Dear Mr. Drozdik:

It was brought to the City's attention and confirmed by an on-site
inspection on July 21, 1983 that the unimproved alley right of way
in the 4600 block, between 2nd Street and 2-1/2 Street, was being
used as a depository for the adjoining property owner's vehicles,
trailers, tree and yard waste and other personal property.
Although this is an unimproved right of way, each property owner,
the City and any utility company has the right of access to this
area. The storage and disposal of materials on the right of way
does interfere with this access and can hinder necessary utility
work, e.g. Northern States Power electrical repairs after a storm.
Therefore, the City must require that the adjoining property owners
clean their portion of the right of way and maintain this area free
of any material that might limit access.
We are confident in your cooperation on this matter and if any
