ADDITIONAL INFORM ION
For the purpose of computing fees for building permits, the cubical contents of any
building or addition, is determined by multiplying the ground area covered from a
point six (6) inches below the floor line of the basement or the cellar to the
average heights of the upper surface or to the average height of the roof surface
of the main gable of a pitched roof.
For repairs or alterations to an existing structure, the fee shall be at the rate
of $3.00 per each five hundred dollars ($500.00) or fraction thereof in the cost
of all proposed work.
In no case shall the fee charged for any permit as set forth in Section 2 be less
than $7.50 plus $.50 state surcharge.
VERIFICATION OF FOUNDATION
NOTE: Permits for construction will be issued a minimum of 24 hours from the time
of application to allow for proper review of the proposed structure and of the
construction site.
A Certificate of Survey of the lot, showing the location of the foundation once it
has been constructed will be required before proceeding with the framing.
CERTIFICATE OF OCCUPANCY
Application for a Certificate of Occupancy shall be made ten (10) days prior to the
use or occupancy of any structure for which a building permit has been issued; and
said structure shall not be used or occupied until a Certificate of Occupancy has
been issued.

MEMORANDUM
The other day, Elsie Hanscom presented me with a claim request for sewer
service on her sanitary line. This is the second such claim I have re-
ceived since 1980.
We dimensioned her property and determined that the house is located 50 feet
west of the street curb, the sanitary line is located 3 feet east of the
street curb. There is a silver maple tree 18 feet east of the house and ap-
proximately 3 feet north of the sanitary service line.
The last two sanitary backups have indicated a root stoppage approximately
41 feet toward the street from the cleanout in the house.
I explained the City's procedure on this matter, indicating if she desired,
we would excavate at her property line and determine the problem. If it is
in the boulevard, there is no cost; if it is on her property, they would
have to have it repaired or pay the City to do the work® She indicated
she will get back with her decision on this exploratory work.

We find that on February 19, 1982, the city was called out
at 8:00 P.M. regarding a sewer backup. The city crew came
out and opened your line and found a blockage 25 feet from
your home. At this time they found no blockage in the city
lines. Our insured's maintenance programs are thorough and the
sewer lines are inspected and cleaned on a regular basis.
Our insured, upon notification of a problem in the area will
take immediate action to rectify the situation. The backup
that occurred on February 21, 1982, we find the city was not
called out to inspect their lines.
Under these circumstances, we feel that our insured does
take all responsible and proper actions to maintain the sewer
systems in your area. We must therefore, respectfully decline

It has come to our attention that there has been a significant amount of landscaping done to the rear yards
of a number of the homes along the north boundary of the Heather Oaks Subdivision. This letter is being
sent to all residents along this line.
There is a 10 -foot -wide drainage easement centered on this line to allow storm water runoff to drain to the
east and west into holding ponds. This area is intended to be swaled to channel this runoff. Landscaping
which raises the yard and changes this swale impacts the way storm water drains. City Code states that
changes on one property must not affect the neighboring properties. If we receive complaints that one
property has changed the drainage pattern so that water runs onto an adjacent property in a manner contrary
to its original design, we must investigate and possibly initiate Code Violation proceedings.
In order to avoid future conflicts, we request that you discuss any significant projects with your neighbors
so that concerns on these projects can be resolved before a problem is created. If you have questions and

Dear Ms. Hanson:
On Tuesday, July 22, 1997, I visited your property to review the condition of storm water run off on your property.
As we had previously discussed, letters were sent to residents in your neighborhood regarding surface water flows
and meetings were held with Jon Haukaas, my assistant, and your neighbors regarding the landscaping efforts that
have been completed.
In reviewing your southerly property line, it appears that there is a solution that you and your neighbors can complete
to reduce and hopefully eliminate adjacent property runoff into your garage. A relatively reasonable solution is to
construct a shallow ditch in the wooded area between the two properties at the bottom of the southerly neighbors
slope to drain into the depression in the southeast corner of your property. In addition to that, it would be appropriate
to place additional fill along the side of your garage, sloping into the wooded area and cut a second ditch in the
vicinity of your trash cans which could either run directly into the depression or tie into your neighbors ditch to allow
the surface flows to enter the storm water depression. An additional improvement would be the placement of gutters
on your garage to eliminate the water impact against the building.
I met with your neighbor immediately to the south and discussed this concept with him. I believe he was agreeable
to construct a swale along his property line into the depression as a means of diverting flows from his property.
I believe it would be to your benefit if you worked with him on a ditch and considered the second diversion ditch
above your trash can location to ensure that the surface flows would not run across your property.
I hope that these recommendations will alleviate the problem that you have encountered during these most recent
heavy rains and will solve the problem for the future.
