SUBJECT: Request for Variances of Section 45.26 and 45.23 for Lots 3 and 4,
Block 6 of Plymouth Addition (the same being 4762 - 2% Street, N.E.
rridley, Minnesota 55421; owned by Richard W. Alder.)
Gentlemen:
SUMMARY
The purpose of this document is to request variance of Section 45.26 and 45.23 for the
purpose of constructing an attached double garage, family room, and eating area addition
to the property located at 4762 - 2'/2 Street, N.E., (Lots 3 and 4, Block 5 of Plymouth
Addition), Fridley, Minnesota 55421.
After review of the facts, please issue instructions allowing the issuance of a construction
permit for said project.
The present structure located at 4762 - 2% Street, N.E., Fridley, Minnesota 55421, is an
extremely small three bedroom rambler with inadequate eating area and extremely limited
family living area.
Following is a list of reasons why I want to do the proposed addition:
1. Hardship of extremely small eating area with a growing family (both in number of children
and in size). It is imperative to provide adequate eating area. This is my single most important
problem.
2. Family living area. With the children growing, I want to provide a family room where the
children may entertain their friends at any time. With the decrease in emphasis on family
relationships and family importance, I hope to utilize the family room as a bulwark to
strengthen our family and maintain family importance.
3. Economic hardship. With the rapid inflation of wages, materials, and interest rates, the only
way I can provide my family with a home having adequate living space is to expand our
present dwelling.

4. Asthetic value. The proposed addition will add to the neighborhood and make the
physical appearance much nicer. On the average, most people in our area are very
concerned with upkeep, etc. and any additions which add asthetic value are well
received. (Letters from neighbors indicating their understanding and approval
have been obtained.)
In conclusion, I feel the foregoing are valid substantial reasons for granting a permit.
Obviously the City of Fridley will benefit also by having a local neighborhood improved
and increasing the city tax base.

THE MINUTES OF THE BOARD OF APPEALS MEETING OF JULY 2, 1969
The meeting was called to*order by Chairman Mittelstadt at 7:35 P.M.
MEMBERS PRESENT: Mittelstadt, Ahonen, Minish, Harris, 0°Bannon
MOTION by Minish to approve the minutes of June 25, 1969 as written.
Seconded by Ahonen. Upon a voice vote, there being no nays, the motion carried
unanimously.
1. A REQUEST FOR VARIANCES OF SECTION 45.26 TO REDUCE THE EXISTING FRONT
(TAKEN FROM 1965 SURVEY FROM 30 FEET TO 26 FEET AND SECTION 45.23 TO
SIDEYARD REQUIREMENT FROM 10 FEET TO 677 FEET TO PERMIT THE CONSTRUCT
Mr. Alder was present to present his request to the Board. He brought with him
a memo entitled "To the Board of Appeals, From Richard W. Alder". The memo
stated the reasons why Mr. Alder wants to build the proposed addition and garage
onto the dwelling and the reasons why he thought it was necessary to have the
variances.
MOTION by Harris to receive the memo from Mr. Alder.
Seconded by Minish. Upon a voice vote, all voting aye, the motion carried
unanimously.
Mr. Alder explained that there would be 14 feet between his lot line and the
next structure and 20.7 feet between the proposed structure and the next structure.
He is bringing the garage 4 feet ahead of the house to avoid the complications in
tying the two roofs together, as the house has a hipped roof. If he were
required to line up the garage with the house the materials needed, in tying the
two structures together, would run into money. The addition being added on behind
the proposed garage will become the family eating area. The present eating area
is approximately 6 feet by 6 feet.
MOTION by Minish to receive two lettere from Mr. Alder, signed by the adjacent
property owners, stating they know about and do not object to Mr. Alders garage
and addition.
Seconded by Harris. Upon a voice vote, all voting aye, the motion carried
unanimously.
MOTION by Ahonen to close the public hearing.
Seconded by -Harris. Upon a voice vote, there being no nays, the motion carried
unanimously.
MOTION by Minish to grant the request for the following reasons:
1. The front yard setback could not be met without interferring with the roof
line of the house.as the house has a hipped roof.
2. The sideyard variance is necessary to permit the construction of a 22 foot
double garage.
3. Mr. Alder has submitted reasons to the Board as to why the VAri&noep are

Mr. Bernard Rotter -President of Castle Mobile Homes, Mr. Willis Johnson -Secretary -
Treasurer of Castle Mobile Homes and Mr. Mike Kubiatowicz-Representing Macey Signs
were present to present the request.
Mr. Rotter explained to the Board where the land is located, and that it is 160
feet wide and 325 feet deep. He also explained that they feel Highway #65 is the
best location they could find for a mobile home sales establishment as 90 per cent
of the traffic travels on Highway #65. We don't require a very large piece of
land as.we only plan to have around 11 mobile homes, and this lot is what we are
looking for. We would be leasing this land, from Mr. Harstad, for a three year
period. He has indicated he is not Interested in selling the land.
Mr. Rotter was asked what type of a building would the main office be.
He answered they operate out of a mobile home that has been partitioned into
offices. It would be 12 feet by 60 feet long. To put up a permanent structure
would be a disadvantage for them.
Mr. Harris asked if they were planning on blacktopping any area of the property.
Mr. Rotter said they were planning on blacktopping the entrance and parking e:ea.
The area where the mobile homes are parked would be rock.
Mr. Harris asked if they had any sanitary facilities as the City Code calls
for two restrooms.
Mr. Rotter said they would install two restrooms inside of the main office mobile
home.
The Board was shown sketches, of the proposed layout, drawn up by Macey signs.
The Board asked about the proposed lighting and fencing.
Mr. Rotter said they planned on having quartz lights, colored lights and security
lights. They had not planned on any fencing.
MOTION by Harris to close the public hearing.
Seconded by Minish. Upon a voice vote, all voting aye, the motion carried
unanimously.

Chairman Mittelstadt informed the applicant that if the request was granted the
Special Use Permit would terminate when the three year lease was up and the property
would revert automatically back to M-1 Zoning unless the applicant reapplied and was
granted another permit.
MOTION by O'Bannon to approve the request with the following stipulations;
1. There will be no permanent residence in the mobile homes, and no repairing of
or storage of damaged trailers.
2. The Special Use Permit will expire when the three year lease expires and the.
property will revert back to M-1 Zoning. '
3. Adequate security lighting be installed for better observation by the Police.
4. The entrance and perking area are to be blacktopped.
5. Two restrooms be installed for the public's use.
6. There be a minimum distance of 15 feet between structures and the trailers be
parked horizontally on one side of the lot and vertically on the other side
to provide an adequate parking area.
Seconded by Harris. Upon a voice vote, Ahonen and Minish voting nay, the motion
carried.
Mr. Minish explained his vote by saying that he had nothing against this particular
operation but he felt Central Avenue was developing into a mobile homes sales street
and by allowing another mobile home sales operation into this area would only
worsen this condition, and we would be encouraging other mobile home operations
to come into the City to request more spot rezoning along Central Avenue. He felt
it would be better if the applicant would look for a piece of land wherethey
could have permanent occupancy instead of asking for a Special Use Permit where
they would only be assured of a three year occupancy.
Mr. Ahonen agreed with Mr. Minish in his reasons for voting against the request.
Chairman Mittelstadt asked the applicant to bring in a copy of their lease with
Mr. Harstad, which the public could examine if they so wished, to be assured that
the lease and the permit would be for a three year period only.
ADJOURNMENT:
The meeting was adjourned by Chairman Mittelstadt at 8:45 P.M.
