BUILDING PERMIT FEE SCHEDULE
SECTION 2. The Inspector of Buildings shall, before issuing permits for the erection
of any building or structure, or for any addition to any existing building or structure,
or for any alteration or repairs to any existing building or structure, upon application
therefore, require the payment by the applicant for such permit of fees to the amount
herein below set forth and in the manner herein provided to -wit:
NEW CONSTRUCTION: Single Family Homes and Garages: $4.00/1,000 cubic feet.
PLAN CHECK: 25 percent of building permit fee.
DRIVEWAY DEPRESSION: (Concrete Curb Streets Only)
Alternate A: Removal and replacement of concrete curb and
gutter only; Driveway width plus 6 feet x $14.50
Alternate B: Removal andreplacement of concrete curb and
gutter and install a 3 foot wide approach with
6 inch depth; Driveway width plus 6 feet x $17.20
For the purpose of computing fees for building permits, the cubical contents of any
building or addition, is determined by multiplying the ground area covered from a
point six (6) inches below the floor line of the basement or the cellar to the
average heights of the upper surface or to the average height of the roof surface
of the main gable of a pitched roof.
For repairs or alterations to an existing structure, the fee shall be at the rate
of $3.00 Per each five hundred dollars ($500.00) or fraction thereof in the cost
of all proposed work.
In no case shall the fee charged for any permit as set forth in Section 2 be less
than $7.50 plus $.50 state surcharge.
_VERIFICATION OF FOUNDATION
NOTE: Permits for construction will be issued a minimum of 24 hours from the time
of application to allow for proper review of the proposed structure and of the
construction site.
A Certificate of Survey of the lot, showing the location of the foundation once it
has been constructed will be required before proceeding with the framing.
Application for a Certificate of Occupancy shall be made ten (10) days prior to the
use or occupancy of any structure for which a building permit has been issued; and
said structure shall not be used or occupied until a Certificate of Occupancy has
been issued.

Dear Property Owner:
Effective January 1, 1992, Minnesota Statutes require that most residential building
contractors, remodelers, roofers, and manufactured home installers be licensed by the
state. Specialty contractors who perform only one special skill (e.g. concrete &
masonry, excavation, carpentry, interior finishing) are exempt from state licensing.
Contractors who generate less than $15,000 in gross annual receipts are also exempt
from state licensing, but must obtain a certificate of exemption from the Minnesota
Department of Commerce.
The state license number of a residential building contractor must be placed on all
building permits and permit applications issued by a city or county. A license number
must also appear in a site plan review and all zoning permits. Cities and Counties are
prohibited by state law from issuing permits to unlicensed contractors who are
not exempt from licensing. In addition, it is a misdemeanor to perform
contracting work without a license unless the contractor is exempt from
licensing.
State licensing is intended to ensure a minimum level of competency and to afford
consumer protection. To accomplish these goals, licensed contractors must pass a
two-part examination relating to the construction trades as well as business
administration and law. Licensed contractors are also required to take seven hours of
approved continuing education each year and provide proof of liability insurance and
workers' compensation insurance (if required by law) as well as business ownership
documents to the state. Also, licensed contractors and remodelers must contribute to
the Contractor's Recovery Fund. This Fund is intended to reimburse homeowners who
obtain judgments of up to $50,000 against licensed contractors and are unable to
collect on their judgments. Homeowners who use unlicensed contractors will forfeit
their rights to access. this Fund. Licensed roofers and manufactured home installers do
not participate in the recovery fund, but instead are required to hold a surety bond in the
amount of $5,000 and $2,500 respectively.
Contractors are licensed and regulated by the Minnesota Department Commerce. To
determine the licensing status of a particular contractor, call the Department's Licensing
Division at (612) 296-6319 or 1-800-657-3978. Complaints against licensed contractors
can be directed to the Department of Commerce, Enforcement Division at (612) 296-
2594 or 1-800-657-3602.
The license number of a licensed contractor must appear in all advertising, business
cards, lien notices and statements, contracts and proposals.

The Chief Building Oficial shall, before issuing permits for the erection of any building or structure, or for any

Dear Sir or Madam:
A permit for updating an existing basement window to an egress window is requested.
The construction would be at 6281 Van Buren St. NE, Fridley, MN 55432.
Enclosure 1 shows the location of the egress window on the floor plan. Enclosure 2
shows a section for the proposed egress window. Enclosure 3 shows the estimated cost.
The Casement Window proposed for the egress window has the following specifications:
Window Size: 28 3/8" X 48 "
R O. Size: 28 7/8" X 48 %Z"
Net Clear Width: 21.375" (Exceeds Code requirement of 20")
Net Clear Height: 43.5" (Exceeds Code requirement of 41")
Net Clear Area: 6.46 SF (Exceed Code requirement of 5.7 SF)
The proposed egress window is approximately the same width as the existing window.
The height is substantially greater and will, therefore, require removal of existing
concrete blocks for the needed rough opening size.
