A final inspection was made on October 2, 1978 of the above address and
the following items were noted which must be completed before the structure
can be finaled out;
1. Provide sod in the front and side yards by November 15, 1978.
2. Provide a hard surface driveway by November 15, 1978.
3. Install scuttle door by October 16, 1978.
4. Install glass on one side of two sided fireplace by October 16, 1978.
5. Monitor 1/8 inch crack in foundation wall for three months. If the
crack does not enlarge, patch and repair.
6. Provide house numbers on structure by October 16, 1978.
We will expect the above items to be completed by the scheduled dates

INTRODUCTION
During the period of May 11 through June 1, 1978, we conducted a soil
investigation at the subject project® The investigation included in-
specting the excavation and testing the backfill.
The location of the proposed building and the excavation is shown on
the attached sketch.. We understand the house is to be a rear walk-
out design with the lower floor at about elevation 95' (with respect
to an assumed elevation of 100' at the center of West Danube Road
in front of the house).
The earthwork plan was to remove all organic and soft soils and re-
place them with compacted fill. The building would then be constructed
on the fill. We recommended that the excavation be oversized on a 1:1
ratio beyond the proposed footings.
The results and conclusions of our investigation were reported ver-
bally to the client and to Mr. Ron Holden, the Fridley Building In-
spector, on June 1st.

EXCAVATION INSPECTION
Excavation inspection was done on May 11th and May 12th.
The soil profile exposed in the excavation consisted of swamp deposits
in soft clay underlain by firm glacial till. Glacial till is considered
to be a suitable bearing stratum for support of a normal residence. The
contact between the surficial soils and the glacial till sloped up to
the south and west. The maximum depth of the excavation was at about
elevation 85' at the east end of the excavation.
There was a pond adjacent to the east of the excavation. The elevation
of the water in the pond was about 93'.
All swamp deposits and soft clay were removed, exposing the glacial till.
The oversize met our recommendations.
TESTING OF BACKFILL
The backfill used was a clean sand. It was placed directly on the ex-
posed glacial till.
The degree of compaction of the fill was tested by means of field density
tests and borings.
Density tests were taken to depths down to the groundwater which flowed
into the sand backfill. The standard proctor density was 113 pcf. Rela-
tive density was computed by dividing the field density by the proctor
density, expressed as a percentage. The tests were taken on May 26, 1978
and June 1, 1978.
Density tests cannot be taken below water level in saturated sand. Con-
sidering this,and since there was as much as 7' of fill below the water

level, we tested the underlying material by means of standard penetration
resistance (N values) and static cone tests (qc values). These were
done on May 26th. The results of the tests are as follows:

The tests at and below elevation 91' were taken on May 26, 1978. More
fill was then placed, and tests above elevation 92' were taken on August
lst. Glacial till was encountered below elevation 871.
CONCLUSIONS
Based on the results of our inspection and tests as reported above, it
is our opinion that the excavation and backfilling operations were done
properly and that the soil should provide adequate support for the house.

This is in reply to a request from Mr, Robert Todd of Harstad-Thdd
Construction requesting certification in writing of the footings at
5595 West Danube Road N.E.
I made a visual inspection of the site on June 11, 1978 and I met
with Mr. Bob Pendergast of Geotechnical Engineering Corporation on
the site. We accepted the soils excavation, back fill, and compaction
test results and recommendations of Geotechnical Engineering Corp.
in giving permission to place the footings on the lot.
We do not inspect drain tile installed on new houses primarily because
we do not have a standard by which to inspect drain tile, and we do
not require it on -new houses. We do however suggest installation in
some instances.

A mechanical permit was issued on May 10, 2000 for the property located at
5595 West Danube Rd NE for a furnace. According to Section 305(a) of the
1991 Uniform Mechanical Code a final inspection shall be performed on the
mechanical system. As of this date no inspection has been called for.
You will be given thirty (30) days from receipt of this notice to respond. If we do
not hear from you, we will expire the permit and any inspections on this
installation will require a new permit.
