Concrete and Building Components July 5, 1977 76-224 FOUNDATION INVESTIGATION Proposed Single Family Dwellings Lots 5 $ 6, Block 1 ' Innsbruck 5th Addition Fridley, Minnesota A. INTRODUCTION: A.1. Purpose: The purpose of the investigation was to evaluate the fill presently on-site, the groundwater, and the natural soil conditions with regards to foundation support of the proposed single family dwellings and their attached garages. A.2. Scope: A total of 3 borings were taken to various depths. Due to the fairly consistent soil and groundwater ' conditions, a fourth boring originally planned for Lot 6 was not taken. B. TESTING: B.1. Boring Locations & Elevations: The field crew, with ' your assistance, chose the ocations of the borings which appear upon the attached sketch. Boring locations were largely dictated by access conditions onto the sideslope downward from the front to back on the lots. Boring eleva- tions, as determined by our field crew, were taken from top of property iron in the southeast corner of Lot 5, which was assigned elevation 100.0. ' B.2. Boring Methods & Procedures: The borings were taken on June 24 1977with a true -mounted core and auger drill 1 in accordance with ASTM D1586 "Penetration Test and Split Barrel Sampling of Soils". Using this method, the bore hole is advanced with the hollow -stem auger to the desired test depth. Then a 140 -pound hammer falling 30 inches drives a standard 2 -inch OD split barrel sampler a total penetration of 1h feet below the tip of the hollow -•stem auger. The blows for the last foot of penetration are recorded and are an index of soil strength characteristics. Soil samples were generally taken at 2% -foot increments to the 15 -foot depth and at 5 -foot increments to the termination depth in ' each of the boxings. Use of the hollow -stem auger elimi- nated the driving of casing and the need for jetting water. 'ENGINEERING TESTING 76-224 Rodney Billman Const. Co. -3- July 5, 1977 B.3. Soil Classifications: Mineral soils encountered in the borings were visually and manually classified in the field by the crew chief in accordance with ASTM D2487 "Uni- fied Soils Classification System" and ASTM D2488 "Recom- mended Practice for Visual and Manual Description of Soils". A copy of ASTM D2487 is attached. All samples were then returned to the laboratory for verification of the field classifications by a Soils Engineer. Representative samples will remain in this office for a period of 60 days to be available for your examination. i. B.4. Groundwater Measurements: Immediately after taking the final sample in the bottom of the boring, the boring was probed with the hollow -stem auger in the ground to check for groundwater. In ad , ' telt' after removal of the auger, the bori�re was probed and the e oto cave-in and the presence orbsence of water was noted. "The borings were typically d for th esemce--=of water before backfilling. C. RESULTS: C.1. Soils Encountered: The soil borings typically encoun- tered 2 to 5 feet of granular to cohesive fill overlying 1 to 2 feet of brown to dark brown materials giving the appearance of being a lower portion of a buried topsoil stratum. Beneath the topsoil, brown glacial till and/or brown outwash sands of glacial origin were encountered. Standard penetration resistances, blows per foot (BPF), indicated the fill varied from very loose near the surface to medium dense at a depth of 2 feet. The very slightly organic topsoil encountered was typically medium dense. Beneath the topsoil, the glacial till and outwash sands were medium dense to very dense. C.2. Groundwater Conditions: Water was not encountered in j probing the borings t roug the hollow -stem augers. The bore holes caved in following removal of the hollow -stem auger and water was not encountered above the cave-in depths. ' Specific data regarding monitoring for groundwater appear on the attached Log of Borings. Water level readings have been made in the borings at the times and under conditions stated on the boring logs. This data has been reviewed and interpretations made in the text of this report. However, it must be noted that the period of observation was relatively short and that fluctuations in the level of the ground water may occur due to variations in rainfall, temperature, and other factors not evident at the ' time measurements were made and reported herein. Design drawings and specifications and construc- tion planning should recognize the possibility of variations. ENGINEERING TESTING 76-224 Rodney Billman Const. Co. -4- July 5, 1977 D. ANALYSIS 4 RECOMMENDATIONS: D.I. Proposed Construction: Based on our June 29th tele- phone conversation with you, it 3s our understanding that the footing grades are still approximate, but they will likely be such that front footings will be on natural soils and rear footings will be on fill, some of which is already in place. The proposed single family dwellings are '°rear walk -outs" with attached garages. The garages will have precast reinforced concrete floors. You indicated that the fill presently in-place at the site was placed on two ocassions in the months prior to our investigation. It does not appear to have been significantly compacted. Moderate footing loadings, in the range of 1000 to 2000 psf are anticipated. D.2. Proposed Homes: We anticipate the maximum footing pressure from the house footings to be less than 2000 psf. The in-place fills encountered at the minimum footing depth of 42 inches, as well as the underlying natural soils will adequately support the anticipated footing loads provided: 1) the footing trenches and any fill in the footing trenches be compacted to 90% modified Proctor density and 2) the minimum footing width should be 8 inches by 20 inches with reinforcement. D.3. Proposed Garages: The proposed garages may have higher localized footing loadings due to the precast concrete deck and other items placed upon it. We, therefore, suggest that the footing trenches, and any fill placed in the trenches, be compacted to 90% modified Proctor. The minimum footing width should be 10 inches by 30 inches with