The church would like to construct a new 80 sq.ft. free-
standing sign, of which 45 sq. ft. of the sign will be the
electronic message center.
SITE DESCRIPTION AND HISTORY —
The subject property is located on the southeast corner of
University Avenue and 69th Avenue. It is bordered by Rice
Creek on the south and City park land on the north. To the
east of the property are single family homes.The church was
originally constructed in 1965. A two-story addition used for
administration and classroom use was constructed to the
church in 1974 and in 1985 a gymnasium was added to the
south side of the church building. A special use permit was
issued for the gymnasium addition in 1985 to allow an
expansion of a church use in a residentially zoned district.

STAFF RECOMMENDATION
City Staff recommends approval of the specia!use permit as electronic changeable signs are an approved
special use in a residential district,provided all requirements for Institutional Signage can be met,
subject to stipulations.
STIPULATIONS
City Staff recommends that if the special use permit is granted,the following stipulations be attached.
1. The petitioner shall obtain a sign permit and current sign erecfor license prior to installing any
signage on site.
2. Messaqe on e/ectronic message center sign shall not change more often than authorized under
Section 214.07 of the Fridley City Code.
3. Message on electronic message center sign shall never f/ash or have motion that may distract
vehicular traffic in the area.
4. Prior to sign installation, the petitioner shall have the northwest praperty lines marked to verify
sign location meets setback requirements.

Notice is hereby given that there will be a public hearing of the
Fridley Planning Commission at the Fridley Municipal Center, 6431
University Avenue N.E. on April 15, 2015, at 7 :00 p.m. for the
purpose of:
Consideration of a Special Use Permit, SP #15-04, by Albrecht
Sign Company, to allow an electronic message center sign as
part of a new free-standing sign, legally described as all
that part of Outlot 1, Holiday Hills, lying westerly of the
foTlowing described line: Commencing at a point of the North
line of said Outlot 1, said point being 290 feet East of the
Northwest corner of said East; thence on a bearing of South a
distance of 410 feet; thence S 13 degrees 42 feet 15 inches
West, a distance of 162 . 63 feet; thence South 45 degrees 22
feet and 56 inches West to the centerline of Rice Creek and
there terminating, according to the duly recorded plat thereof
on file and of record in the office of the County Recorder in
and for Anoka County, Minnesota . Except that part taken for
Highway. Subject to easements of record, if any, generally
located at 6875 University Avenue.
