Haukaa. , Assistant Public Works Director DATE: January 20, 1998 SUBJECT: 6250 Starlite Boulevard PW98-012 The water service to 6250 Starlite Boulevard was stubbed out from the watermain all the way to the property line and was found immediately by Beaver Plumbing Co. with the help of the City maintenance personnel. A sanitary sewer service for this lot was provided, however, it was only stubbed out approximately even with the curb line of the street. Both services provided were used for the residence. No connection to the mains for either utility was required. The 1980 assessment of $310.00 for the main line installation, not just for serviced connections, was made to all property owners along Starlite Boulevard. The bill from Beaver Plumbing Co. submitted by Mr. Tucker has the costs broken out as: time to look for the sewer stub, 27 lineal feet of sewer line and installation of a clean-out. It is not unusual for additional time to be required to locate a sewer service as construction plans are not always precise and the lines are made of vitrified clay pipe or PVC and, therefore, cannot be pinpointed using a magnetic locator. The sewer stub provided was 16 feet short of the right-of-way line, not 27 feet as listed. A clean-out is not required by the City and so must have been installed at the discretion of the contractor or the owner. City maintenance personnel were on site providing technical assistance during the connection. The City crew also handled disposal of the section of concrete curb removed to give the contractor space to make the sewer service connection. The curb was replaced as part of the City's 1997 Miscellaneous Concrete Curb and Gutter project. These utilities were constructed in 1955-1956 at which time we did not have the current policy of extending service lines out to the edge of the right-of-way. If the Council wishes, the cost of installing 16 feet of sewer pipe at the contractor's price of $14.50 per foot from the connection to the right-of-way line totaling $232.00 could be refunded from the original utility assessment back to the fee owner of the property. This is the offer that was made to Mr. Tucker via voice mail with a request to call back if this was acceptable so we could initiate the approval process. When I was unable to sell a home for the lot, I decided to build a home for myself on the property. When we reached the point of sewer and water hook-up, I contracted with Beaver Plumbing Co. to do the hook-up. From information obtained from the City of Fridley, Beaver quoted a price of $1275.00 plus permit and miscellaneous charges not to exceed $50.00. This was based on the water being stubbed to the property line per City of Fridley records. The price that I paid for the lot was also based on the water being stubbed per city records, which indicated that $310.00 had been assessed and paid in 1980 for, I believe, stubbing the water. Beaver first dug where city records said the stub was located. They had city employees come to the site to show them where the stub was. After searching for several hours without finding the non-existent stub, Beaver had to tear out a section of curb and tap into the main as there was no stub. For the extra time spent, Beaver invoiced me an additional $916.50 per the attached invoice. When I asked city employees for compensation for the extra work, Jon Haukaas said no, they could not pay for any of the extra costs. He called me a week later and left a message indicating the City of Fridley would pay for only $319.50 of the extra work. The original 1980 payment of $310.00 to the City of Fridley at 8% interest would be worth about $1240.00 by 1998 - eighteen years.
