BUILDING PERMIT FEE SCHEDULE
SECTION 2. The Inspector of Buildings shall, before issuing permits for the erection
of any building or structure, or for any addition to any existing building or structure,
or for any alteration or repairs to any existing building or structure, upon application
therefore, require the payment by the applicant for such permit of fees to the amount

of the main gable of a pitched roof.
For repairs or alterations to an existing structure, the fee shall be at the rate
of $3.00 per each five hundred dollars ($500.00) or fraction thereof in the cost
of all proposed work.
In -no case shall the fee charged for any permit as set forth in Section 2 be less
than $7.50 plus $.50 state surcharge.
VERIFICATION OF FOUNDATION
NOTE: Permits for construction will be issued a minimum of 24 hours from the time
of application to allow for proper review of the proposed structure and of the
construction site.
A Certificate of Survey of the lot, showing the location of the foundation once it
has been constructed will be required before proceeding with the framing.
CERTIFICATE OF OCCUPANCY
Application for a Certificate of Occupancy shall be made ten (10) days prior to the
use or occupancy of any structure for which a building permit has been issued; and

Enclosed is our findings and recommendations for the above
mentioned project. One boring was completed to obtain soil
profiles and bearing capacities.
The boring indicates a black organic clay loam down to a depth of
3 feet, below a layer of top soil. Basal soil is a brown clay
from 3 to 8 feet, and a brown sandy clay loam from 8 to 15 feet
at depth. Cone penetrometer reading for the boring are low
(e700) down. to 6 feet in depth where they increase to higher
values. Ground water was encountered in the borings at 5.4 feet
in depth, relative elevation 89.51, as evidenced by standing
water level in the bore hole, and the saturated condition of the
soils.
It is recommenced that the organic soil be removed and a granular
fill be ready for immediate placement, due to the high water
table, then compacted, up to desired footing elevation. With the
native soil, an allowable bearing capacity of approximately 2000
psf is obtained.

SUBSURFACE SOIL INVESTIGATION
FOR
PROPOSED ADDITION TO SINGLE FAMILY RESIDENCE

INTRODUCTION
This report summarizes the findings of a subsurface soil
investigation completed by Allied Test Drilling Company in the
City of Fridley, Minnesota, as per the above title block. The
proposed construction is an addition to an existing single family
residence, the addition will be similar to a tow story spit entry
walkout. The work was performed for Tom & Diane Campbell, care
of Artur Paul Burnevik, of Architext Design Center, hereafter
referred to as the "Owner".
One soil borings was accomplished within the project area to
establish soil profiles, water table elevation, inplace soil
compaction or firmness, and other information. From this data,
recommendations were developed for foundation and slab design.
The proposed addition is to be added to the rear portion of
existing house. The site slopes down away from the house to a
pond in the rear of the property. Vegetation on the site
consists of grass, shrubs, and trees.
- ALLIED PROJECT 90124 -
BORING LOCATIONS AND ELEVATIONS
The boring location was chosen by Architext Design Center
and modified by Allied Test Drilling Company as required.
Factors in locating boring were possible structure location,
accessibility, obstacles, terrain patterns, likely offsets
required, etc. Insofar as practical, borings were placed in an
attempt to obtain soil profiles and data representative of the
site.
Refer to the drawing attached to this report for a sketch of
boring locations. In addition, borings were marked in the field
with lath.
Ground surface at each boring was determined referenced to
the Northwest corner of the garage slab of the house, assumed
elevation 100.00. The elevations for the boring hole, pond, and
walk in of the house, are given on the boring location sketch and
the boring logs.
FIELD INVESTIGATION
Soil sampling was performed in accordance with ASTM:D3441.
Using this procedure, a testing cone of 35.6 mm in diameter with
• a 60 degree apex angle. It is driven into the soil and the
resistance to penetration is measured as hydraulic pressure at
one -foot intervals. Allowable foundation pressure is determined
from this penetration together with soil classification. See
attached description sheet (color -coded yellow) in appendix.

