The front and south walls are damaged beyond repair, and because of the structural condition, the garage is deemed a hazard and is considered a hazardous building. Because of the severely damaged front wall, header and south wall's structural strength and loss of the shear requirement, the building in my opinion is a total loss. The removal of the two damaged walls is considered unsafe and may cause the collapse of the entire structure. Minnesota Rule 1300.0180 states in part, "Any structure that constitutes a hazard to safety or health, or public welfare by reason of disaster or damage, shall be considered unsafe. All unsafe buildings shall be declared a public nuisance and shall be abated by repair or demolition as referenced in MN Statutes Section 463.45 to 463.26." The above noted building is a hazardous structure and will be posted as a hazardous building per MN Statute 463.17. You will have 20 days from the date of this letter to respond in writing when you are going to repair or demolish the structure.
