Mayor Liebl said in case of an extreme emergency such as a murder, all forces
would be combined to do the tracking. He said all police forces could be combined
to help out in such cases. Mr. Hill said seven law enforcement groups would be brought
together. He said the community car could be put in the area where it is needed.
The City Manager said there is another definite saving in the cost of personnel.
He said the Police Department was able to hire technicians rather than dispatchers.
He said this would be $150 a month less. He said the technicians would do the work
in the office freeing the Police Officers for Police jobs. He said the Police can
Set away from the clerical work of the office.
1'(ayor Liebl said he believed this would improve efficiency.

MOTION by Councilman Utter to receive the communication from Mr. William F. Weiss,
regarding the license fee dated May 23, 1973. Seconded by Councilman Breider. Upon
a voice vote, all voting aye, Mayor Liebl declared the motion carried unanimously.
Mayor Liebl said it was his recommendation to approve the credit for the license fee
as he thought this would be reasonable.
The City Manager said he had discussed the matter with the Finance Director and he
had stated it would be in order for $666 to be credited to his 1973 license application
account.
MOTION by Councilman Utter to grant a credit of $666 to Mr. William Weiss for his
1973 on -dale liquor license application. Seconded by Councilman Starwalt. Upon a
voice vote, all voting aye, Mayor Liebl declared the motion carried unanimously.

Councilman Nee asked if Mr. Bauman was present at the meeting. Mr. Bauman addressed
the Council stating he would like to pass out some information to the Council.
MOTION by Councilman Utter to receive the communication from Mr. R. J. Bauman concerning
the Construction of a three stall garage at 6060 - 2k Street N. E. Seconded by
Councilman Starwalt. Upon a voice vote, all voting aye, Mayor Liebl declared the
motion carried unanimously.
Mayor Liebl read the letter aloud to the Council and audience.
Mayor Liebl asked the City Engineer if this matter had been presented to the Board
of Appeals.
The City Engineer said the item had been before the Board of Appeals and they had
recommended it be approved with the stipulations that Mr. Bauman install pavement
in the area and also curbing. Mr. Bauman was to agree to a time -table for the improve -
meats, The City Engineer said any realistic date for this installation would be
okayed by the staff. He said this must be done according to the Code.

Ms. Robert Hughes, Fire Chief, stated that many people could become confused by
he number as the street names in the cities would be the same and it woul be
d fficult to determine which city the call would be coming from. He said he
th ght it would be better to retain the number being used in Fridley f9i those
lire emergency calls. He said often times the caller is unable to rep at the
addre s or give it clearly and is unable to give directions adequate under the
stress f the emergency. He said a real problem could be created b someone giving
the addi*ss and not the City.
Councilman*1reider said he would like to have the Fire Chief co;de back to the Council
with some al ernatives to this proposal. He said he would li to find some solution
and he would 'direct the Fire Chief to come back with this prposed alternative. Mr.

Councilman Breider said the next item the hours of dispatching of emergency business
by municipalities. Councilman Breide aid this would be a matter of just throwing a
switch and the administration would and this with the County. The Public Safety

Mayor Liebl said he knew of the area and he thought Mr. Bauman was trying to solve
the problem by the construction of the garage. He said if the garage is put in,
there has to be a driveway and also a set number of parking spaces. Mayor Liebl said
gravel does not do the job, Mayor Liebl asked Mr. Bauman if he could make some kind
of commitment to the Council on the installation of the pavement? He said the
curbing would not be included.
Mr, Bauman asked if he could put in crushed rock? Mayor Liebl said this would create
more problems, Mr. Bauman said he would like blacktop, himself, but it was•very
expensive. Mayor Li6bl said this did not have to be done for two years.
The City Engineer suggested the deadline date for the construction of the blacktop
parking area be June 1975. He said if this is not feasible, he can come to the Council
at that time and it can be discussed. The City Engineer said at least the parking
lot should be required, and the curbing can be waived at this time.
The City Engineer said they could continue discussing the matter the entire evening.
He said he would suggest Mr. Bauman set a date at June 1975 for the installation
of the blacktopping in the parking area and if he is unable to meet the commitment
come back to the Council at that time.
MOTION by Councilman Nee to grant the building permit for a three stall garage with
the stipulation that the required paving for the parking lot be installed by ,Tune 1975.
Seconded by Councilman Utter.
Mr. Bauman said he would be appearing before the Building Standards Design Control
Subcommittee and he would work out the necessary measurements for the garage with
them.
The City. Engineer said there are some restrictions that must be confirmed to. Mr.
Bauman said he would talk to the City Engineer later on these matters.
Councilman Starwalt asked Mr. Bauman if he planned to rent the garage stalls? Mr.
Bauman said the garage would be a place for him to work and do the necessary repair
work for the building and his automobiles. He said presently if he must fix something,
he to forced to do it in his apartment.
Councilman Starwalt said when a building becomes a hodge- podge repair building, it
may become a fire hazard. Mr. Bauman said he could also take the car from the garage
and have room to do repair work, he would also have a storage area he said. He also
mentioned working on the Ford Coupe and putting it out of sight.
Mayor Liebl asked if he planned to use the area for a repair shop. Mr. Bauman said
not at all, just for maintenance on his own personal automobiles.
The City Engineer said the main purpose of the structure would be the storage of
cars, He said Mr. Bauman is currently short of parking spaces. Mayor Liebl
asked Mr. Bauman if he would water the grass and put on some fertilizer.