As the samples were obtained in the field, they were
visually and manually classified by the crew chief in accordance
with ASTM:2487-85 and 2488. Representative portions of the
samples were then returned to the laboratory for further
examination and for verification of the field classification.
Logs of the boring indicating the depth and identification of the
various strata, bearing values (cone pen), the laboratory data,
water level information and pertinent information regarding the
method of maintaining and advancing the drill holes are attached.
Charts illustrating the soil classification procedure, the
descriptive terminology and symbols used on the boring logs are
also attached.
SOIL BORING RESULTS
Attached is the log for the boring together with a key
explaining terms and entries. The depth of individual layers of
soil may vary somewhat from those indicated on the logs due to
the inexact nature of auger sampling, unsampled intervals, and
most importantly, the occurrence of transition between soil
layers.
The boring indicates a black organic clay loam down to a
depth of 3 feet, below a layer of top soil. Basal soil is a
brown clay from 3 to 8 feet, and a brown sandy clay loam from 8
to 15 feet at depth.

Cone penetrometer reading for the boring are low (<700) down
to b feet in depth where they increase to higher values. Ground
water was encountered in the borings at 5.4 feet in depth,
relative elevation 89.51, as evidenced by standing water level in
the bore hole, and the saturated condition of the soils.
There is no mottling of soils at a depth to indicate maximum
anticipated water level. Mottling indicates past, and thus
possibly future, ground water level.
In any event, it is again emphasized, as noted in the
attachment, that ground water may vary as a function of many
variables, especially changes in the pond elevation, development
patterns, undeterminable within the time frame, scope and budget
allowed in this investigation.
CONCLUSIONS AND RECOMMENDATIONS
The following conclusions and recommendations are based upon
interpreted results of boring logs and other information.
Because the borings represent a small portion of the site in
relation to the proposed area of work, ongoing review of
construction should be carried out. If additional excavations
reveal subsurface soils of a different nature than those observed
in the borings, the Soils Engineer should be contacted for
possibly revised recommendations (see #b below and the following
"Limitations of Investigation").

1. General Site Suitability
Based upon interpreted results of the borings, it appears
that the site has some limitations regarding suitability for
construction. These consist of the presence of soft and organic
soil unsuitable as support material, and the need to adapt the
site to conform to the proposed construction.
2. Initial Site Preparation
As a first and general recommendation, the site should be
cleared of all vegetation, organic, loose or otherwise unsuitable
soil, debris and boulders (3+) prior to structure or fill
placement. Based upon boring evidence, this will require
excavations to the bottom of soft soils depth 6 feet. Since the
proposed construction is a split entry walkout with frost
footings this excavation would be still required.
Exact definition of excavation requirement throughout the
building pad area is difficult to certify as variations may occur
at other locations not in the vicinity of the boring. The depths
of excavation as given above should not be taken as an absolute
guarantee, nor should straight line interpolations be made.
Rather, this judgment is tempered by the advisory that the Soils
Engineer or his representative inspect the base of excavation.
The bottom of the soft layer is usually the indicator of
suitability. This zone should be "followed out" until it either
disappears, extends beyond building pad oversizing, dissipates,

or daylights. Special attention should be given to the "1:1+1"
oversizing requirement, note in #5 below. Excavated organic
material should be disposed of offsite, or in landscaping areas,
where the bearing of weight will not be required. It is possible
that excavated soil may have an opportunity for salvage and reuse
as fill if it kept free of any organic material and compacted
when placed.
The base of excavation, being just into groundwater in most
instances, may be somewhat prone to destabilization upon
excavation or disturbance. Additional construction techniques,
such as sumping or dewatering, laying of geotextile fabric, etc,
may have to be employed. It is suggested also that the granular
fill be ready for placing immediately after excavation. It may
be necessary to use Class 5 fill material which can give a more
stable base than pit -run granular material.
Upon the proper base of excavation fill may be placed if
required to bring the building pad up to desired grade. The fill
should be placed, compacted, and tested as per the "Fill
Placement" section (#5 following). Refer to subsequent sections
for more detailed and specific recommendations for each
structural component.
3. Foundations
For purposes of proposed construction, foundations and fill
to support foundations must rest upon and over mineral (non -

