At no time should fill be placed against the exterior of a building wall unless that wall is of concrete. 1/ The problem is most severe between garages 16 and 17 and again between 13 and 14. The slab elevation difference is so severe at these two places that the only solution may be to build the lower portion of the lower structure out of concrete so that fill can be placed against it. I strongly suggest that on any future garages, that you consider placing at least one course of block under the bottom plates so that final grades can more easily be obtained without the danger -of placing fill against the wooden walls. The problems explained in paragraphs one and two above must be corrected as soon as possible and certainly no later than June 2, 1980.
