The Inspector of Buildings shall, before issuing permits for the erection of any building or structure, or for any addition to any existing building or structure, or for any alteration or repairs to any existing building or structure, upon application therefore, require the payment by the applicant for such permit of fees to the amount herein below set forth and in the manner herein provided to -wit: UNIFORM BUILDING CODE: Type 1, 2 & 4 - $2.15 for each one thousand cubic feet, or fraction thereof, in such cubical contents. Type 3 & 5 - $1.85 for each ®ne thousand cubic feet. ADDITIONAL INFORMATION For the purpose of computing fees for building permits, the cubical contents of any building or addition, is determined by multiplying the ground area covered from a point six (6) inches below the floor line of the basement or the cellar to the average heights of the upper surface or to the averagee height of the roof surface of the main gable of a pitched roof. For repairs or alterations to an existing structure, the fee shall be at the rate of $3.00 per each five hundred dollars ($500.00) or fraction thereof in the cost of all proposed work. If you would also inform our office when you have ceased your filling operations and have initiated your topsoil restoration so that our crews can proceed with the final clean up of the creek bed, I would be appreciative. ' Fridley, Minn. 55432 Dear Mr. Miner, On July 14, 1975 a letter was sent to your attention regard- ing the near completion of your filling operation in your rear yard area. Subsequent field investigations reveal that the re- taining wall is nearing its maximum load capacity and a significant amount of debris and waste material has fallen into the creek bed restricting the natural flow of water. Therefore, any further fill of this nature in the vicinity of the banks must cease to prevent a possible closure of the creek. It is my understanding that you are presently taking the steps necessary for an addition to the South of your existing house. When this construction is completed, topsoil restoration and some type of bank.stabilization will be required to insure against any future erosion of material into the creek. If some type of cover could immediately be taken care of, it would be beneficial as the existing material is technically in violation of the Anoka County Solid Waste Ordinance. I am enclosing a copy of the letter we received from the County clarifying this Ordinance for your information. Your cooperation in the restoration of this area will be greatly appreciated. You will note that the definition of solid waste includes all solid waste materials and only exempts dissolved solids in domestic sewage, earth and boulders. This definition of solid waste includes materials,. which some may call "clean fill," such as demolition wastes, concrete, and blacktop. Section 11 of the ordinance provides that no person shall permit property under his control to be used for the disposal of any solid waste unless a license has been issued. This would include sites for the disposal of industrial waste, demolition waste, concrete, black -- top,. trees, lumber, etc. Section XVI of the ordinance also .provides that no person shall deposit solid waste at any site which is not licensed. •I hope this information will help you. Whenever a creekbed, riverbed and/or the adjacent slopes are altered in any way, there are various agencies involved. If"you are still interested in trying to use some erosion control measures along Oak Glen Creek, your first step would be to contact the Anoka County Comprehensive Health Department to apply for a permit for the filling operation.
