is important that you take appropriate steps to correct this situation immediately. I will conduct a reinspection on or shortly after September 3, 1991, at which time full compliance is expected. Should this deficiency still exist, I will instruct the City's Public Works Department to abate the condition. In the event the City abates the condition, you will be served a notice in writing indicating the work performed and the costs and expenses involved. The total amount must be paid to the City within 30 days after this notice or before the following October 1, whichever is later. If this is not done, the costs and expenses shall become a lien in favor of the City; and a 150 penalty will be added to the amount due as of the date, with the total costs, expenses, and penalty thereupon to be certified to the County Auditor for entry on the tax books as tax against the land. Please call me at 572-3595 if you have questions or wish to discuss this further. Thank you for your cooperation! Sincerely, Steven Barg Weed Inspector CE -91-362 i dry Z- Ct-AM"AlOe %L 4.4,JXCVOL4 AAA wry b.o . STEVE BARG I happened to stop by and talk to the lady at 8066 Ruth Drive and she showed me her waste pile in the back. The pile has been substantially reduced, its only about 2'/2 to 3 feet high and she is working on it 4nd will continue working on it. In talking to the neighbor, it is a lot better then it use to be. I noticed behind that Pet Food Warehouse off of Commerce Lane, their fence is falling down and the posts are laying all over the back of the property. Since it is so visible from the right-of-way you may want to check with them on cleaning up their back yard. I noticed that the Hanna Car Wash property on 73rd and University, there is a weed problem. I don't know who owns it anymore but we should try and get that lot cleaned up. June 5, 1992 ADDRESS FILE Property at 8100 Ruth Drive. I visited the back of the property to investigate the railroad tie retaining wall behind the house on Springbrook Creek. The house has a total of three tiers of railroad tie walls. The bottom wall along the creek has experienced considerable erosion and it starting to lean, rot and fail. I suggested to the property owner, Mr. Melby, home phone 780-2815, that he work with the property owner to the north and submit a request to the City with a sketch indicating what they propose to do and approximate cost for City participation in a storm water project. Based upon the lack of horizontal distance behind the homes, it would appear that rip rap will not work but one or two batches of gabions on the lower section with filter fabric, would prevent any further erosion and also secure the toe of the hill that backs up to the house.
