SUBJECT: Report Pertaining to Grade Problem Effecting
6170 Starlite Boulevard
Based on comments made by -Mr. Iskierka at the Council meeting of April 23,
1979, the Public Works Department reviewed the development at 6180 Star -
lite Boulevard. Attached, please find pictures which indicate that a cer-
tain amount of filling and grading has taken place at 6180 Starlite Boule-
vard, in the development of a single family residence. It is my opinion
that the grade from the property at 6180 down to the property at 6170 is
proper to ensure a maintainable rear yard.
In addition.to the 3 to 1 slope,.a swale was constructed to ensure that
any water that would drain toward 6170 would be intercepted and deposited
to the rear lot Tines to a ponding area, which actually exists on the
railroad right of way.
For information purposes; it should be pointed out that there was supposed
to be an agreement between the builder of the house at 6180 and Mr. Iskier-
ka to re -grade both rear yards,.in conjunction with the building of the
house at 6180. However, due to some problem that developed between
Mr. Iskierka and the builder, this re -grading of both properties never took
place. According to the builder, Mr. Lavictoire, Mr. Iskierka became very
hard to deal with and did not want to cooperate in the total re -grading
effort; therefore, he elected to grade his own property in such a way as to
minimize any impact on Mr. Iskierka's property. In my opinion, this has
been accomplished. The situation got totally out of hand when a 3 inch
rain occurred last spring, at a time when the builder's property was not
sodded. Without the proper vegetation cover, silt and sand eroded on to
Mr. Iskierka's property. With the area now sodded and with proper grading
to direct water to a ponding area on the railroad property, I envision no
further problems with any type of erosion. It should be pointed out that
the garden that Mr. Iskierka was describing on his property, is actually
partly on railroad right of way. The majority of the water along all of
the rear lots in the area drains on the railroad property.

Last Friday, June 16th, our office wascalled to 6170 Starlite Blvd.
to investigate a complaint of mud sliding into Mr. & Mrs. Walter Lskieria's
garden. Public Works Director, Dick Sobiech, and myself came out to check
thesituation and found the following:
The swale on the south property line had been graded to avoid water
running on 12r. & Mrs. Iski.eria's property, but wasn't sodded yet. The
downpour of over 3" on Thursday, June 18th, caused it to fill with clay.
It overflowed into the IskiertA s property for a second time this summer,
and caused damage to their garden plants (and buried several cucumber
plants). This•swale must be cleaned out, regraded, sodded, and staked
to the crest of the hill to restore proper storm drainage along the prop-
erty line. The only alternate to this is the installation of a ret.ning
wall along the south property line.
It was noted that since regrading last week, that drainage ponding
patterns have been altered to shift some of the former ponding at 6180
to the•property at 6170 Starlite Boulevard. An undetermined amount of
fill must be removed from along your west property line to re-establish
the former amount of ponding in your rear property line area. Both -of
these items must be completed within 10 days.
In order to comply with the above, some material will. have to be
removed from the site at 6180 Starlite. We would encourage you to cooperate
with the neighbor to the south, Mr. Iskier4a, who appears to be interested
in this material.
If you have any questions as to grades, or ponding amounts.,.please
contact Mr. Dick Sobiech at 571-3450. Also, please submit the verifying
survey for this house as agreed to on the building permit as soon as possi-
ble.

Dear Ms. Iskierka:
A mechanical permit was issued on September 14, 2001 to install a furnace at your address.
According to the 1991 Uniform Mechanical Code a final inspection shall be conducted on
the work authorized by this permit. As of this date the inspection has not been requested.
The permit fee that was paid covers the inspection to make sure the work was completed
according to the Codes. We will keep your permit open for another 30 days and if we do
not hear from you within this time to set up the inspection, we will mark the permit "no
inspection called for by homeowner after notification" and take no further action.
