Purpose: Approval of riparian improvement to the shoreline of
Moore Lake. Applicant proposes to construct a 74' long
retaining wall along the shoreline of Moore Lake.

The exhibits submitted show compliance with the Rules, Regulations

of the retaining wall and extended out along the bed and secured
to prevent undermining of the retaining wall foundation.

They found the project as planned to be in accordance with the Rules and
Regulations, and Gaideli.nes of the District and therefore approved the
permit as requested, with the following stipulations:
Filter fabric is to be attached to the watenaard side
of the retaining wall and extended out along the bed and
secured to prevent undermining of the retaining wall
foundation.
A followup inspection will be conducted at the project site to assure com-
pliance with all agreements, terms and/or stipulations to this Permit. Fail
fire to comply with the foregoing may result in rescission of the Permit, and'
` is in violation of Chanter 112.59 MSA, a misdemeanor.
This document is not transferable, and is valid for one (1) .year after the
date of issuance. If no construction activity has occurred after the one
year time period, this Permit must be renewed. If construction is underway,.

President Petrangelo called the meeting to order at 7:35 P.M. in the small Conference
Room at Shoreview City Hall. Petrangelo explained to the other Managers that he had
agreed to allow the City of Roseville to address comments to the Board, stipulating
that there would be no discussion, since the item was not on the Agenda.
Engineer Weidenbacher added two items to the Agenda under Engineer's Report: #4.
Final Estimate 1979 Upstream Improvements --Carl Bolander, and #5. Bank Repair, County
Ditch #12 at Bethel College. The Managers placed City of Roseville's request for
improvements to County Ditch #4 South of Lydia on the Agenda, to be addressed when
the City representatives arrive.

Monitoring Program Proposal, dated May 7, 1981, was distributed to the Managers.
Petrangelo stated that the Board is cammitted to continuing the Monitoring Program
by the Grant Agreement. Petrangelo noted the Minutes of April 16 meeting reflect
the discussion of a Monitoring Program costing $78,000, while the revised Proposal
in -hand shows a figure adjusted down to $67,842. Petrangelo suggested further
discussion of this item be pursued after arrival of Manager King.

2. Recommendation for Long Lake Restoration. Engineer Weidenbacher stated that
tonight was the target date for making the recommendation for In -Lake treatment to
restore Long Lake. He brought the Managers up-to-date on what has transpired
over the last month: on May 19 a meeting was held at the P.C.A. for discussion
of methods available for up -grading Long Lake. Those present were: Managers
Cardinal and Harstad, Joel Schilling, Pete Willenbring, Tom Sinn, Craig Offelt,
Joe Shapiro (representing the Ramsey County Evaluation Team), Bob Hamilton of
the Citizens' Advisory Committee, John MacLennan and John Erdman of E.A. Hickok &
Associates, and Engineer Weidenbacher. All agreed that Long Lake is the target lake
of the whole project, and if dredging was no longer the preferred route to achieving
some improvement in the Lake's quality, then all were willing to consider other
means. One alternative was the Riplox or calcium nitrate treatment of the bottom
sediments to fix the phosphorus in the Lake. Another idea was the fact that there
exists a fairly large drainage area, approximately 400 acres, situated between
I35W and the Long Lake Inlet of County Ditch 4. The area is significant because
it primarily drains urban areas, is high in nutrients, and it is downstream from
the Wetlands Treatment System as proposed for the LL/COL Project. Result being
that the District is spending a lot of money to improve water quality in Long
Lake via County Ditches 2 and 4, but is doing nothing with that last 400 acres
tributary to County Ditch 4 just before it enters Long Lake. The idea is to use
that wetland area for treatment and nutrient reduction in the stormwater for as
match of that 400 acres as possible. Joe Shapiro suggested some other alternatives:
rough fish kill in bong Lake, alum treatment in the Lake and fish manipulation.
Another item that was mentioned was possible improvements to County Ditch 4 South 5
of Lydia in the Lake Oasis area. Weidenbacher said none of these was discussed
at great length --but there was discussion in great detail of the need for E.A. Hickok
& Associates and the Environmental Research Group to make sure each had the other
data and agreed on the data base. From that point a combination of items could
perhaps result in an improvement in water quality in everyone's estimation. A
follow-up meeting was planned at Arden Plaza Conference Roan the morning of May 21
with the following in attendance: Joel Schilling, Terry Noonan, Hal Runke, Joe
Shapiro, Pete Willenbring, John Erdman and Bill Weidenbacher. As a result, it
was discovered that there are two reports still not circulated to Hickok & Assoc.
Those two reports were scheduled to be delivered this evening The plan of procedure
is that Hickok & Associates come up with their interpretation of data, and make
final recommendation concerning In -Lake treatment and whether it would be valid
and cost-effective to treat that wetland in the SW quadrant of 694/I35W. This
material would be made available to other consultants and their canments along with
Hickok's recommendation would be presented to the Board of Managers at their
June 18 meeting for a final decision on Lake Treatment. One thing complicating
matters is that the Ramsey County Evaluation Team (Hal Runke and Joe Shapiro) _
can no longer work on this project with conpensation after May 31 because their
Grant period ends at that time. Weidenbacher requested an estimate of their time
and costs and discussed the figures with Gene Hickok & John MacLennan. Manager
Petrangelo asked what Runke/Shapiro have that the District would buy. Weidenbacher
explained that they are scientists, and could care up with different interpretations
from those of an engineer. In effect, they would be giving a second opinion. Discus-
sion followed on whether the Managers would authorize funds to finance a cross-
checking of data after May 31. Manager King questioned the possibility of doing
the cross-checking within the next 10 days. Weidenbacher stated that John Erdman
was not available until after June 1, and Weidenbacher wanted him involved.
At this point, the Watershed District meeting moved to the Council Chambers.

