This report presents the results of our soil observations and recommendations
regarding the proposed three season porch addition to the residence located
at 5257 St Imer Drive in Fridley, Minnesota. On April 23, 1990, we were
authorized by Mr Mike Kuduk, of Milton Johnson Company to provide the
following services:
1. Observe the soils 3xposed at the bottom of two excavations
performed for proposed footing pads.
2. Perform shallow hand auger borings at the bottom of the
excavations to explore the local subsurface soil conditions.
3. Provide judgments and recommendations regarding preparation of
the observed soils for support of the proposed footings.
RECOMMENDATIONS;
At the time of our observations roughly 1' to 1 1/2' of water was present at
the bottom of each excavation. Based on our shallow hand auger borings and
our observations of the excavation banks, the soil profile appears to consists
of roughly 71. to 81 of existing granular fill soil underlain by natural lean
clay fine alluvium. The, natural lean clay was judged to have a medium
consistency. ,
We recommend preparation for the proposed pads include removal of excess water
from the i excavation and removal of any loose/disturbed soils. We then
recommend`all soils within 2' of the bottom of planned footing elevation be
removed and suitable 1:1'lateral oversizing be provided. Planned footing
grade could then be reattained with gravel encapsulated by a geotextile
fabric. The geotextile fabric should have properties so as to prevent soil
migration into the voids of the gravel. Further, we recommend the pads exert
no more than 1500 psf on .the, gravel fill.

we understand you propose to ; install a three season porch at the basement
walkout level which will also include a second level balcony. This addition
will be located to the east of the existing residence: The addition will be
of wood frame construction. ' Although we were not provided with the actual
design loads we assume the footings will exert an allowable soil bearing
pressure of about 1500 psf which is typical for this type of construction.
110 deep exploratory soil borings were performed for'this project. Therefore,
we cannot comment on soil conditions present beneath the depths of our shallow
hand auger borings.
OBSERVATION METHODS AND RESULTS
We performed our observations on April 24, 1990. Besides observing the soils
exposed at the bottom of the footing excavations, we placed shallow hand auger
borings to explore the local subsurface soil conditions. The soils observed,
and those retrieved by our hand auger borings, were classified in accordance
with ASTM:D 2488 and estimates were made of their strength properties.
It should be noted that on the evening of April 231 1990, the Twin Cities
experienced thunderstorms' and locally heavy rains. We understand these
excavations were performed during the day of April 23 and were allowed to
stand open during the thunderstorms. During our' observations we observed
roughly it to 1 1/2' of standing Water at the bottom of each excavation. The
heavy rains in combination with the likelihood of subsurface water appeared
to have resulted in disturbing the soils at the bottom of the trench. our
shallow hand auger borings performed, at the bottom of each excavation,
encountered natural lean clay fine alluvium roughly �', below the bottom of the
excavation (7'-8' below original grade). Above these natural soils, granular
fill soils were encountered.''With the exception of '..the upper 1211 the fill
appeared to be well compacted.
In order to properly support the proposed footing psds, we recommend all
disturbed soils and free -water be removed from the excavation. Any remaining
soils within 2' of bottom footing elevation and within the 1:1 lateral
oversizing zone should also be excavated. Planned 'grades could then be
reattained using gravel fill, provided a geotextile fabric is installed at the

Attached is a copy of a letter I received from my constituent, Burton Buchen. This has been an
unfortunate experience for him, and in my estimation shouldn't have happened at all.
On Page two he has two extremely good ideas: developing an informational brochure informing
homeowners of appropriate and timely information and procedures to follow is a backup occurs,
and a standardized form to be used when there is a problem.
I believe this issue should be addressed at the local level by the City of Fridley. My thought is
that the Met Council and the Pollution Control Agency may have brochures and form already
provided by local governments that Fridley could emulate.
Please let me know your thoughts on this matter.

numbers of Minnesotans every year. I am writing to urge that the Ventura

the homes of private citizens.

apparent that the problem is quite common statewide, and that municipal wastewater
operators der* responsibilitt mai 1lady. Contmclors have told me horror
stories including one in which four houses in a row all had sewage backups at the same
timeraadtha.cibj-ia-question said that the homeommers! sinquflaneous backups were
coincidental and their own responsibility. Another concerned an octogenarian retired
schoofteacher-m ileukemiawho_was lei without any form of help.
Wastewater is closely monitored and tightly regulated in other situations:

Environmental Protection Agency would fine them and monitor for future releases.

station started, but what do you do after the influx is stopped? Two things need to be

• An informative brochure needs to be written by regulators and provided by the
SeweL operatortathe homeowner at the_toMe of tb"ease. It should cover all
potential hazards and ways to address them. The Red Cross has an excellent
pamphlet available abol it ovedlmu fmm stoan sewers that .could be used as a model
for the sanitary sewage brochure.

form needs to be filled out immediately by the city sewer department for every

be sent to a State office where detailed statistics can be accumulated. The office that

performance. The form would be a valuable tool for Cities to protect themselves from
�Info, nded claims in addition to heing_a start. eng point far the,,homeowners' insurance
companies. Emphasis needs to be shifted to public health rather than avoidance of
liability.

number of Minnesotans every year. I believe the problem is far more common than
anyone imagines The Ventura administration is one of common Minnesotans working
together and getting things done. I will be glad to help with this initiative in any way I can.