The City Engineer said this item concerned the proposed construction of a School Bus
Garage by Rodger Christenson. He said a letter had been submitted by Mr. Carl Newquist,
Attorney for Mr. Christenson.
MOTION by Councilman Utter to receive the letter from Carl Newquist in regard to the
construction of a school bus garage dated May 30, 1973. Seconded by Councilman
Braider. Upon a voice vote, all voting aye, Mayor Liebl declared the motion carried
unanimously.
Mayor Liebl read the letter to the.Council and audience. He said nothing could be
done on the matter that evening.
Mayor Liebl said Mr. Christenson was trying to make an offer to the City for the land
for $35,000 or perhaps less. He said he understood the complaint of the neighborhood,
but the applicant has to be out of the current business structure by fall. He said
he would like to know if the City could exchange land or reimburse Mr. Christenson.
Acting City ,Attorney, James Gibbs, said he had talked to Mr. Herrick and there was
some question on the value of the land. He said the land is zoned light industry
and the applicant could build the proposed structure on the land. He said perhaps
there could be an adequate compromise worked out. He said it was his considered opinion
that Mr. Christenson had a right to build the school bus garage on thi property.
MOTION by Councilman Breld er to table the item to June 11, 1973 and that the Administration
investigate the possibility of using the land for a park facility and exchanging some
other facility. Seconded by Councilman Utter. Upon a voice vote, all voting aye,
Mayor Liebl declared the motion carried unanimously.

Mr. Bauman stated that at the present time there wasn't any landscaping
around the building. There is no blacktop area for parking either so he
would like to put in a 3 stall garage to eliminate some of the parking
problems. Also shown were 5 blacktop parking spaces. Mr. Bauman said that
originally he had planned to put in just the garage but after submitting
his plan to the Building Inspeotion Department, he was told of the land-
scaping requirements, parking requirements, etc. He said that in order to
defray the cost of the improvements that would be required if he added the
garages, he would like to add another unit to the property. He stated that,
otherwise, it would not be financially feasible for him to make these
improvements to the property. He said he wants to make these improvements
but with the small amount of rent he would get for the garages, it just
wouldn t be possible.
Mr. Muhich stated that the property did not meet the square footage
requirement for another unit to be added.
The Board stated that they could not give Mr. Bauman a recommendation
for approval on placing another unit on the property because it did not
meet the requirements. However, they said they could act on the original
plan as first submitted to the Board.
MOTION by Tonco to approve the general concept of the plans submitted.
Seconded by Lindblad. Upon a voice vote, all voting aye, the motion

they feel will blend well with the worded areas in the plat. The landscaping
plans are held in abeyance because they want to save as many trees as possible.
They will come back for approval of these plans later.
Mr. Chuck Van Eeckhout said that Mr. Darrel Farr had not yet arrived at the
Meeting. He asked that the discussion be delayed until he arrived. The
Council decided to discuss these plans for the apartment complex with the
plans for the townhouse Phase I that is contained in the Planning Commission
Minutes.
2. CONSIDERATION OF A REQUEST TO ERECT A CANOPY LOCATED ON LOT 3, BLOCK 1,
- C.D. HUTCHINSON ADDITION, THE SAME BEING 7429 FAST RIVER ROAD, FRIDLEY,

The City Engineer said that this request was for a canopy at the Root Beer
Stand on East River Road and Osborne Road. The Building Standards - Design
Control approved the request subject to their complying with everything shown on
the original plot plan. There is some cleaning of the property to do.
MOTION by Councilman Breider to approve the request by Mr. Earl M. Duffy,
subject to their complying with everything shown on the original plot plan.
Seconded by Councilman Liebl. Upon a voice vote, all voting aye, Mayor
Kirkham declared the motion carried unanimously.