organic) soils of adequate bearing value. Normally, an allowable
foundation bearing pressure of 2000 pounds per square foot (psf)
or more is desirable for a structure of this type. If this
cannot be achieved, alternatives may include spread or extending
footings deeper using lower compacted (engineered) fill.
This analysis of soil for foundation purposes is based on a
single splint entry family full basement walkout construction.
Given likely footing elevations, topography and soil boring
results, it is anticipated that all footings will rest upon
virgin soil.
The site should be corrected, if necessary, as outlined
above. When any footings come near existing basal soil, this
soil should be examined closely regarding suitability for the
purpose. There should be no roots in otherwise clean foundation
soil. If present, the zone of roots should be subcut out or to a
depth of a least one foot below footing level. Small roots may
then be left inplace.
Using the above method, an allowable foundation bearing
capacity of 2000 psf may be utilized (normal spread footing at
the perimeter). The Cone Pen obtained for footing levels range
form 1000 to 2100+. When these values are used with the type of
base soil, a clay to a sandy clay loam, and using compacted fill
below the footings, an allowable bearing capacity of
approximately 2000 psf is obtained.

Footings should be placed at least 4 feet below grade line
for frost protection.
After fill placement there should be no excavation outside
of the building pad area which intrudes into the "1:1+1" fill
zone below footings noted below in #S "Fill Placement" section.
Prior to footing installation, any soil loosened in the
excavation process should be thoroughly recompacted. Footings
should have reinforcing steel placed longitudinally, lapped
properly and continuous around all corners for footing continuity
and stability.
The alternative of filling over existing soils, without
correction, is not advisable as the soft soils have a low
allowable bearing capacity. Settlement of the structure,
possibly differential, with accompanying damage, will likely
result.
4. Slabs
Slabs should also rest upon and over mineral soil of
adequate bearing strength. With engineered fill to the level of
the lowest floor slab, this strength should be adequate. Slabs
should have clearance from maximum anticipated ground water level
and be protected from intrusion by surface waters. This
clearance should be four feet or more (not a building code
requirement, but advisable).

The existing mineral soil upon this site or this soil with
fill thereon is capable of adequate slab support provided that
excavations are carried out in accordance with the above
recommendations including the inherent warnings above.
Immediately beneath the slabs, clean granular (free -
draining) material with drain tiles should be place and
thoroughly compacted.
Groundwater in the vicinity will quickly reflect changes in
local lake level. Hence, slab elevation would be set
accordingly. It is up to the volition of the Owner as to how
much to "crowd" this advisory. If the groundwater advisory is
crowded at all, then a superior subslab drain tile system will be
necessary, placed outside and below footings.
Using this method, the existing mineral soil and fill
thereon will be capable of adequate slab support.
5. Fill Placement
Fill material, as required, should be mineral soil,
preferably granular or clayey as required in above sections, free
of debris, boulders and organic material. Fill should be placed
and compacted in a manner that will allow complete compaction of
the total fill layer to 98% of standard maximum density according
to ASTM D 69B in the building pad area. Required compaction
should be maintained at 98% for fill levels S feet and deeper
below grade.

A soil compaction tests should be conducted at the proposed
depth of excavation and for every two feet of fill in appropriate
portions of the area.
The top of fill should extend at least one foot horizontally
beyond the structure pad or footing limits. The fill surface may
then extend downward and upward on a 1:1 slope to competent soil.
If the fill slope is unconfined by other soils, the downward and
outward slope should be flattened and stabilized. Also, no
unremedied excavations should be carried out within the are
delineated by the "1:1+1" rule.
When computing fill oversizing, finished grade should be
used as fill height. Edges of frost level footings may be used,
but only if the footing wall can effectively function as a
retaining wall, holding interior subsoils.
6. Inspections
The Owner should retain a qualified geotechnical engineering
firm to inspect excavations prior to placement of any
construction material and to perform density testing and other
testing as necessary. This firm should bear full responsibility
for understanding this report, correlating data, and making
proper interpretations. It is especially important in this case
due to inplace soil conditions and the nature of site correction
required. We recommend our affiliated, INSTANT TESTING COMPANY
for any inspections and tests required in fill placement.