Upon arrival of the City of Roseville representatives, President Petrangelo sug-
gested. that the Board hear them regarding their solicitation of funds for improve-
ments to County Ditch #4 south of Lydia in Roseville. James Andre spoke first,
presenting a Resolution by the City of Roseville Council that the Watershed.
District reconsider the inclusion of such improvement in the Grant. Andre stated
that City of Roseville feels that since the dredging of Long Lake would have cost
approximately one-half million dollars, and since the dredging is no longer an
alternative, the City would appreciate having the Ditch improvement project included
with funds now available. Manager Harstad commented that Roseville has gotten
some misinformation, for while the dredging of Long Lake may no longer be the
method used to up -grade the Lake, the alternative chosen for the same purpose
will use the funds. Charles Honchell presented the plans as drawn for the
improvement to the County Ditch south of Lydia. Manager King requested Honchell
put together some data which the Board can review at another tine. Petrangelo
noted that the Minutes of the January 17, 1980, Meeting would be copied to the
Managers for their information as to why the project was deleted from the Grant.
Mayor Demos addressed comments to the Board including the events as they transpired
over the past four years, as seen from the City's viewpoint, in an effort to make
a case for reconsideration of Ditch Improvement.
Upon conclusion, Petrangelo assured Roseville representatives that their comments
are a matter of record and they will be taken under advisement, however, no dis-
cussion will be made this evening. Petrangelo thanked Demos, Andre, Honchell and
Drawn for caning.
The Chair then asked the Board to address Item #1, Long Lake Monitoring Program,
since Manager King was present. Discussion followed. Manager Harstad moved to
approve the revised proposal for the total Long Lake Monitoring Program in the
amount of $67,842 (includes $10,000 authorized 3-19-81) as outlined in a memo
from E.A. Hickok & Associates dated May 7, 1981. Manager Cardinal seconded the
Motion. Discussion ensued, including whether leasing or purchasing samplers is
the better alternative. (It was decided that leasing is the better alternative
when using State and Federal monies.) Upon a vote, the Motion carried with 4 ayes
and one nay (Manager King).
The Chair called for the Board to get back to consideration of the recommendation
for Long Lake Restoration, Item #2. Joel Schilling stated that the P.C.A. is
going to be looking at the analysis of data, regardless of whether ERG is involved
or not. Manager King asked what the Ramsey County Evaluation Team has that. the
Watershed could possibly use. Schilling responded that they got a much more detailed
flow measurement and sampling measurement on a much more frequent basis, and this
from the viewpoint of scientists. The consensus opinion of the Board was that the
Engineer be directed to utilize the information gathered by ERG and the Ramsey
County Evaluation Team to crone up with a Final Recommendation for Long Lake improvement
to be given at the June 18, 1981, meeting. The PCA will be reviewing this, and if
at that time the PCA decides not to participate, the Board will have the option of
a second opinion or analysis of the data.
Petrangelo questioned Weidenbacher as -to the most viable way(s) to accomplish
the improvement of Long Lake water quality. The Engineer stated that some sort
of In -Lake treatment in the South Basin of Long Lake, and treating the wetland on
County Ditch #4 would have the greatest impact.
Weidenbacher advises a request to the Federal Government by July, asking for a Grant
extension. Manager Harstad asked if the extension were granted, how long it would
take from start to finish. Weidenbacher said it could be finished by November 1982,
so a 6 -month to one year extension is reasonable at this point.

