BUILDING PERMIT FEE SCHEDULE
SECTION 2. The Inspector of Buildings shall, before issuing permits for the
erection of any building or structure, or for any addition to any existing
building or structure, or for any alteration or repairs to any existing
building or structure, upon application therefore, require the payment by the
applicant for such permit of fees to the amount herein below set forth and in
the manner herein provided to -wit:
UNIFORM BUILDING CODE: Type 1, 2 & 4 - $2.15 for each one thousand cubic
feet, or fraction thereof, in such cubical contents. Type 3 & 5 - $1.85 for
each one thousand cubic feet.
ADDITIONAL INFORMATION
For the purpose of computing fees for building permits, the cubical contents
of any building or addition, is determined by multiplying the ground area
covered from a point six (6) inches below the floor.line of the basement
or the cellar to the average heights of the upper surface or to the average.f
height of the roof surface of the main gable of a pitched roof.
For repairs or alterations to an existing structure, the fee shall be at the
rate of $3.00 per each five hundred dollars ($500.00) or fraction thereof in
the cost of all proposed work.
'In no case shall the fee charged for any permit as set forth in Section 2 be
less than $5.00.
VERIFICATION OF FOUNDATION
NOTE: Permits for construction will be issued a minimum of 24 hours from the
time of application, to allow for proper review of the proposed structure and
of the construction site.
A Certified Survey of the lot,.showing the location of the foundation, once it
has been constructed, will be required before proceeding with the framing.
CERTIFICATE,OF OCCUPANCY
Application for a Certificate of Occupancy shall be made ten (10) days prior
to the use or occupancy of any structure for which a building permit has been
issued; aiid said structure shall not be used or occupied until a Certificate
of Odcupancy has been issued.

MOTION by Councilman Kelshaw to receive the communication from the Minnesota
Highway Department dated September 21, 1971 concerning the "Fridley City Limits"
"Population 29,235`° signs. Seconded by Councilman Liebl. Upon a voice vote,
all ayes, Mayor Kirkham declared the motion carried.

.-A DOUBLE GARAGE IN HYDE PARK AREA: (5783 2e Street)
Councilman Liebl explained that Mr. Zizak lives in a con,4--rcially zoned area and,
would like to build a double garage. He needs permission by the Council as this
is a non -conforming use. He explained to Mr. Zizak that he must assume some risk
in that, as it is zoned commercial, if it was sold for a eonnereial use, he may
not be able to recover all his construction costs. Mr. Zizak said he understood
this, but it is a new house and a garage is needed. He did not think it would he
sold for commercial use because the homes in the sur minding area arc fairly new
and the land would be too expensive. There wp.uld be cheraper land to buy elsewhere.
Councilman Liebl said when this area was rezoned, a plan eras worked out so that
every lot in a block would have to be utilized, so there would be no isolated
lots. This would then benefit the whole area. Mr. Zizak said that he did not
want the commercial zoning when it went in, as he has a nice home, and would not
want n commercial establishment next to him.
MOTION by Councilman Liebl to grant Joseph Zizak a building permit for a double
garage for 5783 A Street N.E., with the stipulation that Mr. Zizak clearly
understands that he is assuming some risk, in that the property is zoned
commercial. Seconded by Councilman Kelshaw. Upon a. voice vote, all ayes,
Mayor Kirkham declared the motion carried.

Mr. Pearson said he wished to say that he felt that the Council has been very
fair with the people on Locke Dake and he appreciated the clean -tip work that has
been done. Everything looks fairly well with the exception of the area by the
railroad tracks. The City Engineer said he understood the railroad worked there.
last Manda, . Mr. Pearson sad they worked on the bridge, but they did not do any
clean-up, and wondered if they were supposed to. The City Engineer said yes,
he did not know they did not do the work. Mayor Kirkham said there will be a
meeting soon with the railroad, and this can be brought up.
Mr. Pearson, speaking on behalf of the Locke Lake Association, said they would
like to have some of the sand that is corning from the Burlington Northern
Expansion Yard. There has been some dredging done and the sand is piled up, but
he 'and the others believed that even if it was levelled off, and the water was
raised,.there `could be a pot hole of still water. This should be done soon
before the water is raised so the trucks can get in there to work. Trey have
thought that with the addition of the dared, if the sand was graded, then perhaps
that area could be sodded -