7. Final Site Topography
The final soil surface should be graded to provide adequate
drainage from structures and hard surfaces so that as little
water as possible infiltrates into soils adjacent to the
structure, The areas adjacent to footing walls should be
adequately compacted, not loosely placed, to avoid this zone
acting as a "sump" and creating nuisance water conditions.
LIMITATIONS OF INVESTIGATION
The Soils Engineer has prepared this report in accordance
with generally accepted soil and foundation engineering
practices. Because the borings represent only a small portion of
the total site and for other reasons. Allied Test Drilling
Company does not warrant that the boring are necessarily
representative of the entire site but only of the boring
locations at the time of investigation.
Because of the influence of various construction procedures
on site suitability, methods presented in this report may lead to
a successful installation of the foundation, slabs and pavements
only if appropriate review of construction is carried out by the
Soils Engineer or his representative. Construction review should
be considered an integral part of the design.
The scope of this report covers only the suitability of soil
for foundation and slab support and does not warrant or certify
the site as buildable regarding compliance with any other

requirements such as building codes, local or state ordinances,
federal rules and regulations, etc which may or may not be
applicable.
This report and all supporting information is provided only
for the use of the Owner and his consultants for the described
purpose.
Allied Test Drilling Company has backfilled the boring holes
as well as possible under existing conditions with native
cuttings. The Owner should periodically check boring hole
(frequently at first, then after each change of season) for signs
of settlement. Any settling that does occur should be backfield
with additional material, preferably a free-flowing granular
material. This monitoring should continue for at least one
season until no additional settlement is evidenced.
Samples of soil from the borings will be retained in the
office of Allied Test Drilling Company for a period of 90 days
from the date of testing. After 90 days, the samples may be
discarded unless a request to retain them for a longer period.

METHOD OF INVESTIGATION
CONE•PENETRATION TEST OF SOIL
The Cone Penetrometer Test, or "Dutch Cone Test", of
inplace soil compaction supplies data on the engineering
properties of soil which can be used as a guide in design-
ing earthworks and foundations.
To perform this test, power flight auger borings are
accomplished to establish soil profiles in the vicinity of
proposed construction. The augers are advanced into the
F ground by mechanical/hydraulic means and withdrawn every
five feet. This portion of the test is performed in accord-
ance with ASTM 0 1452, "Soil Investigation and Sampling by
Auger Borings". Nature of subsurface soil is determined by
observing and sampling disturbed material found on the flight
auger. Representative samples are retained, sealed and stored
for future testing or reference, if necessary.
Prior to drilling each five-foot increment, inplace soil
compaction is tested by the cone penetrometer in accordance
with ASTM 0 3441, "Deep Quasi -Static Cone . . . Penetration
Tests of Soil". The basic testing device is a cone, 35:.6 mm
in diameter with a,60 a apex angle. It is driven into the soil
by means of a rod rigidly attached to the cone. Resistance to
penetration is measured as hydraulic pressure at one -foot in-
tervals. Allowable foundation pressure is determined from
this penetration resistance together with soil classification
and other data.
Testing by this method is usually performed to fifteen
feet of depth unless conditions such as footing depth, un-
suitable soils at proposed termination, etc, require addition -
testing.
Soil Classification
Soils were classified by field personnel and verified by
the Soils Engineer according to the Unified Soil Classification
Method in accordance with ASTM D 2488, "Description of Soils
(Visual -Manuel Procedure)". A summary of soil class types is
attached to this report.
Groundwater
To establish possible occurence of groundwater in the
region of testing, one or more boring holes were allowed to
stand for a period of time, that period depending upon the
free -draining nature of soils encountered, and then checked
for standing water or cave-in prior to backfilling. In ad=
dition, soil samples were checked for mottling (discolloration
in streaks due to fluctuation of water level) and saturation.
However, because of the nature of soil and various meteo-
rological and geological influences which occur over a large
area and time span and which can affect the site, an accurate
measurement of highest annual groundwater could not be deter-
mined in the time frame allowed for the investigation. Indi-
cated levels, if any, are for the time of testing only.

Dear Mr. Campbell:
A mechanical permit was issued on June 20, 2000 to install a furnace and air conditioner at your
address. According to section 305 (a) of the 1991 Uniform Mechanical Code, a final inspection
shall be conducted on the mechanical work authorized by this permit. As of this date, no
inspection has been called for.
The permit fee that was paid covers the inspections to make sure the work was completed
according to the Mechanical Code. We will keep your permit open for another 30 days and if we
do not hear from you within this time to set up the inspection, we will expire the permit and no
further action will be taken.