3. Final Plans and Specs on Lagoon Dredging. Roger Schilling was present to hear
the presentation of the Plan revisions as they affect his lot. Engineer Weiden-
bacher displayed the plans for Managers' information and discussed various as-
pects, including placement of a surged sand dike. Engineer said plans have
gone to the New Brighton Park Commission. They have been reviewing them, and have
not yet reported back. Les Proper took plans to the Environmental Quality Com-
mission, and they thought the plans were fine, but would like to know what is in
the muck that will be dredged to discover whether it will affect the park area
where it will be placed. Joel Schilling stated it's a good idea to check this, too.
Engineer advised of a change necessitated because City does not want dredged sand
placed in an area where they plan a pond. (Ramsey County had previously indicated
the site as a good place to dewater, but it turned out that they did not own the
property, and could not speak for the City of New Brighton.) The Watershed Dis-
trict must apply for a permit from City of New Brighton to do this. This won't
hold up bids because the clause will be in the Agreement that the bidder has the
right to cancel if any agency does not issue a permit. Weidenbacher reviewed
the Engineer's estimate with the Managers @ $163,050.
The Engineer advised Board a letter received frc n Jerry Guimont of the Long Lake
Lagoon Homemner's Association requested that the Lagoon be dredged to 9 foot depth,
and stating the District could consider the Lagoon as Sedimentation Basin #2.
The Association requests we notify them of the additional expense for the dredging
to greater depth, and this will be done after the bids are in. Manager King
suggests that written notification be given everyone along the dredged area
so that all are aware it could be all filled in within 2 or 3 years, or with
the next deluge. Time schedule: Advertise for bids, first publication on June 5
and for the next 30 days; receive bids on July 9, 10:00 A.M. at Arden Plaza
Conference Room, -and on July 16 Lang Lake Meeting, award contract subject to
EPA/PCA approval, start construction September 1, finish November 1. Manager
King asked if there was something in the document stating what happend if people
don't have their docks out of the way. Consensus opinion of Managers is to state
in a letter to all residents that they either remove their docks or the District
is not responsible for consequences, giving 30 days' notice. Engineer will do so.
Manager King moved approval of the plans reflecting all changes as reviewed
and the specifications as submitted by Eugene A. Hickok & Associates, and that
the District advertise for bids June 5 and -30 days thereafter as proposed, bids
to be taken July 9, adding the alternate price per CY for the option of dredging
to a depth of 9 feet, as suggested by the Homeowners' Association. Motion seconded
by Manager Harstad. Carried unanimously.
4. Final Estimate 1979 Upstream Improvements --Carl Bolander. Engineer Weidenbacher
requested Board approval subject to Carl Bolander sending in final detailed
paperwork. He reviewed each item with the Board. Total of work performed to
date is $87,284, Total paid to date is $82,856, leaving a balance due Bolander
of $3,428. Engineer recommends payment of that amount subject to Bolander's
submitting detailed cost estimates on Site #1 indicating the reduction in the
culvert cost. Cardinal moved approval as presented by the Engineer, seconded
by King and passed. Engineer stated that with this payment, we begin the one-
year warranty of Bolander's work.
5. Bank Repair County Ditch #12 at Bethel College. At the head of the Ditch,
on the South side, which is very steep, the seed and mats have sloughed off.
We had Northern Contracting sod it, and in the Spring the sod slipped again.
Bethel College called the Engineer and he asked Bethel to arrange to take care
of that repair. They had their landscaper, Margolis, give a price for a retain-
ing wall on that slope: four 4' long, 4' high wood retaining walls at a cost of
$6,679. Managers accepted this as an informational item.

on June 18, 1981, to again consider the Long Lake/Chain of Lakes Improvements.