The City Engineer reported that this item was laid over by the Building Standards

CONSIDERATION OF A REQUEST TO CONSTRUCT A 3 STAN GARAGE MR A FOUR-PLEX
LOCATED ON LOTS 1 AND 2, BLOCK 7, HYDE PWRK, THE SANE BEING 6060 2§ STREET

IThe City Engineer said that this request is located at 61st Avenue and A Street.
The proposal is to add on 3 garages to a four -plea. He would like permission
,�..to add another unit. The Building Standards - Design Control approved the
garages, but could not approve the addition of the unit as he -did not meet the
square footage requirements and could have to have a variance. He was advised
he would have to go to the Board of Appeals.
Mr. Bauman said .that this property vias built before the present zoning Ordinance
went into effect. Now, according to the Ordinance, the driveway has to be
surfaced etc. He felt it was financially unfeasible to add the driveway and
gaxages, therefore, he would like to add the additional unit to help defray
the cost. The garage: would also give additional storage space. Councilman
Breld�-r asked if he pled Qn ranting cut the garagas . Mr. Bauman said both,
he Vould like to use Qna, or maybe two for his car a�� storage and fox a place
to work on making necessary zepairs. The other could probably be rented out.

Councilman Harris asked if it was blacktopped on the side, and Mr. Bauman said
no, it was gravel. Councilman Harris asked if he objected to putting in the
driveway and to the parking requirements. Fir. Bauman said yes, he could not
see where the expense incurred would be off -set by any rent taken from one
garage. Councilman Harris said the Council could give him approval for the
garages, but as far as the additional unit goes, he would have to appear before
the Board of Appeals, requesting a variance of the area requirements, then the
Council would take another look at it.
MOTION by Councilman Liebl to grant the permit for the three stall garage to
Mr. R.J. Bauman.. He commented that the garage would be an improvement to the
property.
Mayor Kirkham called for a second, received none, and declared the MOTION DIED
FOR LACK OF A SECOND.
Mr. Bauman was advised to go through the procedure of applying for a variance
and to talk to the City Engineer in the near future.
5. CONSIDERATION OF A REQUEST TO CONSTRUCT A FOOD STORE LOCATED ON LOT 5
BLOCK 1, MAPLE MANOR ADDITION, THE SANTE BEING 620 OSBORNE ROAD, FRIDLEY,
MINNESOTA (REQUEST BY P.D.Q. FOOD STORE, 8900 PENN AVENUE SOUTH,
MINNEAPOLIS, MINNESOTA 55431):
The City Engineer showed the plans on the easel and said that it was to be
a block building with brick facing on three sides. The Building Standards -
Design Control approved the request subject to some conditions and he would like
to make the additional requirement of the fence along the south property line
over to the road easement. This condition was put on at the time of granting
the lot split.- The fence is to be 6' high, made of chain link with wooden
slats in it. It is to prevent people from the south walking through the rec-
reational area of the apartments to the south of there to get to the PDQ store.
Mr. Chuck West said that he understood that they were to fence only that portion
of the lot that they would be using. Councilvan Harris said that was not the
intent. A fence only half way would do no good., the people would just walk
around the fence and there would still be the problem of people cutting through
the recreational area to the south to get to the store.
Councilman Breider asked what vaterial was used on the back of the building.
The City Engineer said that it was painted block. Councilman Harris asked how
high it was,the City Engineer said 191. Mr. Wiest said that the back would be
break -off block on the back of the building and the other three sides would be
brick veneer.
The City Engineer asked how they would be handling their garbage. Mr. West
said that they would have a %az fired incinerator by the back door. The City
Engineer asked if it would be enclosed. Mr. West replied that they would do
whatever is required. Counci3nan Braider said he understood access would be
fram Osht=e Road through a single access. Hr. .last said yes, and the City
Engineer added there would be cu -bs on the %,,ast gide.
MOTION by Councilman Breider to approve the permit subject to the stipulations
of the Building Standards - Design Control with the additional stipulation

Other pertinent details: The fire was confined to structural and bathroom wall spaces in all
four apartments in the building. One unit of the four was vacant. Because of damage to water
pipes, the City water supply was shut off. Tenants of the three occupied apartments were
housed by the Red Cross. To our knowledge, they have not returned to the building as of this
date.
