BUILDING PERMIT FEE SCHEDULE
SECTIONN.2. The Inspector of Buildings shall, before issuing any permit for
the erection of any building or structure, or for any addition to any existing
building or structure, or for any alterations or repairs to any existing
building or structure, upon application therefore•, require the payment by the
applicant for such permit.of fees to the amount herein below set forth and in
the manner herein provided to -wit;
2=s For any'such'permit for the erection of any fire -proof building,
other than a,garage, warehouse, factory or grain elevator, or for the erection
of any fire -proof addition, for similar occupancy, to any existing building,
shall be at the rate of $1.40 for each one thousand cubic feet, or fraction
thereof, in such cubical contents.
2.2 For any such permit for the erection of any fire -proof garage,
warehouse, factory or grain elevator, or for the erection of any fireproof
addition, for similar occupancy, to any existing building shall be at the
rate of $1..25 for each one thousand cubic feet, classified as "fireproof01
by Section 502 of the Minneapolis Building Code.
HOUSES
2.3. For any such permit for the erection of any,non-fireproof
building, other than a -garage, warehouse, factory or grain elevator, or
any non -fireproof addition, for similar occupancy, to any existing building -
permit $1.00 for each one thousand cubic feet.
GARAGES
2.4. For any such permit for the erection of any non -fireproof garage,
warehouse, factory or grain elevator, or for the erection of any non -fire -proof
addition, for similar occupancy, to any existing building or for each such
building or addition - ninety,cents ($0.90) for each one thous.and.cubic feet
or fraction thereof, in the cubical contents thereof with the minimum of $4.00.
For the purpose of computing fees for building permits, the cubical.; Contents
of any building or addition to a uniform height throughout by multiplying the
ground area covered from a point six (6) inches below the floor 'line of the
basement or cellar to the average height of the upper surface or to the average
height of the roof surface of the main gable of a pitched roof.
2.5. For repairs or alterations to. an existing structure, the fee shall
be at the rate of $3.00 per each Five Hundied Dollars ($5UO.00) or fraction
thereof in the cost of all proposed work.
2.6. In no case shall the fee charged for any permit as set forth in
Section 2 be less than $4.00.

Enclosed for your review is only partial documentation of the nightmare
experience we are still dealing with in regards to the roof replacement for
our home and storage shed at the above listed address. Four Seasons
took it upon themselves to tape out a permit with the City of Fridley, (on
July 29th) Prior to receiving approval from our Insurance Company. As a
matter of fact, on July 31"% 1995, they contacted our insurance company,
were told the claire was approved with the exception of the upgraded
shingles, and they proceeded to start the job on that very day (without
our knowledge). According to our neighbors, at approximately 7:30 am a
crew began the tear off and finally quit at around 6:00 saying they ran out
of shingles. It was not until August 6th that they returned to do the last 2
bundles they were short on. This was only the beginning of our problems.
It is Four Season's claim that "'EXPERIENCE COUNTS" AND "QUALITY IS
NOT EXPENSIVE - IT'S PRICELESS". Our roofs did not receive the
experience and quality promised on their marketing materials.
On the advice of an attorney, who specializes in Construction Law, as well
as numerous contacts with City and State oicials, we are submitting this
letter of complaint along with copies of the original estimate for the
removal and replacements of both roofs, the "Failed" Inspection Report
from the City of Fridley dated 08/07/98 and the subsequent letter of
"Intent to Lien" sent by Four Seasons after months of sporadic attempts
to correct items listed later in this letter or to finally FINISH this project!
Therefore, the City of Fridley has been unable to give the job its final
inspection approval.
The following is a partial reproduction of a list given not once, but twice to
Four Seasons after their repeated "surprise" that the roofs were not only
still unfinished, but that there were numerous concerns about the
••quality" and "correctness". After receiving numerous promises of
coming back `tomorrow" to finish up / correct the problem - - and no one
showing up, it's easy to see why the frustration level has become
unbearable.

for future gutter cleaning- tar smeared all over....... PROBLEM CORRECTED.
WHIRLY BIRD TURBINE VENT A broken shingle was tarred and pieced in like a
postage stamp.......... PROBLEM CORRECTED.
4- FURNACE STACK were f inch larger than the stock pipe - leaving la
rge
gaps. Then they tried to gob caulking to fill gaps instead of replacing with proper sized
materials. This caused interior water damage to our kitchen and family
room...... PROBLEM CORRECTED 8/25/98 (ON EXTERIOR ONLY).
❖ BATHROOM VENT : Placed raw caulking over the old caulking -
•®• KITCHEN VENT : Some thing - never removed old product before replacing with clear
silicone caulk- Seal on both vents were compromised die to faulty installation
techniques_-.. PROBLEM CORRECTED 11/98 after repeated complaints.
❖ FIREPLACE : open gaps at North & South comers - old flashing was hack cut and left
in place while new al? was then just bent over the old flashing- this allowed water
damage to interior ceiling in family room---- PROBLEM CORRECTED ON EXTERIOR ONLY
- INSIDE DAMAGE NOT CORRECTED.
SHINGLES : This crew cut shingles on top of the newly replaced shingles - cutting
slashes into the shingles they had already placed on. Also, this crew used "reject"
shingles that other contractors do not use because they have lost their protective coating.
•®• The 8+ -person crew that Four Seasons sent over was totally unprofessional. They
consistently arrived wit any notice to us or our teenaged daughters. The treatment
we received by Four Seasons "management" personnel was equally disturbing. The crew
did a totally horrible job (the lack of quality, esurience and craftsmanship is easily
apparent). Our discussions with Four Seasons were a practice of them blowing sunshine at
us- - -they would Promise to come on a certain date and time and not follow through.
Even the more pleasant toned conversations with Mark Rogers ( their on again - off again -
now subcontracted fix it ) were always disappointing in the end due to no follow
through. The smaller but no less aggravating unprofessional tactics included using our
garden hose (that was wrapped up on a hose rack) leaving it covered with black tar and
throwing it back towards the rack, draped over the shrubs. Nails and debris from both
the old roofs and the newer materials used in the replacement were left all over the front
and back lawns as well as the driveway and on the roof. Large pieces of shingles and
other roofing debris were left in the attic on top of the insulation. Apparently tly this debris
was easier to sweep into the vent openings once the vents were removed than to sweep
into the yards for me to pick up later. Nails used on the shed roof actually protrude
through roof and its eaves creating a safety hazard.

resources are available to help us achieve a resolution. We would also ask
that this company not be allowed to prey on other consumers in the future.
Serious caution should be used before renewing Four Seasons current
Minnesota License #20135780, which expires March 31, 1999.
Besides the enclosures promised at the start of this letter, we would be
happy to provide your office copies of photos and videotape documentation
and a personal chronological log of events.