ENGINEERS' REPORT:
1. Discussion on Long Lake In -Lake Treatment. Engineers distributed a memorandum
dated June 18, 1981, which contained the recommendation, the justification
for the rendation and predicted water quality improvements for Long Lake:
in place of dredging originally proposed to remove muck deposits in the littoral
area of Long Lake, that all muck deposits in both the North and South Basins
be chemically treated by injecting calcium nitrate directly into the bottom
sediments at an estimated cost of $350,000. Engineers further recommended that
additional data be collected to determine if any substantial nutrient release
is occurring from the non -muck sediments in the South Basin. Discussion
followed. Treatuent of the runoff from the approximately 400 acres in the
area of the Southwest quadrant of I35W and I694 was also discussed. The need
for a treatment basin in New Brighton was expressed. Engineers are to look
for additional treatment North of Poppyseed Road, and bring back figures on
that wetland at 694/I35W at the July meeting. A final decision will be made
at the July 16 meeting on the n-lethod(s) to be used for the restoration of
Iong Lake.

2. Consideration of estimate from C.S. McCrossan on the Sedimentation Basin.
Engineer Weidenbacher reviewed with the Managers McC:rossan's Payment Estimate
No. 4, dated June 16, 1981. Adjusted Contract sure: $152,035.60. Total com-
pleted to date: $138,867.30, less 20 retainage ($2,777.35) leaving total
earned less retainage at $136,089.95, less previous payment of $75,171 leaves
$60,918.95 payable at this time. Manager Cardinal moved approval of Payment
Estimate No. 4 in the amount of $60,918.95; seconded by Manager Harstad and
passed.
3. Discussion of bong Lake Funding --Basic Water Management.
There was discussion of the valuation within the District, now as opposed
to three years ago. Engineer Weidenbacher stated the Board will want to
figure the amount that will cover Pike Lake and Lake Johanna studies, add
on the amount the Board wants to spend yet on Tang Lake and pass a resolution
establishing a mill rate for the four commum_i.ties involved. He reminded the
Managers that Attorney Murray has verified that a public hearing is not neces-
sary at this time. Weidenbacher suggests levying 1/3 mill the first year and
then adjust the figure the last year for what is required. This figure must
be to the Auditor by October 1. Engineer stated he wants to get an amended
vork plan to the E.P.A. by August.
Bill Barrett, 1101 2nd Street NW, New Brighton, has inquired again about some
settlement for trees removed from his property during work on County Ditch #2.
Manager Harstad will inspect the site and report back to the Board..

meeting on the Long Lake Improvements Project will be July 16, 7:30 P.M. at
Shoreview City Hall.

President Petrangelo called the meeting to order in the Council Chambers at
Arden Hills City Hall at 7:30 P.M.
APPROVAL OF THE ALMA:
Engineer Willenbring requested the following Agenda adjustments: add 81-14 and
81-77 (this Permit 14pplication was later changed to C.S.M.P. 81-04) to the Consent
Agenda and change the recommendation on 81-77 to "Table pending site inspection."
Remove from Consent Agenda Table: 81-66, 81-72, 81-63, 81-53, 81-52. Also add
three Information Items: 5. Memorandum of Understanding with RSWCD, 6. Filling
of area North of I694 and East of Lexington Avenue, and 7® Ramsey County request
to trap beaver in County Ditch #1.
Willenbring noted the addition to the Engineer's report of a map of the District
with those areas under discussion for the evening so marked. Weidenbacher requested
Managers' respond regarding this change. It is offered so that each Manager can
quickly note those Permit Applications in the County he represents. President Pet
rangelo said the Board will take this under advisement.

