The Inspector of Buildings shall, before issuing permits for the erection of any building or structure, or for any addition to any existing building or structure, or for any alteration or repairs to any existing building or structure, upon application therefore, require the payment by the applicant for such permit of fees to the amount herein below set forth and in the manner herein provided to -wit: ULV CONSTRUCTION: SIngj.e Family Homes and Garages: $4.00/1000 cubic feet PLAN CHECK: 25 percent of building permit fee. ADDITIONAL INFORMATION For the purpose of computing fees for building permits, the cubical contents of any building or addition, is determined by multiplying the ground area covered from a point six (6) inches below the floor line of the basement or the cellar to the average heights of the upper surface or to the 'average :r height of the roof surface of the main gable of a pitched roof. Mr Roy Lund authorized us to determine if the natural bearing soils in the building excavation were capable of supporting the anticipated loadings and'to perform several random density tests within the fill system placed to attain building grades. CONCLUSIONS Based on the results of the preliminary soil investigation, our hand auger borings and compaction testing, it is our opinion the established soil network should adequately support the design footing loads. The results of a preliminary soil investigation conducted at this site by Soil Exploration Co on September 27, 1974, were available for our use during the inspection. The report indicated the generalized soil profile consisted of fill and topsoil or swamp deposits overlying coarse alluvium. The fill, topsoil and swamp deposits extended to an approximate depth of 4' below the existing surface grade. The underlying coarse alluvium was deemed as suitable from which to place compacted fill and/or footings. The proposed residential structure to be constructed on this lot will consist of a split entry, wood frame house with an attached garage In the southwest corner. Overall dimen- sions for the house will be 38' x 281, not including the attached garage. The house will have a five course basement, which will walk out to the rear. The house bench will, therefore, vary from 91.2' in the front to 88.0' in the back, and footings will be placed at a minimum frost depth below these elevations. We have no information regarding the actual building loads, but assume the footing design was based on an allowable bearing capacity of up to 1500 psf. The foundation plan is to excavate to a depth of competent soil and then refill to the appropriate grades. INVESTIGATION METHODS AND RESULTS On June 28 and July 3, 1976, we performed inspections of the soil conditions as requested. The soils encountered were visually classified in accordance with the Unified Soil Classi- fication System, and estimates were made of their strength properties. The penetrometer is a manually operated instrument calibrated against the relative density ofcohesionless soils and the unconfined compressive strength of cohesive soil. At the time of our initial inspection, excavating procedures were commencing and a trench was excavated to a depth of approximately 5' in the northeastern portion of the proposed home. The exposed sells in the bottom of this trench consisted of most fine grained sands in a dense condition. Our subsequent inspection was made after the excavating and refilling operations were completed® Hand auger borings were placed in random locations through the fill sequence to the termination soils for the excavation. At this time, the top of the fill sequence was at proposed footing grade. The actual depth of excavation, as based on our hand auger borings, appeared to vary in depth between 51 in the northern portion to 4' in the southeastern portion and 3' in the southwestern portion of the excavation. In all of our borings, a natural, gray sand was encountered immediately below the fill sequence. This natural sand was dense as verified by our penetrometer probes and was deemed as suitable for supporting the proposed fill and footing loads. Utilizing the building batter boards provided by the contractor, measurements of the top of the present fill sequence suggest an appropriate oversize was provided during the excavating opera- tions. Three random in-place moisture -density tests were performed in the fill sequence. These tests were evaluated according to the moisture -density relationship of soils as designated by ASTM:D698-70 (Standard Proctor Method). All of the test results indicate the minimum specified degree of compaction was fulfilled. The results of these tests are attached. The conclusions contained in this report are our opinions based on data which Is assumed to be representative of the site explored; but because we were not requested to examine the excavation prior to fill placement, we cannot warrant the conditions encountere.0.1n our borings are necessarily typical of the.entire site.