reinforcing. D.4. Construction Considerations: The buried topsoil stratum encountered to date contains only a trace of organic matter and need not be removed prior to construction. However, should any buried stumps or large roots or more organic soils be encountered during excavating, these, of course, should be removed prior to placing fill and/or. footings. E. GENERAL REMARKS: The analysis and recommendations contained in this report are based upon the data obtained from the 3 soil borings performed at the locations indicated on the attached sketch. Variations may occur between these borings, the nature and extent of which may not become evident until construction. If variations are encountered, it will be necessary td make a re-evaluation of the recommendations of this report after performing on-site observations during the construction and 76-224 ' Rodney Billman Const. Co. -5- July 5, 1977 noting the characteristics of any variations. Such varia- tions may result in additional foundation costs and it is suggested that a contingency be provided for this purpose. ' To permit correlation of the soil data obtained to date with the actual soil conditions encountered during construction and to provide continuing professional responsibility for ' the conformance of the construction to the concepts originally contemplated in this report and to the plans and specifica- tions, it is recommended that we be retained to develop and ' perform the necessary observation and testing program for the excavation and foundation phases of the project. If others perform the recommended observations and/or testing of construction, professional responsibility becomes divided since in doing so, they assume responsibility for verifying that the soil conditions throughout the construction areas are similar to those encountered in the borings or recognizing variations which would require a change in recommendations. Chaudhary 5640 N Danube Rd Fridley MN 55432 Subject: Sanitary Sewer Backup - December 2, 1999 Dear Representative Chaudhary : This letter is in response to your letter dated February 1, 2000 with attachment of Mr. Bert Buchen's letter dated January 3, 2000. In Mr. Buchen's letter he identifies three major items: City error, informative brochure and a standardized form. In the City we have five personnel dedicated to our sanitary and storm sewer systems. They have current state licenses and continue their expertise in local training and licensing programs. The City has an extensive sewer TV'ing and maintenance program, relining, replacing and repairing any problems identified within the five sanitary zones established in the City. In addition, any trouble spots and lift stations are placed on a recurring inspection and cleaning cycle. As an additional service to City residents, we also replace sanitary sewer connections that are found to be root infested for the residents without cost. Notice of our sewer backup procedures and City response are periodically published in the City newsletter as well as presented on the local cable TV municipal channel. This method is used to inform residents to call the City offices anytime of the day that a backup is noted or if they have their sanitary sewer lines cleaned so that Public Works personnel can inspect the system to ensure the main sewer lines are not blocked. If any blockage is found, the obstruction is removed and any impacted residents are offered a cleaning and disinfection service from a local provider. Any damage claims are immediately processed by the City to our insurer who investigates and determines the cause and any liability. In the majority of cases, the 'problems are determined to be an act of God and the City is exonerated because of its aggressive maintenance program and services provided. For the past number of years for an aged City as ours with over 120 miles of sanitary sewer lines, we have averaged 17 backups in the City's system. While they were all within the closed system, they were not a result of the City's negligence. In reply to Mr. Buchen's letter, our operators completed our standard form immediately at the site based upon the information available at the time. The next working day we found that the lift station flooding was a result of U.S. West disconnecting our alarm line preventing the City from receiving information that the lift station was not working. In regard to Mr. Buchen's suggestion for a brochure, communication with the insurance company, League of Minnesota Cities, Department of Health, Metropolitan Council, Metropolitan Council's Environmental Services W February 11, 2000 Page 2 Division and the Minnesota Pollution Control Agency the cities of Minneapolis and St. Paul revealed there are no information brochures available or provided by any of the agencies for sanitary sewer backups. In our City policy, we provide initial and immediate support through a third party cleaning company if the resident desires for any City main line stoppages. In Mr. Buchen's situation, he initially refusedthe cleanup and disinfection offer of the City. While there is no regional standard publication available dealing with sewer backups, I believe the City's personnel response and cleanup service system is exceptional and informative. Our inspection form is an immediate report of the situation and provides the City with necessary reporting and legal protection. We in Public Works are extremely sensitive to the residents position in a backup situation, and our professional staff takes extensive measures to ensure the sanitary and storm systems function, as well as pride in the work they do and services provided. An inspection will be performed by our sewer personnel to determine if the problem is in the homeowner's sewer service or the City sewer line. This quick action could prevent unnecessary water damage. If your sewer backs up oryou have further questions, please call 572- 3566. If after hours, call the Police Department, 572-3629 or 427- 1212 if after 11:15 p.m.. Also during this time of year, it is a good idea to pour a small pail of water into the floor