Mrs. Torpe informed the President that the Citizens' Advisory Committee and Con-
cerned Residents for Environmental Quality (CREQ) request to be heard when the
Board considers Permit Application #81-48. Manager King moved to accept the
adjusted Agenda; seconded by Cardinal and passed.
APPROVAL OF THE MINUTES:
1. May 13, 1981 Meeting. Manager King requested the following addition to Item
#4 under Attorney's Report on Page 5: "During discussion which covered the
pros and con'b of an instrument of this type in lieu of cash surety, it was
agreed that this is the only letter of credit that will be accepted ."
Manager Cardinal moved approval as amended; seconded by Manager King and passed.
2. Consideration of Attachment 1 to the April 8, 1981, Minutes. Manager King
questioned the broad interpretation that might be given the words "practical"
and "cost-effective" as quoted from Weidenbacher's letter of 3-13-81,
stating that sentence does not.reflect his feelings at all. Weidenbacher
stated that the quote was from his letter of March 13, 1981, to Don Christoffer-
son. Discussion followed. Consensus opinion was that no qualifiers should
be given. Manager Scott moved the deletion of the phrase: . . . where
practical and cost-effective." Motion seconded by Manager King and passed.
President directed Administrative Assistant to note this on the Attachment so
that the Applicant becomes aware of the Board's position. Manager Cardinal
moved approval of Attachment #1 as corrected; seconded by Manager Scott
and passed.
INSPECTOR'S REPORT:
Inspector Eklin reviewed a three-page report with the Managers, including 39
inspections. Duties delegated: Engineer to inspect grade at A.R.A. Services in
Roseville (80-104), and check Forest Lake Mall's Permit (74-73) and verify the
outlet structure required. Manager Cardinal to inspect the site. Inspector is
to contact signatory of PQM Development Permit application #81-72 and inform
them that they must construct outlet structure according to the plans permitted by
the District; also to re -check Roger Baron's site (80-124); and check with City of
Centerville regarding ditch work being done and the draining of a wetland located
on the West side of I351K and South side of County Road 14; write letter to David
Pokorney at City of Mahtomedi requesting the immediate establishment of cover
at the site by Diamond Estates; and send Warning and Order to Maroon and Gold
Sports Center (80-45) regarding erosion and baffle structure silted full; and
send Warning and Order to Forest lake School District #831 (80-135) regarding
Permit required for grading. Attorney is to require James Husnik to appear at
the next meeting to answer why he has completed Peltier Lake Hills residential
development without benefit of a Permit from the District—there is no outlet
structure built; and to contact Sidney Johnson who built Chandler Court Townhouses
(81-10) in St. Anthony without benefit of a permit from the Watershed District des-
pite

the Inspector on his Report and moved approval of the expense claim dated May 27, 1981;
seconded by Manager Scott and passed.
ENGINEERS' REPORT:
1. Consent Agenda. It was moved by Cardinal and seconded by King to approve
the following Permit Applications and Requests for Project Review in accordance
with the District Engineer's recommendation as contained in the Engineer's Report
dated 5-22-81: 81-16, 81-23, 81-30, 81-38, 81-42, 81-44, 81-57. Motion Carried.

It was moved by Cardinal and seconded by King to Table the following items
as recconended by the District Engineer in the Engineer's Report dated 5-22-81:
81-14, 81-49, 81-55, 81-60, 81-70 and C.S.M.P. 81-04. Motion carried.

