Mayor Liebl said that he had received a call from Mr. Hamer who had some objection,
and asked to see a survey. The City Engineer brought a survey to the Council table
and there was some discussion with Mr. DeGardner at the table. Mayor Liebl asked
if this plan created a traffic problem in any way since it is a corner lot and
Mr. DeGardner replied no, there is no hazard. Councilman Mittelstadt commented
that there was some discussion about the drainage but he thought this was a
problem that should be worked out between him and the neighbor.

The City Engineer explained that this is part of a plan which was reviewed by
the Council on December 20, 1971. Phase.1 was approved and Mr. Zeis was under

for Phase 2 & 3 are basically a repeat of Phase 1 and he is asking that the
Council apprgve his request subject to any stipulations the Building Standards
may wish to impose at thier meeting May 18th, This would save him about 3 weeks

At your request, we have conducted a preliminary investigation of
soil conditions on your site at the locations you specified.
The following is a tabulation of data about your site:
METHODS:
The investigation consisted of exploratory soil borings to aid in
identifying soil and water conditions. We have indicated the
approximate locations of the borings on an attached site plan sketch.
Elevations are very approximate.
Borings were taken with a truck mounted CME 45 drill rig using
solid stem continuous—flight augers. Soils encountered in the
borings were visually and manually examined in the. field by the
soils engineer. The soils are classified on the basis of texture and
plastricity in accordance with ASTM D2487 "Unified Soil
Classification System" and a chart explaining that system is attached.
RECOMMENDATIONS:
' The firm, brown sandy clay encountered in the soil borings is suitable for the
support of the proposed structure. It is our opinion that these soils are capable of
' supporting footings proportioned to exert a bearing pressure of no more than
3000 pounds per square foot.
The loose silty sand and soft clay are not suitable and should be removed by
excavation from the area of the proposed structure and from an oversize strip
' around the perimeter of the structure of one foot in width for every foot from the
footings down to the firm soil. Granular fill may then be imported and
compacted in layers to support the structure.
' The granular fill should consist of 100% crushed granular material meeting the
Minnesota Department of Transportation's Class 5 specification. The most
economical and suitable material for this purpose is usually recycled concrete.
The fill should be placed and leveled in the excavation in layers no thicker than 2
feet and the surface compacted using a suitable vibratory roller until no further
settlement is noticeable from further passes of the roller. When the fill has
' reached basement footing level, the structure can be built using conventional
techniques. The basement floor shall be supported by either a grid of concrete
' piers approved by a structural engineer or by the above stated granular fill.
STANDARD CAUTIONS & LIMITATIONS:
We measure the depth of any ground water that may have
' accumulated in the borings, immediately at completion of the
borings. We do not monitor the borings over a period of time.
Borings left open are a hazard to pedestrians, leave an opening for
polutants, and quickly cave in rendering any measurements of little
value. The water levels we observe are thus only an indication of
' an immediate and rapid flow of water into the boring indicating that a
drain tile system might be overtaxed in such soils. Slow inflows may
not be detected and variations in rainfall can affect around water levels.
While it is our opinion that a properly designed and installed
drain tile system and submersible sump pump will keep most
' basements dry and should be a standard part of all new
construction, we make no guarantees in this regard.
' Of necessity, the area of the borings in relation to the area of
the site and the depth of the borings are limited. Suggestions
and recommendations of this report are opinions based on data
' obtained from the borings.
If upon excavation, conditions that are not consistent with the
Iborings are revealed, it is agreed that you will notify us so
that we may gather further information and modify our opinion or
' indicate that no modification is necessary in a written addendum
to this report; or failing to engage our services to prepare such
written addendum, it is agreed that you proceed at your own peril.

Dear Mr. Rose:
A plumbing permit was issued on September 7, 2001 to install a water softener at
your address. According to Section 4715.2800 of the State Plumbing Code, a final
inspection shall be conducted on the work authorized by this permit. As of this date,
no final inspection has been called for.
The permit fee that was paid covers the inspection to make sure the work was
completed according to the Code. We will keep your permit open for another 30
days and if we do not hear from you within this time to set up the inspection, we will
mark the permit "no inspection called for" and take no further action.