drain(s) in your home. The water in the drain's trap may have evaporated over the winter months, allowing minor offensive odors to escape into the basement As an additional measure to ensure the sanitary sewer lines remain open, it is requested that you. notify the Public Works Maintenance Division whenever you have your home service line roto -rooted. We will inspect the main line to ensure that any residual roots and debris that are removed from the system will not catch or block the line at another location. Your assistance in this precautionary measure is desired, and your downstream neighbors will appreciate it greatly. STREET FLOODING In the early spring when the ice is starting to melt and the winter debris has not yet been cleaned away, street flooding can occur. The City's street sweeping program is scheduled to start in April and will take approximately 30 working days to complete. In the interim, you can assist in ensuring that your street or driveway will not flood by removing the snow, ice or other debris that accumulates at each storm sewer catch basin, located at the curb line of the street. A few minutes of your time to pick up the sticks, leaves or paper that have built up along the curb will allow the water to pass and enter the storm sewer system without flooding your property. HOT WATER HEATER FLUSHING Once the spring water main flushing program has been completed, the Public Works water personnel would like to suggest that residents flush their hot water heaters. Many sediments such as iron, magnesium and calcium may build up in the bottom of your hot water heater, causing discoloration or rust in the hot water taps. (Calcium appears as sand particles in the hot water system.) In most cases, this can be eliminated by flushing the hotwater heaters. Please contact the Public Works Department, 572-3566, for the simple procedure you can follow to flush your hot water heater. By flushing your hot water heater, the tank be cleaned out and the heater will run more efficiently. CHEMICAL ASSESSMENT TEAM In 1992 the State enacted a law which authorized appointment of special teams which could respond to serious accidents involving hazardous chemicals. The need for specialized teams has been apparent for many years. The State was concerned that very few emergency response organizations could deal with these accidents. In 1995, ten organizations were selected by the MN Dept of Public Safety to assist local authorities protect life, property and the envi- ronment from the release of hazardous chemicals. Fridley's fire department has had a hazardous mate- rials training and response program for over ten years. In order to supplement the City's resources, Fridley joined with neighboring Anoka County Fire Departments to form the North Metro Chemical Assessment Team. This organization was then se- lected as one of the State response teams. The team will serve Anoka, Chisago, Isand and Kanabec coun- ties, and porticu�s :!Hennepin and Sherburne Coun- ties. Team members are now taking specialized.train- ing which supplements their fire department hazard- ous materials skills. The State is providing the team with an equipment trailer, a van, environmental monitoring equipment, assorted hazmat supplies, and an operating budget. With this additional equipment and training, the North Metro communities are better able to handle their own chemical emergencies, as well as assist other communities. APR, HYDRANT FLUSHING Hydrants will be flushed in April as soon as the weather cooperates. Flushing is done exery six months to remove iron and manganese deposits plus other minerals that build up in the lines during the winter. Fire hydrants are also inspected and repaired. Flushing may create a disturbance in the water mains resulting in water discoloration. While the water is acceptable for drinking, there is the possibility clothes may be stained during washing. Anyone who experiences water discoloration lasting longer than a day should call the Public Works Department at 572-3566 during busi- ness hours. Fire hydrant flushing will be done Mon- days through Fridays, but not on weekends. CI7YOF FRIDLEY SANITARY SEWER SYSTEM PROBLEMS If you notice that your sanitary sewer is not functioning properly, or it is completely plugged, call the City of Fridley Public Works Department at 572-3566 weekdays. 7:00 a.m. to 3:30 p.m., or call Anoka County dispatch at 427-1212 at all other times. Public Works Department personnel will inspect the sanitary sewer serving your property to -determine the location of the stoppage: If the stoppage is in the City- main, Public Works crews will take immediate corrective action. Stoppages in the -homeowner's service line are the responsibility of the homeowner. The City provides sewer stoppage investigation 24 hours per day, 7 days per week, at no cost to the homeowner. Call the City to determine the location of the sewer. stoppage before -calling a private sewer service, as most sewer services will charge a service fee even if the problem is found to be in the City portion of the system. We apologize for any inconvenience that this blockage has caused you. Be assured that__the :main. -line sewer that blocked has been on a regular preventive maintenance program. Unfortunately, due to causes beyond our control, blockages and resultant backups still occur. If, it is agreeable to you, the City will hire a cleaning service to remove the wastewater from the floors and any carpeting, and disinfect the area. The cleaning service will perform this work at the direction of the City, and this cleaning will be coordinated with you the property owner. This cleanup is being Offered by the City as a courtesy and service to all of our customers when a blockage occurs in the main line public sewer. This offer of cleanup should not be construed as an admission of legal liability or negligence on behalf of the City. .It is possible that after further investigation, it may be determined that the,actions,of another party caused the blockage or that the blockage itself may not have occurred in the main line public sewer.