2. Permit licatio 'ect Review Recommendations. Engineer Willenbring
gave info on and reco�mtendatrorts on the following for Board
action: 81-04 81-48. See Attachments 1 and 2.) Engineers stated that
upon receipt o a r by Anoka County Parks Department, they have deleted
the crossing of ' ` 65 front Permit Application #81-48. (Crossing of 65
becomes Permit Application #81-78.) Manager Cardinal moved to approve that
deletion, seconded by Manager Harstad. During discussion, John Daubney,
Attorney for CREQ, requested that he be heard prior to the vote to split
the Permit Application into two applications. The Chair denied the request.
Upon a vote, the Motion carried with 4 ayes and 1 nay (King). Betty Moller
of the RCWD Citizens' Advisory Committee read a list of concerns that Committee
has with the construction of the proposed Trail. John Bialke of Barton-Aschman
Associates, responded to a number of the concerns, and agreed to submit
written response to others. There was much discussion among the Managers
and concerned persons present. John Daubney stated that there is no official
record of a public hearing on the Trail having been held in Fridley, despite
the statement contained in Resolution No. 63-1981, as passed by the Fridley
City Council. However, the Managers do not feel it is in their mandate to'
require Fridley or Anoka County to hold a public hearing on the Trail. Daubney
suggested that the Board of Managers put off making a final decision.until
such time as all questions regarding the Trail are answered. Manager King
moved to Table pending receipt of plans and information showing: 1. Realignment
of Trail around wetlarx-1 areas or non-destructive crossing of wetland area.
2. Trail backslopes will be no steeper than 4 to 1 and filter fabric placement
under bridge abutments. 3. Impact project will have on 100 -year profile.
4. Answers to questions Citizens' Advisory.Coarmittee had regarding the project.
Notion seconded by Manager Sett and carried unanimously.
Engineer Willenbring continued with Permit Application background and
reco nmendations: #81-50, 81-52, 81-53, 81-54, 81-56, 81-58, 81-59, 81-61,
81-64, 81-65, 81-62, 81-63, 81-66, 81-67, 81-75, 81-73. (See Attachments 2
through 7 for Board action.) David Eichers and Don Peterson, citizens front
New Brighton who live in the vicinity of Ramsey County Ditch No. 5, appeared
before the Board to protest the storrmssewer proposed to eliminate this open
Ditch. Eichers stated that there is no reason to spend $100,000 to put in a
stormsewer when the Ditch is doing a fine job, plus it is providing habitat
for wildlife. Eichers continued, stating that at all the public hearings
in New Brighton it came out that this stormsewer will not improve the
drainage and will not be of benefit to anyone living around it. He noted a
petition signed by 240 persons against placement of such a stormsewer (on
file with RCM). He stated that the only reason the pipe was petitioned is
that the mobile home park owner doesn't like it's looks. Eichers said the
trailer park itself is nothing but an eyesore, that it doesn't fit into
the scheme of the neighborhood, in his opinion. It seems that the mobile home
park owner's opinion is that the Ditch is an eyesore --but that is not a good
enough reason to spend over $100°,000 just because he doesn't like it.
Petrangelo asked whether those opposed to the project had been to the City
about it. Eichers said they had, but the City doesn't like the looks of it
and also they are concernd about children playing in the Ditch. Petrangelo
said the Board must look at the application hydrologically, and the District
Engineers are saying that the quality of the water will not be impinged, the
water ,rill be treated when it comes out and the water will get to Jones Lake
and leave before the peak hits Jones Lake during a 100 -year storm. Attorney
Murray inquired whether the stormsewer will be an obstruction. Engineer Willen-
bring said there will be greater capacity in the stormsewer than in the open

Ditch. The stormsewer is increasing the discharge rate to Jones Lake.
The City of New Brighton has approved the stormsewer. Don Erickson spoke
with the Managers, stating he lives about one block away from the Ditch.
He said water may stand in the Ditch for a day or so after a rain, but it
drains away. He said there has never been a report of an accident and
children play in it all the time. Erickson displayed a copy of the
petition signed by 240 persons that was given to the New Brighton City
Council at the Hearings. He stated that the Minutes included with the
Petition would show that Les Proper, City Engineer, stated that merely
enlarging the drain under Old 8 would alleviate any flooding experienced
by the mobile home park. Erickson said that the storage gained by having
an open ditch there during a heavy rain is a safety factor. He also said
he likes the habitat for wildlife. And he said that the Ditch is important
to groundwater recharging, rather than just tubing it up and getting it out
of the way. He said the DNR can't get involved in a Ditch this small, but
he urged the Managers to consider that lots of small ditches tubed up are
not helping groundwater recharging. And he suggested some control structure
on the Ditch, so that Jones Lake could be controlled. Manager Cardinal
stated that the way it seems, the whole reason for the pipe seems to be
looks --and he queried what stands to be gained. Don Erickson said the owner
of the mobile home park stands to gain additional space for a yard. Harstad
stated that she sympathised with these citizens, but this matter has been
through public hearings. These men don't want to be assessed, and maybe they
like ducks, but it is not our position to say to New Brighton that we have
two people in here who don't want the pipe and so now we don't either. She
said the Board couldn't turn then down at this point, just because it is
our Ditch, and if our Engineers say it is hydrologically sound, then we
should go with it. Don Peterson said that Ramsey County will use the Ditch
as a dumping place for displaced earth from upgrading Old 8. Discussion
continued. Managers decided to Table the matter until the June 4 meeting
at Arden Plaza Conference Room. Manager Harstad volunteered to go to the
City and find out why they feel they need this thing and report back.
Weidenbacher said that he is hard-pressed to find a good reason for the
Managers to say no to 1200 lineal feet of pipe. Manager King responded by
asking where the Managers draw the line --someday somebody sitting on the
Board is going to have to say no. Engineer said this is a minor thing.
King responded that we have to look further ahead --so that a few years down the
road the Board doesn't have to reroute pipes around bodies of water to clean
then up. Manager Cardinal moved.to Table to June 4, seconded by Manager Scott.

