Flora, Public Works Director DATE: January 27, 1994 SUBJECT: 201 Sylvan Lane Sewer Backup On January 16, 1994, the resident at 201 Sylvan Lane experienced a sewer backup at approximately 9:30 am. It appeared that a stick had been lodged in the manhole, causing the backup. The stoppage was relieved at 10:20 am the same day. Service Masters was contacted to provide cleaning and disinfecting of the residence. On this extremely cold day Service Master was involved in a number of water breaks and was unable to respond immediately. They did, however, show up to clean and disinfect the property as their manpower became available. This home is serviced by a sewer line on Sylvan Lane which enters the manhole that receives sewage from two additional lines at the intersection of Sylvan Lane and Jupiter Drive. Our records indicate that over the last 10 years there have been three backups on the property: April 19, 1983, January 10, 1988 and January 16, 1994. This sewer line was last cleaned in August, 1989. There have been no indications of problems with this line since then. Information is not available as to the depth of the basement of the residence. It would appear that due to the amount of flow entering the manhole and the possible deep footing of this residence, any stoppage in the manhole will result in a backup of this property. She claims that this is the fourth time that their sewer has backed up in recent years. She wants the City to pay the $500 deductible on her homeowner's insurance policy. She further claims that there is thousands of dollars worth of damage to her home. Mrs. Hogetvedt also wants to appear before the City Council to air her complaint. I informed her of the February 7 date for the next council meeting and the open forum time. She said she will be on vacation at that time but very likely -will appear at the council meeting on February 22. I will get in touch with Paul Lawrence to get further background on this matter. Flora, Public Works Director DATE: February 24, 1994 SUBJECT: 201 Sylvan Lane Sewer Backup The resident at 201 Sylvan Lane experienced a sewer backup on Sunday, January 16, 1994. We were notified of the problem at 9:30 am. The crew arrived at the site at 10:00 am and the blockage in the downstream manhole was cleared by 10:20 that morning. The basement had about 1 -inch of water in a tiled floor room and a 10 x 12 ft carpeted room. January 16 was an extremely cold day. When we called Service Master to come to the scene and assist in cleaning and sanitizing the basement, they were unable to respond immediately because of other broken waterline projects they were involved with. As a result, we called two other firms but they could not respond. We therefore requested Service Master to come to the residence as soon as possible. They arrived at 9:30 am Monday, the following day. Their initial effort was to vacuum, clean, dry, sanitize and deodorize the basement. The bill for that work was $150. The residents indicated they were concerned with the dirt on the steps as a result of the cleanup. Service Master returned on February 12 and cleaned the carpeted steps in the residence for an additional cost of $55. The residence experienced a total of three backups: the first on April 19, 1983 was a result of the downstream manhole blockage. The second was on January 10, 1988, exact cause was not known, and the most recent one on January 16, 1994 was a result of the downstream manhole blockage. It should be noted that there are three lines entering the manhole downstream of the property, with a fourth line which transports the flow from that area. As a result, any blockage in that manhole does receive a considerable amount of water from the three lines. It appears that the residence at 210 Sylvan Lane must have a relatively deep basement as this is the. only residence that experiences backups as a result of problems in the downstream system. It is not known whether or not this residence has a backflow preventor in their floor drains. If the traps are designed for a backflow preventer, this item should be installed or the trap could be considered for modification for a backflow seal.
