Evidently he was told that he should then extend the black- ' top further (which would be going up a hill). - He has talked to his lawyer, who agrees this is discriminatory - and capricious, and if the City insists he do this, he appear at the public hearing in Sept. with his lawyer. He will take pictures of other lots not striped and other garbage cans without screening (he had to do that also, but has taken care of it). Very upset, but dignified.