There was discussion of hiring temporary help during the first week of June
while Ms. Torpe is on vacation. The office will be open fraan 9-3 on Monday,
Wednesday and FrIday. Ms. Torpe is to make arrangements with a temporary
agency, subject to President's approval.
The remainder of the Engineer's Report is continued until the June 4, 1981,
meeting at 7:30 PM in the Arden Plaza Office Building Conference Room.

President Petrangelo called the meeting to order at 7:30 PM in. the Conference
Rom at Arden Plaza Office Building for the purpose of completing the business
left unfinished at the May 27, 1981, meeting.
Engineer Weidenbacher presented background information and recommendations on
the following Permit Applications: 81-52, 81-68, 81-73. Action on 81-73 resulted
in a Motion to approve by Harstad, seconded by Scott, and upon vote, Motion did
not pass --2 ayes, 3 nays fraan Petrangelo, Cardinal and King. See Attachments
3, 6 and 7. Citizen Eichers was present during this discussion and left the meeting
after Petrangelo announced that Permit Application 81-73 was denied. Engineer -
reviewed Permit Application 81-69. See Attachment 6 for action. At this time,
Manager Cardinal moved to reconsider Permit Application #81-73; Harstad seconded.
King asked for Point of Order because the only ones who can move and second for
reconsideration are those voting on the prevailing side. Harstad withdrew her
second. Petrangelo seconded for reconsideration of #81-73. Motion carried with
4 ayes and one nay (King). Weidenbacher went on to present background information
and recommendations on the following Permit Applications: #81-71, 81-72, 81-74
and 81-76. See Attachments 7 and 8 for Board action. Engineer reviewed the fol-
lowing Project Reviews with the Managers: 81817, 81821. See Attachments 8 and
9 for Board action. (Project Reviews 81818, 81819, 81822 are continued to the
June 10 Regular meeting of the Managers. See Attachment 9 for Board action.)
The following Informational Items are continued to the Jame 10 meeting: Follow-up
items of the Inspector's Report, Follow-up responses to Warning and Orders, Armon
Septic Tank System Report (Permit #78-106), and Consideration of Floodplain
Management Study Proposal. Mr. Murray is directed to give a legal review of the
Metro of Understanding between Ramsey Soil & Water Conservation District and
Rice Creek Watershed District at the June 10 meeting.

Discussion of filling North of I694 and East of Lexington --George Reiling is
hauling in dirt in an area which was designated for ponding. Engineer is to
contact Mr. Reili.ng, find out what is planned, then write a letter. If there
is no response, a Warning and order will be issued.
Ramsey County request to trap beaver in County Ditch #1 in a location East of
Hamlin, north end of the marsh. Weidenbacher reported the beaver has already
been killed by St. Paul Water Department because of blockage at the Water De-
partment aquaduct along County Road I. Roger Moore went out and unplugged
the culvert. For the Board's information, the Director of Ramsey County open
Space wants beaver live -trapped in the future.
Manager Cardinal asked for consideration of Permit Application 81-73 at this time,
because he feels that he made a mistake when he voted. President Petrangelo
noted that David Eichers, interested citizen, had already left under the impression
that this Permit Application was denied.
The Board set aside Robert's Rules of Order. Manager Cardinal moved to rescind
the previous action on Permit Application #81-73; Manager Harstad seconded the
motion to rescind. The Motion carried with 3 ayes and 2 nays (King and Petrangelo).
Manager Harstad moved to approve P.A. #81-73 with the stipulations that: 1. The
City agrees to maintain storm sewer and 2. The City of New Brighton complies with
all Statutory requirements. Manager Scott seconded the Motion to approve.
Upon a vote, the motion carried with 3 ayes.and 2 nays (King and Petrangelo).
See Attachment 8. Manager Harstad will telephone David Eichers and inform him
that the Permit Application was reconsidered after he left the meeting.
The meeting adjourned at 10:25 PM. The Board will meet for its next Regular
Meeting on June 10, 1981, at Arden Hills City Hall, 7:30 PM.

and has determined that a building permit is not required.
The City of Fridley currently does not have a shoreland ordinance in place regulating
this type of use; therefore, the Minnesota Department of Natural Resources Division of
Waters is responsible for regulating any and all uses within lake areas at this time.
Please contact Tom Hovey at the Minnesota Department of Natural Resources at 772-
7910 regarding any permit requirements for your request.
